Resumo
Esta pesquisa teve por objetivo analisar o detalhamento e desdobramento do quadro de organização e distribuição do efetivo (DD/QOD) das Unidades Especializadas de Meio Ambiente e Trânsito Rodoviário da Polícia Militar do Estado de Minas Gerais. Justifica-se a realização da pesquisa pela disparidade do efetivo existente dentre as dezesseis Unidades Especializadas de Meio Ambiente e Trânsito, sendo que tais discrepâncias interferem diretamente nos resultados a serem alcançados por cada Unidade Especializada e, por conseguinte, pela Instituição. Para melhor compreensão do que ocasiona esta disparidade entre as Unidades Especializadas, foi realizada nesta pesquisa, inicialmente uma análise dos dados referente à previsão de efetivo em cada Unidade, relacionando-os a área de responsabilidade de cada Unidade, população local e malha viária, sendo que o objetivo destas análises foi fazer um mapeamento da situação que permitisse comparar as unidades entre si, e melhor compreender o fenômeno. Utiliza-se neste trabalho, pesquisa do tipo descritiva. Foram analisadas as normas que regem o assunto, e ainda, aplicados questionários junto aos comandantes das Unidades Especializadas de Meio Ambiente e Trânsito e junto aos comandantes das regiões da Polícia Militar do Estado de Minas Gerais. Conclui-se que a ausência de critérios específicos para a definição do efetivo, traz prejuízos ao desempenho destes policiamentos, sendo necessária a criação de tais critérios.
Abstract
This research aims to analyze the details and spreading of the organizational framework and distribution of manpower (DD / QOD) of the Environment and Road Traffic Specialized Units of the Military Police of the State of Minas Gerais. This research is justified by the actual disparity of manpower that exists among the sixteen Environment and Traffic Specialized Units, and such differences directly affect the results to be achieved by each Specialized Unit and therefore, by the institution. For better understanding of what causes this disparity between the Specialized Units, initially, there was an analysis of the data regarding the man power prediction in each Unit, relating it to the area of responsibility of each Unit, the local population and road network, the objective of this investigation was to map the situation that could allow comparisons among the units themselves, and better understand the phenomenon. Descriptive research is used in this study. The rules governing the matter were analyzed, and also, questionnaires were applied to the commanders of the Environment and Road Traffic Specialized Units and also to the regional commanders of the Military Police of the State of Minas Gerais. It was concluded that the absence of specific criteria for the definition of man power harms the performance of policing, which requires the establishment of such criteria.
