Resumo
As polícias do Estado de Minas Gerais são organizações eminentemente burocráticas, inseridas em um ambiente institucionalizado, constituindo como integrantes do Subsistema Policial e contribuindo para a eficiência do fluxo do Sistema de Justiça Criminal e do controle das taxas de criminalidade. O presente estudo monográfico teve como objetivo analisar se ocorreram mudanças organizacionais nas estruturas burocráticas das polícias estaduais, no que se refere à execução dos investimentos logísticos em segurança pública. O estudo foi realizado a partir de uma análise do contexto das corporações policiais de Minas Gerais e de sua estrutura organizacional de acordo com o paradigma neoinstitucionalista, bem como o entendimento da política de Integração e suas implicações antes e de depois de sua implantação no Estado de Minas Gerais. Também foram analisados dados da execução dos investimentos logísticos ao longo do período que vai de 2002 aos dias atuais. Dentre as observações verificadas, destacam-se o entendimento das estruturas organizacionais das policiais estaduais, a existência de processos institucionais de legitimidade organizacional e a mensuração de mecanismos isomórficos aplicados no ambiente da segurança pública. Nos últimos anos os dados de investimentos logísticos sugerem uma maior institucionalização da política de Integração
Abstract
The polices of the State of Minas Gerais are organizations eminent bureaucratized in an institutionalized environment, being like a members of Police Subsystem contributing for the efficiency of the Criminal Justice System‟s flow and for the control of the criminal taxes. This monographic study aimed to examine if happened any organization changes in the bureaucratic structures of the state polices about the execution of the logistics investments in public security. The study was realized from the analysis of the context of the corporate polices of the State of Minas Gerais and of the organizational structures accordingly with the new-institutionalism paradigm, as well as the understanding the Integration‟s policy and yours implications before and after of your implementation in the State of Minas Gerais. Also was analyzed the datum of the logistics investments‟ execution into an considerable period. Among the observations noted, to be in relief the understanding of the organizational structures of the state polices, the existence of the institutional processes of the organizational legitimacy, and the measure of the isomorphic mechanism applied in the public security environment. At the last years, the datum of logistics investments suggests a integration‟s policy more institutionalized.
