Resumo
O presente estudo almeja responder ao problema de pesquisa dado pelo questionamento quanto às causas e consequências da baixa efetividade da gestão da educação municipal e, para tal, objetiva a análise do baixo nível de adequação da gestão da educação dado pelo Índice de Efetividade da Gestão Municipal (IEGM) no município de Curvelo. Assim, busca o conhecimento da realidade da educação municipal segundo diversos indicadores e índices, de modo a estabelecer análise comparativa entre eles e suas dimensões, além de estudar os indicadores de efetividade do IEGM e a atuação da gestão local da educação - para, por fim, analisar as causas e as consequências da reduzida efetividade dessa gestão em Curvelo pelo IEGM e elaborar propostas para melhorias desses indicadores. A metodologia de pesquisa envolve, primeiramente, etapa de revisão bibliográfica, que percorre temas relativos ao papel dos entes governamentais na gestão da educação, à municipalização do ensino, à atuação dos burocratas de médio escalão e de nível de rua, ao conceito de efetividade e aos índices e indicadores sociais – sendo esse o tema cerne ao referencial teórico da pesquisa – com enfoque na educação. Depois, utiliza dados secundários disponíveis em sites oficiais quanto ao IEGM e demais índices estudados. Por fim, realiza pesquisa de campo no Tribunal de Contas do Estado de Minas Gerais (TCEMG), Secretaria Municipal de Educação de Curvelo e duas escolas municipais de Curvelo, com entrevistas semiestruturadas e observação direta. Nesse sentido, os resultados da pesquisa teórica apontam para a associação entre fatores humanos, gerenciais, tecnológicos e orçamentários para que a gestão seja efetiva. Os resultados aferidos pela pesquisa de campo desenvolvida, por outro lado, apontam que o diagnóstico de baixa efetividade da gestão da educação no município de Curvelo está relacionado ao subdimensionamento do índice pelo não informe de dados que não se encontram sistematizados nos sistemas oficiais da Secretaria Municipal de Educação. Conclui-se o estudo com o apontamento de que desenvolver a capacidade de gestão é crucial para que o município lide com as dificuldades e saiba aproveitar janelas de oportunidades que se abrirem, além de cumprir com os critérios de efetividade dos serviços públicos prestados, e são feitas recomendações ao cálculo do IEGM e à postura do TCEMG.
Abstract
The present study aims to answer the questioning about the causes and consequences of the low effectiveness of municipal education management, particularly by analyzing the low level of adequacy of the Educational Management given by the Municipal Management Effectiveness Index (IEGM) in the municipality of Curvelo. In order to do this, the study seeks knowledge about the reality of municipal education according to several indicators and indexes, trying to establish a comparative analysis between them and their dimensions, besides studying the IEGM’s indicators of effectiveness and the local management of Education, to analyze the causes and consequences of its reduced effectiveness in Curvelo and, then, elaborates proposals for improvements of such indicators. The research methodology involves, firstly, a bibliographical review stage, which covers topics related to the role of government entities in the management of education, the municipalization of education, the performance of middle-ranking bureaucrats and street level bureaucrats, the concept of effectiveness and indexes and social indicators – given that this is the core of the theoretical reference - focusing on Education. Then, it uses secondary data available on official sites regarding IEGM and other indexes studied. Finally, a field research is conductes at the Court of Accounts of the State of Minas Gerais (TCEMG), Curvelo Municipal Secretary of Education and two municipal schools, with semi-structured interviews and direct observation. In this sense, the results of the theoretical research point to the association between human, managerial, technological and budgetary factors for effective management. The results of the field research developed, on the other hand, indicate that the diagnosis of low effectiveness of Education management in the municipality of Curvelo is related to the underestimation of the index by not reporting data that are not systematized in the official systems of the Municipal Secretary of Education. The study concludes with the observation that the development of management capacity is crucial for the municipality to deal with the difficulties and to take advantage of windows of opportunities that open up, besides complying with the criteria of effectiveness of the public services rendered, and recommendations for the calculation of the IEGM and the posture of the TCEMG are made.
