Resumo
A presente dissertação examina as capacidades estatais municipais na gestão educacional em Minas Gerais sob a perspectiva do federalismo brasileiro por meio da análise de como diferentes configurações institucionais influenciam a implementação de políticas educacionais considerando as particularidades de um estado marcado por profundas disparidades regionais e socioeconômicas. O problema da pesquisa centra-se na compreensão de como as capacidades estatais condicionam a atuação municipal no campo educacional. Mediante a construção de indicadores específicos e um índice sintético, o trabalho avalia 829 municípios mineiros, revelando um cenário de desenvolvimento institucional heterogêneo e segmentado. Os resultados evidenciam que as diferentes dimensões da capacidade estatal evoluem de forma praticamente independente entre si, demonstrando a ausência de correlações significativas entre os indicadores. Observa-se ainda que o porte populacional influencia distintamente as capacidades analisadas: municípios
menores frequentemente apresentam maior capacidade financeira relativa, enquanto os de maior porte demonstram melhor estruturação técnico-administrativa, porém com menor esforço orçamentário proporcional em educação. O estudo estabelece interlocução teórica com Machado, Abrucio, Segatto, Arretche, Gomide, Pires e outros pesquisadores do federalismo e das capacidades estatais por meio da articulação de conceitos que permitem uma interpretação mais refinada das dinâmicas federativas na educação. As contribuições da pesquisa residem na abordagem multidimensional das capacidades estatais e na identificação de tipologias municipais segundo diferentes configurações institucionais, oferecendo subsídios para o aprimoramento das políticas educacionais e dos mecanismos de
cooperação federativa, com vistas à redução das desigualdades na oferta educacional.
Resumo
This dissertation examines municipal state capacities in educational management in Minas Gerais from the perspective of Brazilian federalism through the analysis of how different institutional configurations influence the implementation of educational policies, considering the particularities of a state marked by profound regional and socioeconomic disparities. The research problem focuses on understanding how state capacities condition municipal performance in the educational field. Through the construction of specific indicators and a synthetic index, the study evaluates 829 municipalities in Minas Gerais, revealing a scenario of heterogeneous and segmented institutional development. The results show that the different dimensions of state capacity evolve in a practically independent manner, demonstrating the absence of significant correlations between the indicators. It is also observed that population size distinctly influences the analyzed capacities: smaller municipalities frequently present greater relative financial capacity, while larger ones demonstrate better technical-administrative structuring, albeit with less proportional budgetary effort in education. The study establishes theoretical dialogue with Machado, Abrucio, Segatto, Arretche, Gomide, Pires and other researchers of federalism and state capacities through the articulation of concepts that allow a more refined interpretation of federative dynamics in education. The contributions of the research lie in the multidimensional approach to state capacities and in the identification of municipal typologies according to different institutional configurations, offering subsidies for the improvement of educational policies and federative cooperation mechanisms, with a view to reducing inequalities in educational provision.
