Participação social, sistemas deliberativos e seus conectores: e uma análise dos fóruns regionais de governo de Minas Gerais

Resumo
Os Fóruns Regionais de Governo foram instituídos em 2015 no contexto do novo governo do estado de Minas Gerais, do Partido dos Trabalhadores (PT), para ampliar a participação social no planejamento governamental estadual. O objetivo deste trabalho é analisar os Fóruns Regionais de Governo a partir perspectiva dos sistemas deliberativos, que se vincula ao campo da teoria democrática deliberativa, buscando identificar o papel dos indutores de conectividade. Para tanto, efetuou-se uma revisão da literatura sobre as principais correntes no campo da teoria democrática do século XX, contemplando os conceitos de democracia participativa e deliberativa, culminando na abordagem dos sistemas deliberativos e seus conectores. Em seguida, foi feita uma breve contextualização da participação social no país desde o período autoritário até o momento atual e na sequência, contextualizam-se os Fóruns Regionais a partir dos antecedentes da participação social em Minas Gerais. Explora-se a concepção dos Fóruns Regionais, seu funcionamento e impactos iniciais no período de 2015 a 2016. Assim, a análise proposta por esse trabalho constituiu-se a partir do entendimento dos Fóruns Regionais como um sistema deliberativo e buscou-se compreender o papel dos seguintes conectores: a) desenho e normas institucionais; b) burocracia; c) circulação de participantes e sua representatividade; d) mídia. A pesquisa desenvolvida nesse trabalho, que consiste em um estudo de caso, tem caráter qualitativo, e empregou como recursos a observação direta, análise documental, e realização de entrevistas semiestruturadas com gestores envolvidos com os Fóruns Regionais desde o início do processo. Mostrou-se como os indutores de conectividade favorecem a conexão dos diversos atores e momentos integrantes dos Fóruns Regionais, podendo, contudo serem aprimorados.
Abstract
The Regional Government Forums were instituted in 2015, during the new mandate of the Workers' Party in Minas Gerais state government, in order to aiming to increase social participation in state governmental planning. The purpose of this end-of-undergraduate-course monography is to analyze the Regional Forums of Government from the perspective of deliberative systems, linked to the field of deliberative democratic theory, seeking to identify the role of connectivity inducers. For that, a review of the literature on the main currents in the field of the democratic theory of the twentieth century was carried out, contemplating the concepts of participatory and deliberative democracy, culminating in the approach of deliberative systems and their connectors. Afterwards, a brief contextualization of the social participation in the country was made, from the authoritarian period at the present moment, and then, the Regional Forums were contextualized based on the antecedents of social participation in Minas Gerais. We then explore the conception of the Regional Forums, their operation and their initial impacts in the period from 2015 to 2016.Thus, the analysis proposed by this work was based on the understanding of the Regional Forums as a deliberative system and sought to understand the role of the following connectors: a) design and institutional standards; B) bureaucracy; C) circulation of participants and their representativeness; D) media. The research developed in this work, which consists of a case study, has a qualitative character, and used as resources direct observation, documentary analysis, and semi-structured interviews with managers involved with the Regional Forums since the beginning of the process. It was shown how the inductors of connectivity favor the connection of the various actors and moments that are part of the Regional Forums, which can, however, be improved.
