Item De guarda patrimonial a polícia municipal: a guarda municipal de Belo Horizonte e o seu processo de institucionalização(Fundação João Pinheiro, 2018-03-26) Cardeal, Camila Costa; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Marinho, Karina Rabelo Leite; Ribeiro, Ludmila Mendonça LopesUsing the theoretical frame of reference of the Sociological Institutionalism, the aim of this work was to analyze the building of the place of the Municipal Guard of Belo Horizonte (GMBH). To this purpose, semi-structured interviews were carried out with representatives of the Municipal Secretariat for Security and Prevention, Municipal Guard, former managers of the Municipal Secretariat of Urban and Patrimonial Security and representatives of municipal secretariats that have an institutional link, from the provision of services and joint activities, with the GMBH and a survey was applied with 340 active municipal guards. The theoretical framework of this work discussed the current panorama of municipal guards in Brazil; the models designed for public safety, from National Security to Citizen Security; beyond the organizational perspective. The purpose of the Municipal Secretariat for Security and Prevention is the consolidation of the GMBH, as a police, based on the precepts of citizen security, however, structural changes reveal conflicts and dissent about the construction of knowledge and values, which are still in training in the GMBH . The agents of the GMBH present characteristics of an organization that would have a profile of mediation of conflicts, according to the precepts of the Secretariat. However, they also present the profile of a repressive and law enforcement agent, as the traditional model of policing. In this sense, this research concluded that the Municipal Guard of Belo Horizonte, although it is identified, from 2017, as a Municipal Police, presenting new attributions in the municipality, it is still in the process of constructing its role in public safety.Item A guarda municipal de Belo Horizonte no processo de descentralização da política de segurança pública para os municípios brasileiros(Fundação João Pinheiro, 2012-09-28) Silva, Laura Angélica Moreira; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Cruz, Marcus Vinicius Gonçalves; Fonseca, Marcos Luiz Bretas daHaving the backdrop of the debate about the Brazilian federalism, this paper discuss the conformation and activity of the Municipal Guards in the country, in terms the public security policy proposed by the Union, and in specific character as the Municipal Guard of Belo Horizonte falls in this debate. The hypothesis that guides this it's that the provision of security, through the Municipal Guards, both nationally and in Belo Horizonte, is not an uniform action and mainly depends on the will of the local Executive and demands present in each municipality. The theoretical framework of this paper discusses federalism, decentralization, public security policy and Municipal Guards. As a method to achieve this goal, besides the literature review was conducted structured interviews with the managers and municipal guards who work in the Guard of Belo Horizonte and used secondary data to i) analyze the dispersion of the regions of the Municipal Guards federation and also by population, in order to characterize and analyze the training received, type of weapon used and the training commander and ii) analyze the interventions by the Municipal Guard of Belo Horizonte. The conclusion is that, even with positive and negative incentives proposed by the Union, the role of the Municipal Guard is quite discontinuous and heterogeneous in the country depending on the initiative of the mayor to institute and proceedwith this security policy at the municipal level.
