Óbices ao policiamento ostensivo na área do 48º BPM em decorrência do não funcionamento das unidade de Polícia Civil em período integral

Resumo
presente trabalho tem como objetivo, demonstrar, dentro do contexto atual de defesa social, a atuação da Polícia Militar do Estado de Minas Gerais (PMMG), na atividade de prevenção e preservação da ordem pública, na área do 48° Batalhão da Policia Militar (48° BPM), referindo-se ao encerramento de ocorrências registradas pela Polícia Militar (PM) nas delegacias da Polícia Civil (PC). Para tanto foi levado a efeito um estudo quantitativo, utilizando como estratégia de pesquisa o estudo dos princípios da Administração Pública, eficiência e economicidade, teorias sociais do crime, sendo a teoria das atividades rotineiras ou teoria das oportunidades e teoria da escolha racional do crime, além de documentos normativos da Polícia Militar do Estado de Minas Gerais que regulamentam a atividade ostensiva de prevenção e uma pesquisa de campo. A coleta de dados foi feita através de
questionários aplicados aos Capitães e Tenentes comandantes de Companhias e Pelotões destacados e militares comandantes de viatura policial, além da realização de pesquisa bibliográfica e documental. Buscou-se, através de uma análise crítica, verificar como se dá a forma de encerramento de ocorrência na área do 48° BPM, o qual possui uma área formada por 04 (quatro) municípios, sendo Ibirité a sede do 48° BPM, cidade que sedia, ainda, a 213ª Companhia Policial Militar, 214ª Companhia Policial Militar e 229ª Companhia Tático Móvel, município de Sarzedo sede do 3° Pelotão Policial Mi litar da 214ª Cia PM, Município de Mário Campos, sede do 3° Pelotão Policial Militar da 215ª Companhia Especial da Polícia Militar e município de Brumadinho, sede da 215ª Companhia Especial da Polícia Militar. Funcionando de forma integrada, cada Cia PM ou Pel PM corresponde a uma delegacia da Polícia Civil e são responsáveis pela mesma área, a Polícia Civil recebe diariamente as ocorrências de cada fração policial, no entanto, à noite, sábados, domingos e feriados estas delegacias não funcionam, sendo as ocorrências encaminhadas para o município de Betim, onde há uma
delegacia de plantão que recebe as ocorrências das frações policiais citadas e de mais 11(onze) municípios; uma situação que gera diversos óbices ao policiamento preventivo. A pesquisa permitiu analisar e compreender de forma mais clara a forma de encerramento das ocorrências, os prejuízos, gastos gerados e dificuldades encontradas. Concluiu-se, portanto, que o encerramento de ocorrências na área do 48° BP M, necessita urgentemente de mudanças substanciais e efetivas para uma real continuidade dos serviços policiais, tanto da Polícia Militar quanto da Polícia civil, com profissionalismo e qualidade que atenda aos anseios da comunidade.
Abstract
This work aims at demonstrating the accomplishments of the Military Police of the state of Minas Gerais (PMMG), concerning nowadays social defense context. This study shows the prevention and preservation activities of the 48th PMMG Company, regarding the public order, by referring to the closure of police occurrences, recorded by the Military Police (PM) within Civil Police Departments. In order to do so, it was carried out a quantitative study based on the theories as follow: the principles of Public Administration regarding its principles of efficiency and economy; social theories of crimes, such as the theory of routine activities or the theory of opportunities and also the theory of the rational choice of crime, in addition to PMMG normative documents, which regulate the ostensive activity of prevention and also a field survey. The data collection was performed through questionnaires applied to Captains and Lieutenants commanders-in-chief of PMMG companies, and also to military commanders of police cars, besides utilizing specialized literature bibliography and documental researches. This study sought to verify, through a critical analysis, the way how the police occurrences close up in the region of the 48th PMMG Company, which covers an
area of four cities, being Ibirité city, the headquarters of it. Ibirité city is also the headquarters of others three Military Companies: the 213th PMMG company, the 214th PMMG Company,
and the 229th PMMG tactical Mobile Company. The other three cities are as follow: Sarzedo City is the headquarter of the 3rd regiment of the 214th PMMG Company; Mário Campos City is the headquarter of the 3rd regiment of the 215th PMMG Special Company, and Brumadinho City is the headquarter of the 215th PMMG Special Company. Functioning within an integrated structure, each PMMG Company and regiment is related to a Civil Police delegacy (department), and together they are responsible for the same covered area. The Civil Police Departments receive daily police occurrences, however, at night, weekends – Saturdays and Sundays - and also holidays these departments do not operate, as a result, the police occurrences are sent to Betim City, where there is a Civil Police Department which receives their occurrences in these periods, besides receiving police occurrences from more eleven other cities. Such situation causes several troubles for the police preventive job. This
research allowed analyzing and also comprehending in a clearer way the closing of such police occurrences, their damages, costs and the difficulties coped with. Therefore, this study concludes that the closing of the police occurrences in the area of the 48th PMMG Company must urgently encompass substantial and effective changes, in order to actually continue to focus on qualified services, both regarding Military and Civil Polices, that might answer the communities’ wishes.
