    Mudanças e culturas organizacionais diante de emergências em saúde : impactos e aprendizados da pandemia de covid-19 sob a percepção de profissionais da Atenção Primária à Saúde

    The covid-19 pandemic, which began in 2020, was the driver of countless social, economic, political and cultural changes in the daily lives of populations around the world. With millions of cases accumulated throughout the pandemic period, portraying one of the most challenging health emergencies of the 21st century, in Brazil, the health crisis required quick and efficient actions to avoid the collapse of the Unified Health System (SUS). Public health management, already complex, faced a sudden process of changing work protocols and strategic demands, exacerbating the pressure on health professionals and managers. In this context, the Primary Health Care (APS) network stood out as crucial for preventing injuries and reducing harm, being the main gateway to the health system in municipalities, coordinating comprehensive care and articulating with other levels of care to meet the population's health needs, in addition to helping to avoid unnecessary occupancy of hospital beds. Faced with this scenario of significant changes, the adaptation capacity of organizations is influenced by cultural assumptions shared by their members, determining situations of resistance or resilience to transformations. This panorama also highlights organizational learning processes by demonstrating the occurrence of cycles of reading and interpreting the environment, making decisions and evaluating mistakes and successes, until the incorporation of the latter into the organizational routine, relating to the change and construction of cultural aspects. Thus, the dissertation investigates the impacts of the covid-19 pandemic on public health management in Belo Horizonte, focusing on organizational transformations in the Primary Health Care network. The research focuses on the Belo Horizonte Municipal Health Secretariat (SMSA-BH), seeking to understand how the changes caused by the pandemic were assimilated and incorporated into organizational practices from the perspective of APS professionals, especially those who are part of groups of street-level bureaucrats and mid-level bureaucrats. The objectives of the study include identifying the effects of the pandemic on the routine of the organization's members, changes in organizational practices, the cultural elements that influenced these transformations and the learning consolidated and applied in a new health emergency in the municipality. It also sought to identify cultural similarities and differences between the two groups covered in the research, in order to analyze the possible subcultures present in the organization. The methodology adopted is based on a qualitative and exploratory case study, using data collected through literature review, documentary survey, questionnaires and semistructured interviews, using content analysis to interpret the perceptions of different groups within the institution. Reflections of changes were observed, especially in the level of overload and stress of professionals, in the informatization and management of work processes, in the dynamics of user care in Primary Care and in the forms of communication and integration between teams and levels of activity. Despite a collective cultural identity shared between the research groups focused on the organizational mission of saving lives, there was a distinction in perceptions and interpretations, influenced by cultural elements that relate to the particular characteristics of the levels of bureaucracy in which each group is found. It was also concluded that learning processes occurred in the organization during and after the pandemic, enhanced by greater dialogue, critical reflection and systemic thinking by professionals, resulting in the consolidation of practices that worked. It was possible to verify the application of learning from the pandemic due to the occurrence of a new health emergency during the research, this time concerning arboviruses, with the practices that proved to be efficient in the previous emergency being rescued. Among the limitations of the research, the lack of depth in the perceptions of street-level bureaucrats stands out due to the data collection instrument and the limited time for more detailed interviews. The time that has passed since the beginning and end of the pandemic and the coincidence with the arbovirus epidemic may also have influenced the professionals' perceptions. It is suggested that new studies explore the relationships between change, culture and organizational learning in other contexts, to verify the applicability of the results found and enable comparisons that enrich the understanding of these phenomena in different health organizations.

