Resumo
O presente trabalho tem por objetivo analisar o emprego operacional da Companhia PM Independente de Policiamento com Cães, Canil, na região Metropolitana de Belo Horizonte, durante o período de 2008 a 2010. A importância do presente estudo está na função exercida pelo cão policial para suplementar o policiamento ostensivo. Em 1957, a Polícia Militar de Minas Gerais inseriu o policiamento com cães, pois em outros países o emprego do cão vinha ocorrendo com bons resultados. Atualmente, pode-se verificar que o cão empregado na atividade policial, quer seja preventiva ou quer seja repressiva, otimiza recursos, reduz a utilização do uso da força diferenciada efetuada pelos policiais e diminui o risco de confrontos entre policiais e cidadão infratores. Assim, esta pesquisa foi elaborada com a finalidade de verificar o desempenho dessa modalidade de policiamento, a percepção do policial militar, que recebe o apoio da Companhia de cães em relação à efetividade na busca de êxito em ocorrências, e também para aferir a percepção dos integrantes da citada companhia, no tocante a sua forma de buscar novas técnicas de adestramento e treinamento, que são fatores importantes para que se tenha eficiência na atividade de policiamento com cães. E, por conseguinte, firmar a relevante e necessária criação de padrões de comportamento em relação ao adestramento e treinamento de cães, bem como do engajamento por parte dos integrantes da Cia PM Ind. P. Cães na moderna forma de se fazer polícia. Procurou-se captar essas percepções através de uma investigação bibliográfica, exploratória e de pesquisa de campo elaborada e aplicada aos militares estaduais das Unidades Operacionais da RMBH e ao da Cia PM Ind. P. Cães. Conclui-se, por esse estudo, pela análise e interpretação de dados, que se deve mudar a concepção de emprego da Companhia de Cães, pois esta deve ter uma nova gestão no emprego do policiamento com cão. Assim, como as demais Unidades da PMMG, que possuem metas a serem cumpridas, conforme estipula o Acordo de Resultado, a Cia de Cães, tendo em vista a sua singularidade, necessita de estipulação de metas a serem cumpridas de forma a atingir os objetivos propostos pela Corporação em relação à redução dos índices de criminalidade. Desse modo, atingindo a eficiência no emprego do cão no policiamento ostensivo, haverá um melhor apoio às unidades de áreas no combate à criminalidade com sua conseqüente redução.
Abstract
This study aims to analyze the operational use of the Independent Unit Dog Policing of Law Enforcement of Minas Gerais, in the metropolitan area of Belo Horizonte, during the period of 2008 to 2010. The importance of this study is the use of canine teams to supplement police traditional preventive patrol. In 1957, the law enforcement of Minas Gerais (PMMG) introduced the policing with dogs, because, such as in other countries, the use of the dog had been occurring with good results. Currently, we can see that dogs used in police work, whether preventive or repressive either, optimize resources, reduce the use of force made by officers and decreases the risk of confrontation between police and citizen offenders. Thus, this research was developed in order to verify the performance of this type of policing, the perception of the officer, who receives support from the Dogs Unit in relation to effectiveness in the pursuit of success in events, and also to assess the perception of members of that Unit, in respect of their way to seek new training techniques and training, which are important factors in order to have efficiency in policing activity with dogs. And, therefore, establish the relevant and necessary creation of standards of behavior in relation to training and dog training, and engagement by members of the Dog Police Unit (Cia PMMG Independente de Policiamento com Cães), in the modern way of doing police. We tried to capture these insights through a literature and exploratory search and field research applied to the officers from the Law Enforcement of Belo Horizonte and specifically to Independent Police Dog Unit. In this study, we conclude through analysis and interpretation of data that there should be a change of conception of employment of the Police Dog Unit, as it must have a new management in the use of policing with dog. Thus, like other Law Enforcement Units, which have to accomplish goals, as stated in the Outcome Agreement, Dogs Unit, due to its uniqueness, requires stipulation of targets to be met in order to achieving the objectives proposed by the Law Enforcement to reducing crime rates. So, achieving efficiency in the use of dogs in preventive policing, there will be a better support to units fighting crime areas and their subsequent reduction.
