Análise do processo de transformação digital no governo de Minas Gerais: ações antes da pandemia e os possíveis efeitos do COVID-19 nos processos governamentais

Resumo
A transformação digital advinda dos avanços das novas tecnologias de informação e comunicação, e novo modelo de negócios implantados na iniciativa privada, estão forçando as organizações governamentais a se adaptarem e transformar seus processos e serviços prestados. Com a pandemia de COVID-19, as organizações foram obrigadas a aumentarem o ritmo de sua transformação digital. O Governo de Minas Gerais mesmo já estando a trabalhar sua transformação digital, viu-se obrigado a implementar ações imediatas que visassem o bem-estar do cidadão, e a Prodemge adequou seus serviços, de forma a atender as expectativas do governo. Essa pesquisa busca compreender e analisar os efeitos da pandemia de COVID-19 sobre o processo de transformação digital do Governo de Minas Gerais, por meio de um levantamento das ações de transformação digital, com foco no Programa Minas Atende; entendimento sobre o Índice de Transformação Digital e avaliação da sua evolução; entendimento do papel da Prodemge na transformação digital do estado de Minas Gerais e como resultado, evidenciar se houve um crescimento durante a pandemia nos atendimentos realizados de forma digital nos canais. Pretende-se conceituar o termo transformação digital, demonstrando sua utilização no mundo e nos governos federal e estadual. Pretende-se demonstrar como o termo desburocratização veio sendo tratado em todo processo histórico brasileiro. A metodologia caracteriza-se como de natureza básica, com abordagem qualitativa, com objetivos de forma exploratório e para a construção do Referencial Teórico, foi utilizado o protocolo RBS Roadmap para a revisão bibliográfica e, para a pesquisa documental foi feito um levantamento de leis e informações e entrevistas semiestruturadas. Para os resultados, espera-se verificar se a pandemia influenciou os processos de transformação digital, em especial nos canais de atendimento do governo de Minas Gerais, e verificar se a Prodemge poderia auxiliar o Estado nessa caminhada, por meio de programas, sistemas e inovações. Acredita-se que o governo de Minas Gerais poderá tirar pleno proveito da transformação digital, oferecendo todos os benefícios que a sociedade espera, transformando seus processos com dinamismo, competitividade e inclusão, absorvendo as novas tecnologias do mercado.
Abstract
The digital transformation resulting from advances in new information and communication technologies, and a new business model implemented in the private sector, are forcing government organizations to adapt and transform their processes and services. With the COVID-19 pandemic, organizations were forced to increase the pace of their digital transformation. The Government of Minas Gerais, even though it is already working on it digital transformation, was obliged to implement immediate actions aimed at the citizen's well-being, and Prodemge adapted its services in order to meet the government's expectations. This research seeks to understand and analyze the effects of the COVID-19 pandemic on the digital transformation process of the Government of Minas Gerais, through a survey of digital transformation actions, focusing on the Minas Atende Program; understanding of the Digital Transformation Index and evaluation of its evolution; understanding of the role of Prodemge in the digital transformation of the state of Minas Gerais and, as a result, evidence whether there was a growth during the pandemic in the calls made digitally on the channels. It is intended to conceptualize the term digital transformation, demonstrating its use in the world and in the federal and state governments. It is intended to demonstrate how the term debureaucratization has been treated throughout the Brazilian historical process. The methodology is characterized as basic in nature, with a qualitative approach, with objectives in an exploratory way and for the construction of the Theoretical Reference, the RBS Roadmap protocol was used for the bibliographic review and, for the documentary research, a survey of laws and semi-structured information and interviews. For the results, it is expected to verify if the pandemic influenced the processes of digital transformation, especially in the service channels of the government of Minas Gerais, and to verify if Prodemge could assist the State in this journey, through programs, systems and innovations. . It is believed that the government of Minas Gerais will be able to take full advantage of the digital transformation, offering all the benefits that society expects, transforming its processes with dynamism, competitiveness and inclusion, absorbing the new technologies of the market.
