O emprego da filosofia da polícia comunitária na PMMG: a elaboração e a implementação do projeto desafio na área do 2 º Batalhão da Polícia Militar

Resumo
O objetivo norteador desta pesquisa foi descrever o processo de elaboração e implementação do Projeto Desafio à luz dos princípios de Polícia comunitária e conforme preconiza a Diretriz para a Produção de Serviços de Segurança Pública nr 04/2002 – Comando Geral (CG), que regula a aplicação da filosofia da Polícia Comunitária pela Polícia Militar de Minas Gerais. Trata-se de uma pesquisa do tipo descritiva para a qual foi realizada a aplicação de entrevistas semi-estruturadas aos policiais militares, assistidos e comunidade que participaram do projeto, bem como os policiais militares e comunidade que participam atualmente do projeto. A pesquisa se baseou nas teorias da aplicação da filosofia do policiamento comunitário, trazendo a evolução do policiamento: da polícia tradicional à polícia comunitária, onde aborda-se a também a evolução e a implementação da filosofia da polícia comunitária na Polícia Militar de Minas Gerais (PMMG). São mencionados os dez princípios do policiamento comunitário, que devem estar presentes em todas as práticas associadas ao policiamento comunitário e a mobilização social como fator preponderante ao desenvolvimento desta estratégia organizacional. A pesquisa trouxe ainda a missão e estrutura da PMMG com considerações históricas alusivas ao 2º Batalhão da Polícia Militar (BPM), pertencente a 4ª Região da Polícia Militar (RPM). A pesquisa direciona-se para 31ª Companhia (Cia.) do 2º Batalhão da Polícia Militar (BPM), Cia. que desenvolveu o Projeto Desafio, destinado às crianças e aos adolescentes da Vila Santa Terezinha (antiga Favela do Rato, também chamada da Vila da Paz) e a distribuição operacional da 4ª Região da Polícia Militar (RPM) para o conhecimento dos futuros leitores sobre a estrutura organizacional desta região. A pesquisa traz toda a concepção e implementação do Projeto Desafio, de forma que se entenda o processo de desenvolvimento do projeto à luz da filosofia do policiamento comunitário. Apresentam-se ao final as considerações sobre o desenvolvimento e exemplo do Projeto Desafio nos aspectos da implementação de projetos e programas de polícia comunitária na PMMG.
Abstract
The guiding objective of this research was to describe the process of elaboration and implementation of the Challenge Project in light of the principles of community and police as recommended by the Guideline for the Production of Public Safety Services 3.01.06/2011 nr - General Command (CG), which regulates the application of the philosophy of Community Policing by the Military Police of Minas Gerais. It is a descriptive type research for which the application was made of semi-structured to the military police, attended and participated in the design community as well as military police and the community you currently participating in the project. The research was based on theories of application of the philosophy of community policing, bringing the evolution of policing: the traditional police to community police, which also addresses the evolution and implementation of community policing philosophy of the Military Police of Minas Gerais (PMMG ). We mention the ten principles of community policing, which must be present at all practices associated with community policing and social mobilization as a major factor for the development of organizational strategy. The research has brought the mission and structure of PMMG alluding to historical considerations to the 2nd Military Police Battalion (BPM), belonging to the 4th Military Police Region (RPM). The research is directed to the 31st Company (Co.) of the 2nd Military Police Battalion (BPM), Company that developed the Challenge Project, aimed at children and adolescents in Vila Santa Terezinha (formerly Favela do Rato, also called the Village Peace) and the operational deployment of the 4th Military Police Region (RPM) to the knowledge of readers about the future organizational structure of this region. The research brings the design and implementation of the Challenge Project in order to understand the process of project development in the light of the philosophy of community policing. We present the final considerations on the development of Project Challenge and example in aspects of project implementation and community policing programs in PMMG.
