Resumo
O artigo analisa o paradoxo da política redistributiva no Brasil, caracterizado pela coexistência de instrumentos eficazes no alívio imediato da pobreza e a persistência de elevados níveis de desigualdade estrutural. Partindo de uma abordagem institucional e histórico-estrutural, o estudo argumenta que a limitação dos efeitos redistributivos não decorre da ineficácia dos programas de transferência de renda, amplamente reconhecidos por sua capacidade de reduzir a pobreza e ampliar a proteção social básica, mas, sim, da incoerência do arranjo institucional no qual esses instrumentos estão inseridos. A análise evidencia como a regressividade do sistema tributário, o padrão desigual de alocação do gasto público, especialmente na educação, e a concentração de benefícios decorrentes de incentivos econômicos neutralizam parte significativa dos ganhos redistributivos das políticas sociais. O artigo sustenta que o Estado brasileiro opera com capacidades seletivas, fortes para implementar políticas de baixo conflito distributivo e frágeis quando a redistribuição implica confrontar interesses econômicos consolidados. Ademais, argumenta-se que a herança histórica da escravidão e os limites da democracia substantiva contribuem para a baixa legitimidade política da redistribuição estrutural. Conclui-se que a redistribuição no Brasil funciona predominantemente como mecanismo de compensação e estabilidade social, e não como instrumento de transformação das desigualdades, reforçando a necessidade de repensar o papel do Estado e a coordenação dos instrumentos de política pública.
Abstract
This article analyzes the paradox of redistributive policy in Brazil, characterized by the coexistence of instruments effective in the immediate alleviation of poverty and the persistence of high levels of structural inequality. Using an institutional and historical- structural approach, the study argues that the limitation of redistributive effects does not stem from the ineffectiveness of income transfer programs, widely recognized for their capacity to reduce poverty and expand basic social protection, but rather from the incoherence of the institutional arrangement in which these instruments are embedded. The analysis highlights how the regressivity of the tax system, the unequal pattern of public spending allocation, especially in education, and the concentration of benefits resulting from economic incentives neutralize a significant portion of the redistributive gains of social policies. The article maintains that the Brazilian State operates with selective capacities, strong in implementing policies with low distributive conflict and fragile when redistribution implies confronting consolidated economic interests. Furthermore, it argues that the historical legacy of slavery and the limits of substantive democracy contribute to the low political legitimacy of structural redistribution. It is concluded that redistribution in Brazil functions predominantly as a mechanism for compensation and social stability, and not as an instrument for transforming inequalities, reinforcing the need to rethink the role of the State and the coordination of public policy instruments.
