However, the process of methodological development and application of indexes and indicators is complex, including on their ability to display with quality the social dimensions, which also reflects, as well as the rules of the Brazilian federalism, this research evaluates the ability to attest or performance of municipal management in the area of education by the indicator “i-Educ”, which integrates the IEGM. The quantitative survey was preceded by review bibliographic and documentary on the themes of State reform, administrative principles, public education in Brazilian federalism, the role of Audit Courts, social indicators and indices and the concept of effectiveness. In addition, previous studies on IEGM were briefly described. The quantitative study was based on the analysis of the educational indicator (i-Educ), by the construction and comparison of statistics with multivariate indicators of management performance of municipalities in Minas Gerais, for the dimensions of access and educational quality, according to the National Education Plan 2014-2024, and reveals which indicators influence the achievement of the goals instituted. Furthermore, it highlights the relationship between municipal performance and endogenous and exogenous characteristics to public action. In addition, the study revealed that i-Educ has a partial capacity to reflect the concept of effectiveness for the municipalities. It is also observed evidence of gradual improvement of the municipalities’ performance in the effectiveness of education management.190 f. : il.
