Dissertação (Programa de Mestrado em Administração Pública) - Fundação João Pinheiro, Belo Horizonte.http://repositorio.fjp.mg.gov.br/handle/tede/445This paper analyzes the most important configurations of the Communities Public Security Councils and discusses the mainly normative instruments that are the basis of its creation, regulation and operation, from the perspective of the State of Minas Gerais, in Brazil, considering the effectiveness and applicability of the article 144, caput, of the Brazilian Federal Constitution of 1988. Therefore, this study identifies, classifies and describes the main current legal and infra-legal instruments that affect the constitution of the referred Councils; it also investigates the purposes and the predominant Councils operation aspects; and finally it analyzes comparatively the institutional models of the Community Public Security Councils in relation to the Public Security Councils provided in the Brazilian Federal Law 13.675/2018. The methods used concerned the bibliographic, documentary and field research based on the literature that approaches Participatory Institutions and Social Movements involved in the public security, which leaded to a deep study of the legislation and institutional records related to the theme, and to interviews with reference individuals from the legal and regulatory scope, and also with representatives people from public security agencies of the State of Minas Gerais and with members of the Councils in Belo Horizonte.
