Item Arranjos institucionais participativos e movimentos sociais : uma análise a partir da experiência do legislativo mineiro(Fundação João Pinheiro, 2011) Colares, Maíra da Cunha Pinto; Ladeira, Carla Bronzo; http://lattes.cnpq.br/2040877413046909; Ladeira, Carla Bronzo; Brasil, Flávia de Paula Duque; Farias, Cláudia FeresThis paper explores issues related to participatory democracy, researching the technical, strategic and political contributions of a participatory institutional arrangements, the Commission on Public Participation of the Legislative Assembly of Minas Gerais, for social movements in the State. From this, we discuss some theoretical elaborations on participatory democracy, accountability, empowerment and social participation, as well as the theory of social movements from their classical and contemporary paradigms. For this purpose, we recovered more general data on the participation process, characterizing and discussing some of its results from 2003 to 2009. In addition, we had a dialogue with militants and advisors of the social movement for the Defense of Rights of Children and Adolescents, to identify if the participation process conducted by the Legislative and Executive contributed to the development of technical skills, political and strategic. We can see that these contributions occurred, but in different measures: Progress has been made as amendments offered; the agenda of the public budget was incorporated as a theme of social movement activity studied; the capacity for dialogue between social movements and public institutions has been enhanced; was recognized by the Executive that the social movement is legitimate actor to contribute to government planning; there was a stimulus for working in networks and to develop strategies for monitoring of budget execution and public control. On the other hand, we observe difficulties to implement and prioritize the input from civil society for government planning by the Executive as well the Legislature and social movements to exercise the public control. This scenario demonstrates that there are many advances to the consolidation of participatory democracy, but in equal measure are the challenges presented to deepen this kind of participation in the State of Minas Gerais.Item Desempenho das funções constitucionais do Poder Legislativo: análise das dimensões promovedora, cooperadora, fiscalizadora, transparente e administrativa da Assembleia Legislativa de Minas Gerais no período de 2011 a 2013(Fundação João Pinheiro, 2015-03-27) Jaber, Samy Chafic Abou; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Costa, Bruno Lazzarotti Diniz; Tassis, Tarso Duarte deThis study investigated the performance of the Legislative Assembly of Minas Gerais, during the period established between 2011 and 2013, with regard to the exercise of its constitutional prerogatives. The methodological tools used consisted of an exploratory study based on bibliographic and documentary research. It was inferred that the legislature functions are not restricted to the duties to legislate and monitor the Executive, but are multifaceted and are supported by lots of interactions with the various actors and institutions, in the legislative arena and in other branches. Being so, the legislative presents different dimensions, such as putting forward laws, cooperate with the Executive, supervise, manage and being transparent. Based on the latest doctrinal studies on the assessment of institutional performance of parliaments and parliamentarians, was developed a new methodology to measure the performance of the Legislative, by drawing up a set of variables and indicators that were able to empirically analyze the case of the legislative of Minas Gerais along the indicated period. It was found that the state legislature had satisfactory results on the "capacities-means" or support. Regarding the essentially constitutional dimensions, it was noted that the parliament of Minas Gerais is active as its legislating role, but not very active about their supervise functions.Item A distribuição de subvenções sociais e o clientelismo na Assembléia Legislativa do Estado de Minas Gerais(Fundação João Pinheiro, 2006-11-09) Dias, Wladimir Rodrigues; Somarriba, Maria das Mercês Gomes; http://lattes.cnpq.br/3149829192330097; Carneiro, Ricardo; Dulci, Otávio SoaresThis paper deals with the incidence of clientelism in the Brazilian legislative system, by means of a case study on the social subsidies distributed by representatives working in the Minas Gerais State House of Representatives in the 90s. At that time, each state representative had at their disposal a certain amount of resources to apportion, following his own criteria and directing it to whomever they discerned, provided some legal limits were observed. In the study, theories on the clientelism issue were utilized and assumed in me condition of a cultural element that permeates social and political relations in Brazil. Also used by this study were the analytical background emanated by the new institutional theoretical vein that made itself present through public choice theories, notably in its contribution to legislative studies of a distributivist matrix, and the historical new mstitutionalism, from which the concept of path dependency was adopted, as well as other correlated theories. The theory of games was also utilized for the construction of a simple model depicting the influence that the apportioning of social subsidies had on the logic of legislature practices. The analysis of data concerning the distribution of subsidies, legislative production and electoral performance has allowed for the establishment of important conclusions about the role occupied by the distribution of patronage benefits, such as the legislature subsidies, in the political-legislative arena. Throughout that period, representatives presented a reduced number of legislative propositions aimed at common interests, whilst Governors tabulated elevated and stable figures regarding legislative performance. Once subsidies were extinct, it was noted that representatives started to legislate more often on subjects with social reach or of collective interest, that the Executive Branch bad difficulties performing in its legislative "fury", and that the lack of subsidies from the State House of Representatives, or of any analogous patronage means, represented a clear obstacle for the electoral performance of candidates. However, it was found that, even though it was interrupted in 1999, patronage found its ways back onto the political scene in 2003, by means of the creation of a new instrument, similar to its antecessor. The legacy left by the so-called rapture mat the House of Representatives underwent was me growth of the amount of legislative initiatives regarding matters of general interest.Item Fatores de influência no comportamento de deputados estaduais na Assembleia Legislativa de Minas Gerais(2016) Pacheco, Rodrigo Romero; Assis, Marcos Arcanjo de; Costa, Bruno Lazzarotti Diniz; Guimarães, Alexandre QueirozEste trabalho tem como objetivo analisar os fatores que influenciam o comportamento dos deputados estaduais durante sua atuação parlamentar, visando entender sua contribuição para a garantia da representatividade e da estabilidade da democracia brasileira. Tomando como base as teorias democráticas e suas implicações no sistema político brasileiro (bicameralismo, multipartidarismo, representação proporcional e lista aberta), especialmente no funcionamento do Poder Legislativo, aborda-se estudos diversos sobre o comportamento parlamentar, destacando-se aqueles sobre o comportamento particularista e sobre a dinâmica das relações Executivo-Legislativo. Foi realizada uma pesquisa descritiva e qualitativa, baseada em análise documental de projetos de lei tramitados na Assembleia Legislativa de Minas Gerais e estudo de campo em que foram entrevistados deputados e servidores da ALMG acerca de sua trajetória política, atuação parlamentar e opiniões relativas a projetos de lei de temas polêmicos. Com essa pesquisa, foi possível identificar, dentre diversos fatores, a busca pela reeleição como importante motivador de atuação, resultante na busca pela realização de interesses de bases eleitorais específicas, marcada por grande poder de barganha do Poder Executivo, fruto das dinâmicas do presidencialismo de coalizão. Percebeu-se também a sobreposição da orientação partidária em relação ao governo, quando comparada aos vínculos partidários; e a predominância da figura individual do deputado, que ultrapassa os interesses e ideologias do partido. Finalmente, a pressão social exerce papel importante nas escolhas dos deputados, principalmente quando se trata de assuntos moralmente polêmicos.