    Governança em tempos da Covid-19: o caso do sistema prisional mineiro

    With the pandemic caused by the new coronavirus, the world was forced to adapt its way of living and coexisting. The executive branch of the State of Minas Gerais declared a state of public calamity between March 2020 and December 2021, a period in which several measures were adopted based on the implementation of a governance structure with the main aim of curbing the spread of the virus, mitigating the effects of the disease and ensure the continuity of public services. Within the scope of the Minas Gerais prison system, the second most populous in the country, characterized by a large number of units and overcrowding, an emergency public governance structure was established, responsible for the decisions of that public policy. The dissertation analyzes the governance arrangement during the Covid-19 pandemic, verifying the functioning of the prison system and the maintenance of custody processes and assistance to the prisoner. Based on the mobilization of a theoretical framework related to Covid-19, the prison system and public governance, qualitative and descriptive research was carried out through a case study in Minas Gerais during the pandemic period. As instruments for data collection, literature review, documentary surveys, semi-structured interviews and technical visits were used. The documentary analysis involved 204 Deliberations of the Covid-19 Extraordinary Committee, 186 state normative acts, 14 federal normative acts and 31 state and federal legislation relevant to the subject. There were also 16 interviews with key actors identified in the research process, such as state public servants of Minas Gerais in public safety, health, ombudsman, Public Ministry, Public Defender, Judiciary and representatives of lawyers, trade unions and friends and family of prisoners. A technical visit to the prison unit was also carried out to verify the processes of custody and assistance to the prisoner in the pandemic period, using a record in a field notebook. Research findings indicate the introduction of measures to protect the health of civil servants and convicts, changes in the organization of the work process, implementation of the recommendations of the National Council of Justice, and influence of external actors in state governance, such as the federal government, Judiciary and Public Ministry. The research also revealed that the prisoner's access to assistance guarantees was limited, but the idea of protection aimed at by governance can be demonstrated as the data obtained showed a non-expressive number of prisoners who died due to Covid-19. The dissertation contributes to prison management with the dissemination of information about the modus operandi of action in the prison system of Minas Gerais during the pandemic, enabling its application, in the future, by other public entities in similar situations. New studies are suggested to evaluate the routine of prison units after the pandemic period; verifying whether the experience of Covid-19 and the governance arrangement itself will contribute to the improvement of prison management; of comparative analysis between other states and countries to understand how they were organized and the results obtained for their prison systems.

    Incógnitas quando as telas não te limitam: o atendimento virtual da Polícia Civil de Minas Gerais às vítimas de ameaça

    Durante a Pandemia de Covid-19, os índices oficiais brasileiros de crimes violentos contra a mulher tiveram um crescimento percentual expressivo em comparação à diminuição acentuada de outros crimes contra a pessoa causada pelo isolamento social obrigatório. Apesar de as medidas do distanciamento terem servido para conter o avanço de um vírus, em muitos casos e pelo país afora, elas determinaram uma elevação nos números de violência contra a mulher. Em resposta, as Polícias Judiciárias do país disponibilizaram às mulheres, vítimas de violência doméstica, ferramentas de acesso online para os registros de crimes. Em Minas Gerais, esse registro é disponibilizado 24 horas por dia. A pesquisa pretendeu analisar se esse recurso digital proporcionou mais agilidade, interesse e maior procura por parte da vítima. A partir de uma análise quantitativa, com base em estatísticas criminais, a pesquisa procurou trazer à luz os dados sobre a violência contra a mulher, relativo ao crime de ameaça, registrados no período de 2017 a 2021; e os dados sobre atendimentos on-line e presenciais realizados pelas Delegacia Virtual do Estado de Minas Gerais e Delegacia Especializada de Atendimento à Mulher (DEAM), com relação ao atendimento às mulheres vítimas de ameaça, ao longo de 5 (cinco) anos. A pesquisa também possui caráter histórico e documental. Como resultado, percebeu-se que o estado de Minas Gerais continua a enfrentar desafios sistêmicos para implementar políticas de enfrentamento à violência doméstica e que foram intensificados durante a pandemia. No âmbito institucional, a Polícia Civil de Minas Gerais (PCMG) continua a desenvolver estratégias e ações para o enfrentamento da violência doméstica e familiar e, essa iniciativa pode ser verificada com o uso da tecnologia.

    As notas explicativas e sua normatização pelas normas internacionais de contabilidade: uma análise das notas explicativas dos estados da federação

    O presente trabalho se propõe a analisar as Notas Explicativas que foram publicadas pelos entes da federação no exercício de 2021 e verificar se foram cumpridas as determinações das normas brasileiras de contabilidade em conformidade com as normas internacionais de contabilidade. Buscou – se ainda analisar se os responsáveis pela elaboração e publicação das demonstrações contábeis seguiram as orientações do Manual de Contabilidade Aplicada ao Setor Público (MCASP). A partir de uma pesquisa quantitativa, foram analisadas as Notas Explicativas publicadas para os 26 estados e o Distrito Federal. Como resultado identificou-se uma discrepância entre as orientações do MCASP e o conteúdo publicado. Foram apresentados ainda os impactos da falta da padronização e cumprimento das normas na publicação das demonstrações contábeis para os diversos usuários.
