dc.description.abstractO presente trabalho teve como objetivo analisar a manutenção da frota na área do 3º Comando Operacional de Bombeiros (3º COB) em face da criação do Núcleo Administrativo e propor medidas que possibilitem reduzir o desajuste administrativo que impactou a gestão da frota das Unidades Operacionais do 3º COB. A finalidade deste trabalho foi identificar as vantagens e desvantagens de dois modelos de gestão da frota, sendo o anterior à instalação do Núcleo Administrativo, que era descentralizado nas Unidades Operacionais, bem como as do atual modelo, em que a manutenção da frota está centralizada no 3º COB, e conhecer qual modelo teria a melhor aplicação. Para desenvolvimento do estudo, foi realizada uma revisão da bibliografia conceituando as áreas da gestão, administração, a política de governo “Choque de Gestão” e o Planejamento Estratégico do Corpo de Bombeiros Militar de Minas Gerais (CBMMG). Em seguida, pesquisou-se sobre a estrutura administrativa e operacional do 3º COB, o impacto da implantação do Núcleo Administrativo, na gestão da frota, sem prévia regulamentação e os efeitos da supressão dos bombeiros especialistas da Seção de Suprimentos. As entrevistas evidenciaram os benefícios e dificuldades de ambos os modelos de gestão, sendo verificados os efeitos da centralização administrativa na área do 3º COB e o emprego de especialistas na manutenção da frota. Conclui-se que o atual modelo de gestão é o que tem melhor aplicabilidade, contudo há a necessidade de reformulação do DD/QOD para inclusão de especialistas na seção de transportes do 3º COB e consequentemente a criação de resolução que regulamente as atribuições desses especialistas que irão trabalhar junto às seções de suprimentos, funcionando como um “braço” do 3º COB nas Unidades Operacionais.pt_BR
dc.description.abstractenThe present paper was intended to analyze the maintenance of the fleet in the area of the 3º Operational Command of Firefighters (3º OCF) in face of the creation of the Administrative Center and to propose measures to possibly reducing the administrative maladjustment that impacted the management of the fleet of the Operational Unities of the 3º OCF. The purpose of this work was to identify advantages and disadvantages of two models of management of the fleet (the previous, before the installation of the Administrative Center, which was decentralized in the Operational Unities, as well as the current model, in which the maintenance of the fleet is centralized in the 3º OCF) and to know what model would be better applied. During the development of the article was made a bibliographical revision conceptualizing the areas of management, administration, the governmental politics of the “Management Shock” and the Strategic Planning of the Military Firefighters Corps of Minas Gerais (MFCMG). Then, it was researched about the administrative and operational structure of the 3º OCF, the impact of the implantation of the Administrative Center in the management of the fleet, without preliminary regulation, and the effects of the suppression of specialists firefighters of the Supplies Section. The interviews showed the benefits and difficulties of both models of management, being verified the effects of the administrative centralization in the area of the 3º OCF and the use of specialists in the maintenance of the fleet. In conclusion, the current management model appears to be better applicable, however there is a necessity of reformulation of the DD/QOD to include specialists in the transport section of the 3º OCF and consequently creating a resolution that regulates the assignments of these specialists who will work alongside the supplies sections, functioning as an "arm" of the 3º OCF in the Operational Units.pt_BR
