Item Administração de materiais no estado de Minas Gerais: um estudo de caso na Fundação Ezequiel Dias(2023) Gonçalves, Diogo Augusto Fonseca; Coelho, Henrique Breguez Gonçalves Gomes Pinto; Coelho, Henrique Breguez Gonçalves Gomes Pinto; Martins, Carla Carvalho; Paula Neto, Frederico Martins deA presente pesquisa trata-se de um estudo de caso sobre a logística no setor público, com foco na análise da Fundação Ezequiel Dias (Funed), destacando seus processos de planejamento, aquisição e administração de materiais. A metodologia possui natureza qualitativa e descritiva, e se utiliza de análise documental e entrevistas semiestruturadas com servidores da instituição. A pesquisa revela que a administração de materiais na Funed envolve desafios relacionados a gestão de processos, tecnologias, cultura organizacional e disfunções típicas de instituições públicas brasileiras. Problemas como descontinuidade político-administrativa e disfunções burocráticas foram identificados, bem como sai influência no modelo de gestão de materiais. As conclusões ressaltam a importância do planejamento estratégico da Funed e apontam desafios como a fragilidade dos processos, destacando a necessidade de medidas corretivas. Por fim no estudo são propostas estratégias para superar desafios típicos da burocracia pública, e enfatiza a relevância do planejamento na gestão da cadeia de suprimentos.Item Protagonistas e coadjuvantes da vacinação no Brasil : lógicas e empreendedores institucionais da imunização brasileira(Fundação João Pinheiro, 2024) Teixeira, Flávia Avila; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Cruz, Marcus Vinícius Gonçalves da; http://lattes.cnpq.br/3678172153181366; Cruz, Marcus Vinicius Gonçalves da; Batitucci, Eduardo Cerqueira; Carneiro, Ricardo; Domingues, Carla Magda Allan Santos; Matozinhos, Fernanda PenidoThis dissertation analyzes the configuration of institutional logics that mark the immunization process in Brazil, seeking to understand the reasons for the variation in vaccination coverage. It also identifies and analyzes the actions of the main institutional players involved in the field of vaccination, also known as institutional entrepreneurs. It uses the theoretical framework of institutional logics, from the perspective of Thornton and Ocasio (2008; 2012), in the context of institutionalism. The research adopted a qualitative, descriptive approach, through a literature review, documentary survey and semi-structured interviews with key players from various organizations in the organizational field. The findings revealed the National Immunization Program (PNI) as the main reference instrument. They showed the dynamism of institutional logics over time, which predominate to a lesser or greater degree, sometimes favoring or sometimes opposing vaccination. It was possible to identify at least eight major logics at work in this context: political; managerial; technical-operational; academic, scientific and professional; informational; industrial; supervisory and control; and individual or family. Practices and values in favor of vaccination predominated until the mid-2010s, but changed from 2015/2016 onwards, when vaccination coverage indicators began to fall. The drop in indicators is multicausal and requires a broader, multidisciplinary view of the vaccination context in order to identify bottlenecks. Currently, three logics predominate: the political logic, the managerial logic and the technical-operational logic, all of which are mutually influenced by the informational logic, which has been identified as on the rise. A misalignment was found between the managerial and technical logics of primary care and immunization. The connection and interdependence between the various logics underpins the PNI's resilience over the years, despite all its problems. The conclusion is that public managers involved in defining immunization policies, based on the institutional logics revealed by the study, should concentrate their efforts on strengthening the informational and technical-operational logics. The study contributes to broadening the debate on institutional logics and to strengthening Brazil's public immunization policy, by interpreting the logics in force in the field and guiding the actions of the players involved.Item O uso da Parceria Público-Privada como auxílio na implementação de políticas públicas: o caso da atenção primária de Belo Horizonte(2023) Lula, Victor Carvalho; Batitucci, Eduardo CerqueiraEste trabalho objetivou investigar o uso de parceria público-privada como ferramenta auxiliar para a implementação da política pública de saúde, por meio da rede de atenção primária, na cidade de Belo Horizonte e verificar a forma como isso ocorre. Foi realizada uma entrevista com uma gerente de um Centro de Saúde incluído na parceria, e aplicado um questionário nos usuários desse mesmo CS, de forma a verificar a percepção dessas pessoas sobre a Parceria e sua influência sobre a qualidade do serviço de saúde ofertado. A partir dos dados obtidos, ficou evidente a melhoria na qualidade do atendimento médico, porém, foram percebidos também alguns pontos negativos como a falta de comunicação do poder público juntamente à população sobre a mudança de localidade dos postos, sobre a existência da parceria público privada, o que ela é e quais os serviços envolvidos na parceria.Item Necessidades em saúde e oferta da atenção primária nos municípios de Minas Gerais : uma análise sob a ótica da equidade em saúde(Fundação João Pinheiro, 2014-06-09) Diniz, Juliana Souki; Ferreira Júnior, Sílvio; http://lattes.cnpq.br/7789533222493903; Ferreira Júnior, Sílvio; Fahel, Murilo Cássio Xavier; Fortes, Fátima Beatriz Carneiro Teixeira P.; Ferreira, Marco Aurélio Marques; Costa, Bruno Lazzarotti DinizThe triple burden of diseases has brought challenges for society and government, since the Brazilian health system is not shaped to respond to the new epidemiological situation dominated by chronic conditions. The characteristic reactive and fragmented care of acute exacerbations requires new approach to addressing the chronic conditions. Public health has a strategic role in society, because the policies of health care involve the production, allocation and distribution of resources, producing impacts in economic and in fairness terms. Health policies that are fair are those that meet the needs of the population. Fairness is a concept difficult to build especially in Brazilian society, marked by socioeconomic disparities that affect the health and quality of life. The health equity would be achieved through a primary health care - PHC instrumented to provide care with a level of quality and solution needed to act assertively in the health quality of the population. To verify the dynamics of health in Minas Gerais the construction and use of municipal rates of health needs and primary care offer was proposed, to assess whether the State in the last decade has trodden paths towards pro-health equity. The State was elected to the empirical application of the proposal for being a micro-portrait of Brazil and for its pioneering application of allocation criteria based on the principle of equity through the Health Needs Index (HNI) (calculated by João Pinheiro Foundation in 2004) to transfer resources to municipalities. Factor analysis, multivariate statistical analysis, was applied to the 1706 observations to construct an indicator of single and composite health requirements, summarizing the socioeconomic variables and epidemiological determinants of health needs (2000 and 2010) and an indicator of the supply primary care to synthesize its dimensions: capacity, human resources, health care, funding and population coverage (2007 and 2012) model. The study revealed that the municipal supply in primary care in the state of Minas Gerais has grown unevenly, but in favor of those municipalities that have historically had the highest rates of health needs. Therefore, we can say that the perceived inequalities in favor of those municipalities have reflected gradual process of reducing the historical framework of geographical inequities at this level of health care. However, the results show that municipalities with higher levels of supply have grown at lower rates, which leads to the conclusion that the temporal dynamics of supply in the state of Minas Gerais has followed a process of convergence, so that these inequalities tend to decrease over time. It underscores the relevance of this study, as well as updates the INS, proposes the use of objective tools that could subsidize the main tools for negotiation and management within the state, contributing to the institutionalization of monitoring processes, monitoring, and evaluation of public policies.
