Gestão política na Assembleia Legislativa de Minas Gerais: análise sobre a atividade de Assessoria Parlamentar desenvolvida pelo Corpo de Bombeiros Militar de Minas Gerais

Resumo
Após a redemocratização do país em 1988 houve a consolidação dos poderes e o fortalecimento do legislativo. Responsável por propor, discutir e promulgar normas que regem ou influenciam as atividades de grupos e setores específicos da sociedade o Poder Legislativo pode ser considerado uma arena de extrema relevância na defesa dos interesses institucionais. Devido a essa intrínseca relação, é de extrema importância estudar a atividade de gestão política na Assembleia Legislativa de Minas Gerais - ALMG, realizada atualmente pelo Corpo de Bombeiros Militar de Minas Gerais - CBMMG através de sua estrutura institucional dedicada a Assessoria Parlamentar. Com isto, o presente trabalho objetivou analisar como é realizado o trabalho de Assessoria Parlamentar pelo CBMMG na Assembleia Legislativa do Estado. Para tanto, foi realizada uma ampla revisão bibliográfica através de pensadores que abordem temas relacionados a Assessoria Parlamentar e o “lobby” como processo de atuação de grupos de interesse no Poder Legislativo, aliada a uma pesquisa documental com coleta de literatura diversificada para identificação da estrutura, funcionamento e diretrizes que regulam as atividades no CBMMG. Complementarmente a isso foi efetuada uma pesquisa quantitativa, através de questionários semiestruturados junto aos militares relevantes para o estudo, para a mensuração da profissionalização e das respectivas atividades exercidas pela instituição. Após o cumprimento do proposto no trabalho foi verificado que o CBMMG não possui uma estrutura formal e unificada de defesa de assuntos de interesse institucional, sendo considerada pouco profissionalizada e com militares empreendendo suas atividades com pouca experiência. Somou-se a estes resultados a aferição de que as atividades relacionadas a Assessoria Parlamentar são diminutamente executadas pela grande maioria dos envolvidos na pesquisa, gerando a conclusão de que o CBMMG desempenha o trabalho de Assessoria Parlamentar de maneira incipiente e aquém do estabelecido na literatura estudada. Devido as conclusões alcançadas restou ainda sugerido a formalização e estruturação de uma Assessoria Parlamentar no CBMMG com propósito de otimizar as ações de defesa dos interesses institucionais.
Abstract
After the re-democratization of the country in 1988, there was consolidation of the powers and the strengthening of the legislative. Responsible for proposing, discussing and promulgating norms that govern or influence the activities of specific groups and sectors of society, the Legislative Branch can be considered an arena of extreme relevance in the defense of institutional interests. Due to this intrinsic relationship, it is extremely important to study the activity of political management in the Legislative Assembly of Minas Gerais - ALMG, currently carried out by the Military Fire Brigade of Minas Gerais - CBMMG through its institutional structure dedicated to Parliamentary Advisory. With this, the present work aimed to analyze how the work of Parliamentary Advisory by the CBMMG in the Legislative Assembly of the State is carried out. In order to do so, a broad bibliographical review was carried out through thinkers who deal with themes related to Parliamentary Advice and the "lobbying" as a process of action of interest groups in the Legislative Branch, combined with a documentary research with collection of diverse literature to identify the structure , operation and guidelines that regulate the activities in the CBMMG. In addition, a quantitative survey was carried out through semi-structured questionnaires with the military personnel relevant to the study, to measure the professionalization and the respective activities carried out by the institution. After compliance with the proposal in the work, it was verified that the CBMMG does not have a formal and unified structure to defend matters of institutional interest, being considered not very professionalized and the military undertaking their activities with little experience. It was added to these results the verification that the activities related to Parliamentary Advisory are minimally executed by the great majority of those involved in the research, generating the conclusion that the CBMMG performs the work of Parliamentary Advisory in an incipient way and below that established in the studied literature. Due to the conclusions reached, it was still suggested the formalization and structuring of a Parliamentary Advisory in the CBMMG with the purpose of optimizing the actions to defend the institutional interests.
