Resumo
Este trabalho teve como tema as estratégias adotadas pela Polícia Militar que reduziram os índices de crimes violentos na cidade de São Francisco/MG. Objetivou fazer uma analise se as estratégias adotadas pela Polícia Militar reduziram os crimes violentos na cidade de São Francisco-MG, no período de 2008 a 2010, comparando-os com o período de 2005 a 2007. Constituiu-se como objetivos específicos examinar os índices de criminalidade violenta, na cidade de São Francisco, no período de 2005 a 2010; identificar as ações preventivas e repressivas implementadas pela Polícia Militar na cidade de São Francisco e o seu reflexo na redução dos crimes violentos; verificar se o trabalho desenvolvido foi em conjunto com a Polícia Civil, Justiça Criminal, Ministério Público e sociedade; verificar se as estratégias tinham como base os planos estratégicos da Polícia Militar, alinhados com a política pública de governo para o setor de segurança pública. Esta análise foi viabilizada a partir de uma pesquisa de campo, de natureza quantitativa e qualitativa, através da aplicação de questionários com perguntas abertas estruturadas e entrevista estruturada, a partir de um público selecionado com relação direta com o objeto de estudo, sendo 02 Juízes de Direito da Comarca, o promotor de Justiça, o Major Comandante do 30º BPM, o Oficial Chefe da seção de planejamento operacional do 30º BPM, o chefe da seção de inteligência do 30º BPM e o Sgt chefe da sub-agência de inteligência da 166ª Cia PM de São Francisco. Os trabalhos de campo foram concluídos com a constatação de que as estratégias adotadas pela Polícia Militar contribuíram para a redução do índice de crimes violentos em São Francisco/MG, através de um trabalho conjunto e em harmonia com a Justiça Criminal, Ministério Público e sociedade. A comprovação dos pressupostos se deu através dos dados estatísticos, análises de conteúdo das entrevistas e questionários bem como da análise da influência dos fatores intervenientes. E finalmente concluímos que é necessário repensar e adotar medidas mais duras para que ocorra a integração, completa, dos órgãos que compõem o sistema de defesa social, não somente entre as Polícias Militar e Civil, mas também com a própria SEDS, Justiça Criminal e Ministério Público e sociedade.
Abstract
This work had as its theme the strategies adopted by the Military Police that reduced violent crime in the city of San Francisco / MG. The objective is to analyze the strategies adopted by the Military Police reduced violent crime in the city of San Francisco-MG in the period 2008 to 2010, comparing them with the period from 2005 to 2007. Was to examine the specific objectives violent crime rates in the city of São Francisco in the period 2005 to 2010, identifying the preventive and repressive actions implemented by the Military Police in the city of São Francisco and its reflection in reducing violent crime , verify that the work was in conjunction with the Civil Police, Criminal Justice, prosecutors and society, see if the strategies were based on the strategic plans of the Military Police, in line with the public policy of government to public safety. This analysis was made possible from a field research, quantitative and qualitative, by applying structured questionnaires with open questions and a structured interview, from a selected audience with a direct relationship with the object of study, 02 judges Law of the District, the prosecutor, Major Commandant of 30 Battalion, the Official Head of planning section operating 30 Battalion, the head of the intelligence section of the 30th Battalion and Sgt head of sub-intelligence agency The 166 th Cia PM São Francisco. The field work was completed with the observation that the strategies adopted by the Military Police contributed to the reduction of violent crime in San Francisco / MG, by working together and in harmony with the criminal justice system, prosecutors and society. The proof of the hypothesis has been through the statistics, content analysis of interviews and questionnaires as well as the analysis of the influence of intervening factors. And finally we find it necessary to rethink and adopt tougher measures for integration to occur, complete the organs that make up the system of social defense, not only between the military and civil police, but also with their own forms of sed, Criminal Justice and Ministry public and society
