dc.description.abstractO presente trabalho aborda a criação das Subcorregedorias Regionais da Polícia Militar de Minas Gerais, contida no Plano Estratégico 2009/2011, do Comando Geral da PMMG, que previu a criação do Sistema Correcional (SICOR-PMMG), com núcleos regionais nas Regiões da Polícia Militar situadas no interior do Estado. A pesquisa buscou verificar aspectos relacionados ao efetivo e atividades desenvolvidas pelas Subcorregedorias em funcionamento na PMMG, antes do advento do SICOR-PMMG; comparando o efetivo e atividades desenvolvidas pelas Subcorregedorias em funcionamento na PMMG com o modelo preceituado pela Resolução n. 4.135/11-Comando Geral. O problema objeto de estudo buscou responder à pergunta: o modelo normatizado pela Resolução n. 4.135/11-CG e suas regras complementares serão capazes de atender à demanda apresentada pelas Regiões da PMMG até então não contempladas com as Subcorregedorias? A pesquisa parte do estudo de aspectos ligados à teoria gerencial, relacionando características deste modelo administrativo convergentes com as Subcorregedorias, mormente no tange à desburocratização, descentralização, transparência, e “accountability” (prestação de contas). Posteriormente, parte-se para uma revisão teórica acerca da Corregedoria da Polícia Militar, com enfoque no Sistema Correcional (SICOR). Objetivou-se comparar a estrutura prevista na Resolução criadora do mencionado Sistema com aquela contida nas Subcorregedorias já em funcionamento antes do advento do SICOR; verificando assim, se o modelo a ser implantado será eficiente a ponto de contribuir positivamente para o deslinde das atividades correicional nas Regiões PM do Estado de Minas Gerais. Conclui-se pela condicionante que o modelo normatizado atenderá a demanda das Subcorregedorias se for operacionalizado em sua totalidade e exercer o ciclo da atividade correicional, através das quatro adjuntorias existentes nas Subcorregedorias.pt_BR
dc.description.abstractenThis article discusses the creation of regional internal affairs department Military Police of Minas Gerais, under the Strategic Plan 2009/2011, the General Command of PMMG which foresaw the creation of the Correctional System (SICOR-PMMG), with regional centers in the regions of Police Military situated within the State. The research sought to verify the effective aspects and activities operating in the regional internal affairs department PMMG, before the advent of SICOR-PMMG, and comparing the actual activities performed by regional internal affairs department of PMMG operating in the model prescribed by Resolution No. 4.135/11-Comando General. The problem object of study aimed at answering the question, the model standardized by Resolution No. 4.135/11-CG and its supplementary rules will be able to meet the demand presented by Regions PMMG hitherto covered with regional internal affairs department? The study started from the study of aspects of management theory, linking the administrative features of this model converged with regional internal affairs department, particularly in respect to bureaucracy, decentralization, transparency and accountability. Later, we go to a literature review about the internal affairs of the Military Police, focusing on the Correctional System (SICOR). The objective was to compare the structure provided in the creative resolution of that system with that contained in regional internal affairs department already in operation before the advent of SICOR. Thus verifying the model to be implemented will be effective enough to contribute positively to the demarcation activities correicional PM in Regions of the State of Minas Gerais. It concludes the condition that the model will meet the demands of standardized Subcorregedorias if operated in its entirety and to exercise the activity cycle correicional, articulated in four adjuntorias, existing in regional internal affairs department.pt_BR
