Resumo
Este estudo objetiva analisar o crime de roubo consumado a veículos automotores na subárea da 9a Cia Esp PMMG em Belo Horizonte de Minas Gerais, nos anos de 2009 e 2010. Foi realizada pesquisa que se caracteriza como sendo descritiva, seguindo a natureza de pesquisa qualitativa e quantitativa por meio de análise de dados secundários, entrevistas e questionários. Inicia-se com a fundamentação teórica, onde sáo abordadas as teorias dos crimes e tipologias de policiamentos. Também sáo contemplados os índices de roubos de veículos no Brasil e em Minas Gerais. Os resultados da pesquisa mostraram que a marca e modelo de veículos automotores mais roubados sáo o Fiat/Pálio e o Volkswagem/Gol pelo fato de serem mais fácil o desmanche do veículo, o comércio das peças e prática de outros crimes, dentre outros. Os dados revelaram que o carro cinza/prata é o veículo automotor mais roubado na regiáo Noroeste de Belo Horizonte/MG, nos horários entre 18:00 horas e 03:59 horas, uma vez que estes horários sáo os preferidos pelos agentes para agir. A mençáo dos entrevistados quanto a atuaçáo e efetividade do policiamento ostensivo indicou a necessidade de maior atuaçáo nas Zonas Quentes de Criminalidade e recobrimento das subáreas no planejamento das medidas preventivas de combate ao roubo a veículo. Pode se perceber claramente que os bairros Padre Eustáquio, Caiçara, Carlos Prates e, a seguir, Coraçáo Eucarístico, Joáo Pinheiro e Jardim Montanhês, na Regiáo Noroeste, sáo os de maior registro de ocorrências. A regiáo com menor índice de roubo de veículos em Belo Horizonte/MG está situada no interior da Avenida do Contorno, área do 1° Batalhão de Polícia Militar, devido â dificuldade de acesso ás rodovias e ás oficinas de desmanche que náo existem nesta regiáo. Constatou-se também que as Unidades têm pouco apoio da Seçáo de Inteligência no combate ao roubo de veículos. Apesar desta fragilidade, foi reconhecida a importância do serviço reservado (P/2) nas operações da Polícia Militar de Minas Gerais que disponibiliza o Cadastro de Vínculos Criminais dos principais autores de roubo e receptaçáo de veículos na Regiáo Noroeste.
Abstract
This study aims at to analyze the crime of consummate robbery to automotive vehicles in the subarea of 9th Cia Esp of PMMG of Minas Gerais, in the years of 2009 and 2010. Was carried out research that is characterized as being descriptive, following the nature of qualitative and quantitative research through analysis of secondary data, inteiviews and questionnaires. It begins with the theoretical foundation and the typologies of policings. The indexes of robberies of vehicles are also contemplated in Brazil and in Minas Gerais that appear in this direction. The results of the research showed that the mark and model of self-driven vehicles more robbed they are Fiat/Pálio and Volkswagem/Gol for the fact of they be easier it unmakes it of the vehicle, the trade of the pieces, practice of other crimes, among others. The data revealed that the car gray/silver is the self-driven vehicle more robbed in the Northwest area of Belo Horizonte/MG, in the schedules among 18:00 hours and 03:59 hours, once these schedules are the favorite ones for the agents to act. The mention of the interviewees as the performance and effectiveness of the ostensible policing indicated the need of larger performance in the Hot Zones of Criminality and coating of the subareas in the planning of the preventive measures of combat to the robbery to vehicle. It can be noticed clearly that the neighborhoods Padre Eustáquio, Caiçara, Carlos Prates and, to proceed, Coraçáo Eucarístico, Joáo Pinheiro and Jardim Montanhês, in the Northwest Area, they are the one of larger registration of occurrences. The area with smaller index of robbery of vehicles in Belo Horizonte/MG is placed inside the Av. do Contorno, area of the 1st Military Police Battalion, due to the access difficulty to the highways and the workshops of it unmakes that don't exist in this area. It was also verified that the Units have little support of the PMMG in the combat to the robbery to vehicle. In spite of this fragility, the importance of the resen/ed service was recognized (P/2) in the operations of the PMMG of the Military Police of Minas Gerais you managed that provides the Criminal Vehicles of Cadaster of the principal robbery authors and fencing of vehicles in the Northwest Area.
