Item Desempenho das funções constitucionais do Poder Legislativo: análise das dimensões promovedora, cooperadora, fiscalizadora, transparente e administrativa da Assembleia Legislativa de Minas Gerais no período de 2011 a 2013(Fundação João Pinheiro, 2015-03-27) Jaber, Samy Chafic Abou; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Costa, Bruno Lazzarotti Diniz; Tassis, Tarso Duarte deThis study investigated the performance of the Legislative Assembly of Minas Gerais, during the period established between 2011 and 2013, with regard to the exercise of its constitutional prerogatives. The methodological tools used consisted of an exploratory study based on bibliographic and documentary research. It was inferred that the legislature functions are not restricted to the duties to legislate and monitor the Executive, but are multifaceted and are supported by lots of interactions with the various actors and institutions, in the legislative arena and in other branches. Being so, the legislative presents different dimensions, such as putting forward laws, cooperate with the Executive, supervise, manage and being transparent. Based on the latest doctrinal studies on the assessment of institutional performance of parliaments and parliamentarians, was developed a new methodology to measure the performance of the Legislative, by drawing up a set of variables and indicators that were able to empirically analyze the case of the legislative of Minas Gerais along the indicated period. It was found that the state legislature had satisfactory results on the "capacities-means" or support. Regarding the essentially constitutional dimensions, it was noted that the parliament of Minas Gerais is active as its legislating role, but not very active about their supervise functions.Item Organização e realização da campanha Assina + Saúde na Assembleia Legislativa de Minas Gerais: aspectos técnicos e políticos(2015) Siffert, Bráulio Quirino; Dufloth, Simone CristinaDe abril de 2012 a agosto de 2013, a Assembleia Legislativa de Minas Gerais (ALMG), com o apoio de várias outras entidades, realizou a campanha Assine + Saúde. A iniciativa integrou o movimento nacional Saúde + 10, recolheu milhões de assinaturas e conseguiu encaminhar ao Congresso um projeto de lei de iniciativa popular para garantir que a União se comprometa a investir 10% de sua receita bruta anual em ações e serviços de saúde pública. Este artigo analisa os principais aspectos da organização e do encaminhamento da campanha pela ALMG e conclui que, apesar de ter sido generalista, de ter envolvido certas contradições e de não ter alcançado prontamente a aprovação do projeto de lei, a iniciativa provocou grande mobilização e envolvimento da Assembleia e refletiu o interesse coletivo de poder contar com uma saúde pública com mais estrutura, qualidade e eficiência.Item TV Assembleia de Minas Gerais: uma análise a partir do conceito de accountability à luz da teoria democrática contemporânea(Fundação João Pinheiro, 2019-03-26) Mascarenhas, Rodrigo Élcio Marcelo; Brasil, Flávia de Paula Duque; Carneiro, Ricardo; Carneiro, Ricardo; Brasil, Flávia de Paula Duque; Costa, Bruno Lazzarotti Diniz; Barreto, Rachel CardosoLegislative televisions appeared in Brazil in 1995 with the objective of transmitting all the plenary meetings of the Legislative Houses of the Country, live and without cuts. After 23 years of existence, some of them, such as TV Senado, TV Câmara and TV Assembleia of Minas Gerais, have concession of radio broadcast signal and produce their own programming for 24 hours a day. In this scenario, this research investigates, in the case of TV Assembleia de Minas Gerais, the performance of the broadcaster based on the concept of accountability in light of contemporary democratic theory. For this, a study of democratic theory is carried out in an elitist, pluralist, participatory and deliberative perspective, according to which the search for democratic deepening is extracted through the adoption of deliberation tools in Public Administration, as well as through the use of so-called participatory institutions (IPs). In addition, the concept of accountability provides the research with subsidies for an analysis based on the need for instruments and mechanisms to be accountable, transparency, quality management and punishment of public agents. In relation to publicly funded broadcasters, accountability requires efficient and transparent self-regulation. With this, the research analyzes the legal framework applicable to the legislative televisions and the scenario of deliberation, participation and accountability in the TV Assembleia of Minas Gerais, based on documentary, normative data and a questionnaire applied to the journalist of the broadcaster. The result of the research suggests non-existent self-regulation, in addition to low influence of the citizens in the action of the legislative channel.
