Item Assembleia Legislativa de Minas Gerais e a sua relação com os parlamentos municipais: análise do Centro de Apoio às Câmaras(Fundação João Pinheiro, 2019-04-26) Lima, Taíse Leal; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Costa, Bruno Lazzarotti Diniz; Silveira, Mauro César da; Ribeiro, Guilherme WagnerThe present study aims to understand the relationship between the Legislative Assembly of Minas Gerais - ALMG - and the municipal parliaments, through the Center of Support to the Chambers - Ceac -. In order to do this, it analyzes the creation, institutionalization and performance of Ceac, in view of the institutional development of the Minas Gerais Assembly and changes in federal relations after the Federal Constitution of 1988. The work carried out qualitative research, exploratory approach with bibliographical research, documentary and case study. It is also pointed out that the case study was guided by official ALMG data and by faceto-face interviews conducted with servers directly linked to Ceac. Ceac is understood as an institutional innovation that stems from the process of institutional change undertaken by the Minas Gerais Assembly, which later led Casa to influence the environment of other organizations. In addition, it is pointed out that the institutionalization of the organ was guided by its technical vocation, aiming to facilitate the relationship of the Mine Assembly with the municipal Councils of the State. Finally, the study made it possible to conclude, in general terms, that Ceac, through its repertoire of action, seeks to contribute to the improvement of municipal legislative activities and constitutes an interface for the input of information from local parliaments. In this way, the Center for the Support of Chambers integrates the overall strategy of the Assembly of Mines in trying to bring the institution closer to the municipal Legislative Houses.Item Impactos da "ideologia de gênero" no debate público brasileiro : análise da votação do plano estadual de educação de Pernambuco(Fundação João Pinheiro, 2024) Ornelas, Gabriel Mattos; Lopes, Laís GodoiO discurso da "ideologia de gênero" tem se configurado como uma questão central no cenário político brasileiro, agregando-se às forças católicas e evangélicas, os ultraliberais conservadores, entre outros atores sociais. Este artigo tem objetivo de descrever, sistematizar e interpretar as ideologias e as demandas dos grupos de interesse sobre o Plano Estadual de Educação (PEE) de Pernambuco e a Emenda Modificativa (EM) nº 4/2015, buscando identificar os atores sociais envolvidos no processo de votação na Assembleia Legislativa do Estado de Pernambuco (Alepe). Conclui-se que o termo e o discurso da "ideologia de gênero" se configuram como uma estratégia discursiva para retomar e manter as ordens "cisheteropatriarcal", branca, racista, capitalista, colonial e autoritária que marcam a formação social e a política brasileira. O vínculo entre o neoliberalismo e o conservadorismo apresenta-se como um tipo de "contrato/aliança", concebida para assegurar a dominação e o controle. Além disso, o artigo conclama pela reflexão crítica sobre a atuação de alguns setores da bancada evangélica. Tais práticas, caracterizadas como antidemocráticas, clientelistas e patrimonialistas, buscam inserir valores morais e religiosos no Poder Legislativo, em contraposição aos interesses públicos e à efetivação de direitos humanos.Item O controle do Poder Legislativo sobre o Poder Executivo: uma análise dos instrumentos à disposição do Legislativo e de sua interação dentro do ecossistema de controle existente no município de Belo Horizonte(Fundação João Pinheiro, 2023) Martins, João Victor Malagoli; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Carneiro, Ricardo; Brasil, Flávia de Paula Duque; Ckagnazaroff, Ivan BeckThe Legislative Branch is widely known for its legislative function, exercised through the drafting and reform of laws which constitutes the legal framework, and also for its representative function. It can be said, that citizens elect their representatives to defend and to strive by their interests and needs in the whole society, which includes the federal, regional (state) or local (municipal) levels. It is also worth noting, that the Legislative Power is also responsible for another important function, but which is often it not given the real emphasize by society and by the representatives themselves: the supervisory function. In this sense, it is up to the Legislative Power, in addition to legislating and representing society, to supervise the acts and actions of the Executive Power, in order to certify that the planning, budget, accounts and public policies delivered to society are being carried out within legal limits, prudently, efficiently and in the public interest. Bearing in mind the importance of the oversight function, this paper addresses the instruments available to the Legislative Branch and its interaction within the existing control ecosystem, considering the local level of government. The inquiry was directed to the municipality of Belo Horizonte, addressing the means and possibilities of action in the City Council, as a representative of the Legislative Authority, within an entire apparatus and other institutions that are part of this