The research problem focuses on understanding how state capacities condition municipal performance in the educational field. Through the construction of specific indicators and a synthetic index, the study evaluates 829 municipalities in Minas Gerais, revealing a scenario of heterogeneous and segmented institutional development. The results show that the different dimensions of state capacity evolve in a practically independent manner, demonstrating the absence of significant correlations between the indicators. It is also observed that population size distinctly influences the analyzed capacities: smaller municipalities frequently present greater relative financial capacity, while larger ones demonstrate better technical-administrative structuring, albeit with less proportional budgetary effort in education. The study establishes theoretical dialogue with Machado, Abrucio, Segatto, Arretche, Gomide, Pires and other researchers of federalism and state capacities through the articulation of concepts that allow a more refined interpretation of federative dynamics in education.
