The discussion on the informative content of the structuring programs was based on a documentation survey, whereas the discussion on the desired properties involved a field survey in conjunction with public managers, the real users of these indicators. This work presupposes that the performance indicators from the structuring programs of the Government of the State of Minas Gerais, from 2004 to 2007, did not present a complete informative content capable of characterizing it as information product, nor did it clearly meet the desired properties specified in the literature. It can be concluded that the proposed objective of this work was met as the program performance indicators revealed little relevant information for public managers in terms of a management tool for decision-making.
