It begins by presenting the functioning logic of international institutions and organizations. It discusses the phenomena of isomorphism and institutional homogenization, based on sociologic neo-institutionalism concepts. It reflects about the fundamentals of State Reform processes developed after the 1980s,, exposing specific characteristics related to the cases of the Federal Government (Brazil) and state government (Minas Gerais).
