Planejamento governamental em Minas Gerais: uma análise comparada dos processos de formulação dos PMDIs 2011-2030 e 2015-2027

Resumo
O objetivo central deste estudo é analisar comparativamente o processo de formulação dos Planos Mineiros de Desenvolvimento Integrados (PMDIs) propostos durantes os governos Anastasia em 2011 e Pimentel em 2015. Para se atingir esse objetivo, foram analisados: as diretrizes que orientaram a formulação dos dois planos; a definição dos horizontes temporais e a relação entre o PMDI e o Plano Plurianual de Ação Governamental (PPAG); o arranjo institucional estabelecido para fins de planejamento envolvendo, o papel do Conselho de Desenvolvimento Econômico e Social, a metodologia utilizada e os atores envolvidos, o papel da consultoria no governo Anastasia e o da Fundação João Pinheiro no governo Pimentel e também como a intersetorialidade foi tratada; a regionalização e descentralização das ações do Estado; e como se estabeleceu a relação entre planejamento e gestão nos dois PMDIs estudados. Como metodologia foram utilizadas entrevistas semiestruturadas, análise documental e revisão da literatura sobre planejamento governamental. A pesquisa concluiu que os processos de formulação dos PMDIs se deu de maneira bastante distinta. No PMDI 2011-2030, correspondente ao governo Anastasia, houve um grande envolvimento da alta gestão e o processo se demonstrou bastante técnico. Já no PMDI 2015-2027, correspondente ao governo Pimentel, o processo teve maior caráter político devido a maior participação da burocracia estatal e da sociedade civil. No governo Anastasia se optou pela contratação de uma consultoria especializada, fato que agilizou o processo de formulação do plano, mas que prejudicou a aprendizagem organizacional. Já no governo Pimentel, orientado por uma centralidade maior do Estado, o PMDI foi elaborado exclusivamente pelo Estado, destacando-se o papel da Fundação João Pinheiro. Este fato ao mesmo tempo que possibilitou maior aprendizagem organizacional, tornou o processo mais lento. Nos dois planos o Conselho de Desenvolvimento Econômico e Social, formalmente responsável pela proposição do PMDI, não teve atuação, ocupando um papel meramente formal.
Abstract
The main purpose of this study is to build a comparative analysis about the formulation process of the “Minas Gerais Integrated Development Plan (PMDI in Portuguese)” proposed during the terms of Anastasia in 2011 and Pimentel in 2015. To achieve this purpose were analyzed: the guidelines that assisted the formulation of both plans; the definition of the length of time and the bindings between PMDI and the “Multiyear Plan of governmental action (PPAG in Portuguese)”; the institutional arrangement established for purposes of planning involving the role of the Economic and Social Development Council, the methodology used and the people involved, the role of the consultancy in Anastasia term and “João Pinheiro Foundation” during Pimentel's term and also how the intersectoriality was managed; the regionalization and decentralization of state actions; and how the bindings between planning and both PMDI's were established. As methodology, were used semi structured interviews, documental analysis and inspection of literary collections about governmental planning. With this research was possible to conclude that the formulation process of PMDIs were managed in quite distinctive manners. On PMDI between 2011-2030, corresponding to Anastasia's term, there was large overlay of the high management and the process prove out to be quite technical. In contrast, on PMDI between 2015-2027, corresponding to Pimentel’s term, the process had more a political hand due the major presence of the state bureaucracy and the society as well. Anastasia's government was chosen by hiring a specialized consulting firm. This fact that expedited the plan formulation process, but hindered organizational learning. Already Pimentel's government, guided by a greater centrality of the state, the PMDI was made exclusively by the state, highlighting the role of the “João Pinheiro Foundation”. This fact while allowed greater organizational learning, although has slowed the process. In both plans the Council of Economic and Social Development, formally responsible for PMDI proposition, had no acting, taking a purely formal role.
