Capacidade estatal para provisão de políticas públicas: os municípios mineiros e a educação básica

Resumo
O texto constitucional de 1988 estabeleceu a educação como direito garantido a todos os brasileiros e uma obrigação para aqueles com idade entre 4 e 17 anos. E, atribuiu aos municípios a competência administrativa em prover a Educação Infantil e o Ensino Fundamental (BRASIL, 1988, art. 212). Desde sua promulgação, a União, na tentativa de garantir um ensino de qualidade e mais equânime no país, vem formulando programas nacionais para os municípios implementarem (SARAIVA, 2020). Considerando a diversidade e a desigualdade desses entes da federação (IBGE, 2008), pergunta-se: como se estrutura a capacidade estatal dos municípios mineiros, nas dimensões capacidade de atendimento e de recursos instalados, para prover suas políticas de educação básica? Este estudo tem como seu objetivo geral analisar a capacidade municipal para prover suas políticas de educação básica. Para atingir seu objetivo, realiza análise comparada de quatro municípios de grande porte do estado de Minas Gerais. E, considerando a diversidade de dimensões de capacidade estatal, trabalha com a de atendimento e a de recursos instalados. Como hipótese, considera que, mesmo com a redução das desigualdades de receitas e dos gastos em educação básica entre os municípios, provocadas pela institucionalização dos fundos fiscais Fundef/Fundeb (ARRETCHE, 2010), tal redução ainda permanece significativa, pois se reflete na desigual capacidade de provisão da política de educação básica. Para responder ao problema de pesquisa, atingir o objetivo geral e testar a hipótese, realizou-se um estudo comparado dos quatro municípios de Minas Gerais, Divinópolis, Governador Valadares, Varginha e Teófilo Otoni, o que permitiu dialogar com a literatura selecionada, realizar o estudo de profundidade e testar a sua hipótese.
Abstract
The constitutional text of 1988 established education as a guaranteed right for all Brazilians and an obligation for those between the ages of 4 and 17 (BRASIL, 1988, art. 6°/208, I). And it assigned to the municipalities the administrative competence to provide early childhood education and elementary school (BRASIL, 1988, art. 212). Since its promulgation, the Union, in an attempt to guarantee a quality and more equitable education in the country, has been formulating national programs for the municipalities to implement (SARAIVA, 2020). Considering the diversity and inequality of these entities of the federation (IBGE, 2008), the question is: how is the state capacity of the municipalities of Minas Gerais structured, in the dimensions of attendance capacity and installed resources, to provide their basic education policies? The general objective of this study is to analyze the municipal capacity to provide basic education policies. To achieve its objective, it carries out a comparative analysis of four large municipalities in the state of Minas Gerais. And, considering the diversity of dimensions of state capacity, it works with the dimensions of attendance and installed resources. As a hypothesis, it considers that, even with the reduction of inequalities in revenues and spending on basic education among the municipalities caused by the institutionalization of the Fundef/Fundeb fiscal funds (ARRETCHE, 2010), this still remains significant which is reflected in the unequal capacity of provision of basic education policy among them. To answer its research problem, achieve its general objective and test its hypothesis, a comparative study of the four municipalities of Minas Gerais, Divinópolis, Governador Valadares, Varginha and Teófilo Otoni, was carried out. This allowed for a dialogue with the selected literature, to carry out the in-depth study, and to test its hypothesis.
