Serviço "Polícia e Família": uma análise do alinhamento entre teoria e prática na percepção dos policiais da Primeira Região de Polícia Militar

Resumo
As Políticas de Segurança Pública no Brasil passam por um processo de reestruturação e de restabelecimento do foco, antes direcionado para a redução da criminalidade sob a perspectiva da elaboração de estratégias de contenção do crime e prisão do criminoso. Percebe-se, com a evolução do modelo de “Segurança Cidadã”, que as ações se voltam ao bem-estar do cidadão, com vistas a aumentar o “Capital Social” do Estado no campo da segurança pública. Neste sentido, o serviço “Polícia e Família” surge como uma estratégia da PMMG, destinada a inserir o policial Militar no ambiente familiar, entendido como a célula básica da sociedade,
na tentativa de antecipar a eclosão de conflitos sociais e estimular a participação social. Um grande aporte de recurso orgânico já foi destinado à implantação do serviço, havendo previsão de um incremento ainda maior, por meio de financiamento para o exercício de 2013. Ressaltase que o serviço é parte da estratégia da Polícia Militar de Minas Gerais que, alinhada ao Governo mineiro, desenvolveu o Programa “Polícia e Cidadania” como meio de aumentar a participação social, com o objetivo de “tornar Minas Gerais o melhor Estado para se viver”. Desta forma, este estudo pretende verificar o alinhamento existente entre a percepção dos Policiais Militares que executam o serviço “Polícia e Família” e o discurso de policiais de
nível tático e estratégico responsáveis pelo gerenciamento deste serviço. O período de estudo foi delimitado de março, data da implantação do serviço, a dezembro de 2012. Para se atingir os resultados esperados, foi utilizado o método de Estudo de Caso, por meio de entrevistas, Grupos Focais, questionários fechados, consulta de documentos normativos e revisão teórica acerca da filosofia de polícia comunitária e dos paradigmas da segurança no Brasil. Teve como principal foco verificar e avaliar o serviço “Polícia e Família” baseando-se nas questões apontadas pelos policiais do nível de execução como grandes obstáculos à execução do serviço e reconhecidas pelos gestores do nível tático e operacional.
Abstract
The Public Security Policies in Brazil are replaced by a process of restructuring and restoring the outbreak before directed to the reduction of crime from the perspective of elaboration of strategies of containment of crime and prison of the criminal. It is observed, with the evolution of the model of "citizens' security", that the shares if they return to the well-being of the citizen, with a view to increase the "Social Capital" of the State in the field of public safety.In this sense, the service "Police and Family" appears as a strategy of PMMG, to insert the military police in the family environment, understood as the basic cell of society, in an attempt to anticipate the outbreak of social conflicts and stimulate social participation. A large supply of organic resource has already been designed for the deployment of the service, and there is provision for an increase even more, by means of financing for the financial year 2013. It is noteworthy that the service is part of the strategy of the Military Police of Minas Gerais, aligned to the Government mining, developed the Program "Police and citizenship" as a means for increasing social participation, with the goal of "make Minas Gerais is the best State to live".This way, this study intends to check the alignment exists between the perception of Military Police Officers that run the service "Police and Family" and the discourse of police tactical and strategic responsible for the management of this service. The period of the study was delimited to march, the date of the deployment of the service, in December 2012.To achieve the expected results, we used the Case Study method, through
interviews, Focus Groups, questionnaires closed, consultation of normative documents and theoretical revision about the philosophy of community policing and the paradigms of security in Brazil. Had as its main focus check and evaluate the service "Police and Family" based on the issues raised by police of the level of implementation as major obstacles to the implementation of the service and recognized by the managers of tactical and operational.