control environment. This is, therefore, a study case, in which we intend to survey and examine the application of the main control instruments, which make the surveillance function of the Legislative Power achievable. At the end, the research analyzes the control instruments available to the Municipal Council of Belo Horizonte (CMBH), focusing on how they are used, what sorts of control they lend themselves to, how and how often they have been used, and what results are produced from the use of each one of them, also pursuing to understand how they affect and contribute to the process of accountability. From the analysis carried out, it can be noticed that, despite the use of the instruments by the councilors, the results generated from the supervisory actions of the Legislative have been little effective, in view of the low integration between the actors that belong to this envoriment.Item O papel da Assembleia Legislativa de Minas Gerais nas políticas públicas de educação no estado: o caso do Plano Estadual de Educação(Fundação João Pinheiro, 2019-04-26) Denardi, André Dell’Isola; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Brasil, Flávia Duque; Santos, Manoel Leonardo Wanderley DuarteThe research carried out was intended to highlight the role and influence of the Legislative Assembly of Minas Gerais in public education policies in the State, based on the State Educational Plan, which took place in the Minas Gerais parliament between 2015 and 2018. For this purpose, it is based on a theoretical revision on the Legislative Power, its institutional evolution in Minas Gerais and its insertion within the national federative model and related with other constituted Powers; analysis of the development of education as public policy in Brazil and Minas Gerais, its main legal provisions and the constitutional competences of member states related to it; and quantitative and qualitative analysis of data on the State Plan of Education in the Legislative Assembly of Minas Gerais. The results showed that the Minas Gerais Legislative Power made a great effort to create platforms for the public debate of the State Education Plan, bringing together, in partnership with the Executive Power, various sectors of civil society to discuss the goals and strategies of the Plan. Through the creation of a diverse and plural Organizing Committee, a Technical Forum that internalized the debate regarding the Plan and the entire legislative process that took place in the following years, different arenas of debate were identified in which different actors took advantage of certain strategies to assert their interests. This situation proved the good exercise of the Legislative Power in promoting the debate around the Plan and interfering in its content.Item Participação cidadã e poder legislativo estadual: estudo da influência do cidadão na proposição de leis por intermédio do portal da Assembleia Legislativa do Estado de Minas Gerais(Fundação João Pinheiro, 2019-02-27) Ladinho Júnior, Giovani da Silva; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Dufloth, Simone Cristina; Brasil, Flávia de Paula Duque; Cunha, Eleonora Schettini MartinsThis paper analyzes the participation of citizens with the legislative branch in sending suggestions of bills, through a specific electronic channel. Therefore, the main objective is to study the influence of citizens in proposing laws through the website of the Legislative Assembly of Minas Gerais - ALMG. The research investigates the participation space of the citizen called "Participe", destined to send suggestions of bills in the portal of the ALMG and analyzes the referral of these suggestions in order to verify and classify those that were accepted and not accepted, in relation the demands of the citizens. The study presupposes that in political representation, in modern representative regimes, there must be some agreement or alignment between the decisions of representatives of legislative houses and the wishes of those they represent. To this end, information and communication technologies can contribute to the traditional approach of public management, creating spaces of communication that stimulate democracy and popular participation, since they provide tools that bring this dialogue closer to the public power. The methodology used was exploratory, with a qualitative and quantitative approach, based on the bibliographic review about the central themes of the research and interviews, as well as a documentary survey and analysis of the suggestions of draft Laws included in the electronic portal of ALMG, in the period between 2011 and 2017. The study showed that the ALMG portal receives the citizens' suggestions on a primary basis and that less than 10% (ten percent) of them are referred to ALMG committees. None of the 964 suggestions analyzed in this study was converted into law. The results reveal a low level of influence of citizens in proposing laws suggested through the portal of the Legislative Assembly of Minas Gerais - ALMG. In the end concluded that, although the use of information and communication technologies represents a good way to increase popular participation, there are difficulties on the part of citizens and on the part of the legislature to make popular participation more effective.
