Resumo
O objetivo deste trabalho é descrever e analisar a efetividade do processo de incorporação das demandas populares vindas dos Fóruns Regionais de Governo de Minas Gerais no planejamento e gestão das secretarias de estado. Considerou-se, na linha da democracia participativa-deliberativa, que a construção de um planejamento participativo exige a adaptação de estruturas, processos e pessoal técnico do governo. A análise desse trabalho se concentra principalmente nas decisões tomadas sobre influência dos Fóruns Regionais na elaboração e revisão do Plano Plurianual de Ação Governamental (PPAG), principal documento de planejamento de médio prazo do Estado de Minas Gerais. Para a análise, foi feita uma revisão teórica da teoria democrática, culminando nas linhas de democracia participativa e deliberativa. Desenvolveu-se o conceito de Instituição os métodos para análise de sua efetividade. Apresentou-se uma compilação das teorias que integram o planejamento e gestão governamental com a participação popular, e um breve histórico das experiências participativas no planejamento no Brasil e em Minas Gerais. Descreveram-se os Fóruns Regionais e os estudos sobre sua efetividade já realizados, e a opção por analisa-lo somente na perspectiva intragovernamental. A pesquisa qualitativa recorreu à observação em campo e as entrevistas semiestruturadas, complementadas por análise documental. A descrição do processo foi feita com entrevistas no órgão central de planejamento e nas secretarias de Estado, com aprofundamento na de Desenvolvimento Agrário. A análise das entrevistas complementada com documentos permitiu concluir que os Fóruns Regionais não influenciaram de maneira efetiva o processo de planejamento e gestão das secretarias, por uma série de fatores. Houve incompatibilidade de datas entre os Fóruns Regionais e a elaboração do PPAG. A alta gestão não conduziu um processo de orientação das capacidades técnicas para interagirem com a participação popular. Contudo, os Fóruns Regionais são uma Instituição Participativa nova, que tem potencial para ser aperfeiçoada e melhor absorvida pelo planejamento estadual. São feitas algumas considerações finais sobre como aproximar a estrutura técnica da participação popular. O objetivo é apontar caminhos para aprimorar o processo e aumentar sua efetividade em conduzir um planejamento público orientado pela participação popular.
Abstract
The objective of this paper is to describe and analyze the effectiveness of the process of incorporation of the popular demands coming from the Regional Forums of Government of Minas Gerais in the planning and management of state secretariats. It was considered, in the line of participatorydeliberative democracy, that the construction of participatory planning requires the adaptation of structures, processes and technical personnel of the government. The analysis of this work focuses mainly on the decisions taken on the influence of the Regional Forums in the elaboration and revision of the Plurianual Plan of Government Action (PPAG), the main medium-term planning document of the State of Minas Gerais. For the analysis, a theoretical revision of the democratic theory was made, culminating in the lines of participatory and deliberative democracy. It was deepened in the concept of Participatory Institution and the methods to analyze its effectiveness. A compilation of theories integrating governmental planning and management with popular participation was presented, as well as a brief history of participatory planning experiences in Brazil and Minas Gerais. We described the Regional Forums and the studies on their effectiveness already carried out, and explained the option to analyze it only from an intragovernmental perspective. Qualitative research resorted to field observation and semi-structured interviews. The description of the process was made with interviews in the central planning body and in the state secretariats, with deepening in the Agrarian Development. The analysis of the interviews allowed concluding that the Regional Forums did not influence in an effective way the process of planning and management of the secretariats, by a series of factors. There were incompatibility of dates between the Regional Forums and the preparation of the PPAG. High management did not conduct a process of orientation of the technical capacities to interact with the popular participation. However, the Regional Forums are a new Participatory Institution, which has the potential to be improved and better absorbed by state planning. Some final considerations are made on how to approach the technical structure of popular participation. The goal is to point out ways to improve the process and increase its effectiveness in conducting public planning guided by popular participation.
