    Execução orçamentária em Minas Gerais, ciclos eleitorais e contexto institucional: uma análise do período de 1986 e 2015

    The existence of free elections, with universal suffrage, periodic and at known dates can influence the budget execution of public incomes and expenditures, generating political cycles related to electoral cycles. In addition, it is assumed that changes in the institutional context environment influence these cycles and may intensify or minimize them. Analyzing the state of Minas Gerais, from 1986 to 2015, the most significant institutional changes were the approval of the Reelection Amendment and the identification of two distinctive phases, that is, from 1995 to 2002, with the stabilization of the economy in the face of the Real Plan and movements to control personnel expenses, renegotiation of the debts of the states with the Federal Government, limits to public indebtedness and greater fiscal austerity, culminating in the approval of the Fiscal Responsibility Law (LRF) in 2000; and from 2003 to 2015, with a longer effective term of the LRF, and specifically in Minas Gerais, with the experience of three consecutive terms of governors affiliated with the same legend, the Brazilian Social Democracy Party (PSDB) and with the implementation of administrative and state reform options known as Choque de Gestão. From the analyzes carried out, we can affirm the existence of political-budget cycles related to the electoral cycles, mostly intensified by the Reelection Amendment and minimized by institutional changes geared towards greater fiscal responsibility and modernization of the public machine.

    Combate à corrupção e integridade pública: estudo das IFES de Minas Gerais

    Corruption in Public Administration has been highlighted in recent years in Brazil, acquiring greater centrality due to the successive scandals unveiled in the country. The Federal Public Institutions of Higher Education (IFES) did not pass unscathed in this context, calling special attention to the fact that they are organizations aimed at promoting intellectual and citizen education. This dissertation analyzed how the organizational environment is configured to fight corruption in IFES. Qualitative, descriptive and explanatory research was carried out through a case study in all 17 IFES in Minas Gerais. For that, the characteristics related to corruption were verified in 49 Administrative Disciplinary Processes (PADs) initiated between 2015 and 2019 and 11 civil servants who participated in the establishment and / or conduction of these processes were interviewed, to investigate the dynamics of control corruption in those IFES in the light of public integrity. The research findings indicated that the main factors of the organizational environment related to public integrity that contribute to the fight against corruption in the IFES correspond to the channels for expressing complaints, the external control mechanisms and internal control, the instruments for promoting ethics and rules conduct, expansion of transparency and access to information. It was found that the IFES corporatism and structural bottlenecks correspond to the main obstacles of the organizational environment in the fight against corruption. From a theoretical point of view, the study contributed to the discussion of a topic that has been little investigated in the context of the IFES. From a practical point of view, it demonstrated the difficulties encountered by IFES in facing corruption due to structural deficiencies and notably lack of servers, as well as a correction unit. In social terms, it contributed to the identification of mechanisms that can be used to curb and prevent a phenomenon that causes serious damage to education. We suggest the development of future research aimed at verifying the institutionalization of public integrity measures in the IFES as a strategy to combat corruption.

    The present paper is inserted in the context of information management and brings a study about search and gathering of information by the supply managers of Public Administration in Minas Gerais Executive Power, This paper is based on bibliographic search, combined with field search with the participation of 21 supply managers, who wore arguied by means of a questionary, This study reveals that the supply managers of private organizations give more value to the information in their function and have more success in its acquisition, as they dispose of better information sources. In the Public Administration of Minas Gerais Executive Power, these managers work at more developed organizations in terms of information management and institutional performance analyses. The supply administrators of autarquias and public foundations still need considerable development in the areas of information management as they have the worst performance. The secretary managers have a median performance, however, it has to be noted that the frequency of information search by these managers is incompatible with lhe very nature of their attributions as managers. So, we can conclude that measures to professional improvement must be taken by the secretaries, autarquias and public foundations. The paper reinforces the value of better information sources for the supply management in the secretaries, autarquias and foundations. In this context, the Si AD/MG is an adequate information source about buying activity that, nevertheless, needs improvement in information display of contractual obligations by materials suppliers. At the end, the paper put in doubt the efficiency of SI AD/MG as the unique system of information for all Public Administration of Minas Gerais Executive Power.

    Eficiência administrativa nas contratações públicas: a experiência do Observatório da Despesa Pública da Controladoria-Geral da União

    The theme regarding administrative efficiency is relevant due the impact that public procurement has over the government spending vis-à-vis the limited amount of budget and the public needs as to maintain the government machine running, implement public policies and provide services to citizens. Achieve efficiency is simultaneously a duty and a challenge for the government, given the difficulties and constraints imposed by the external and internal environment. Considering this scenario, a qualitative research was carried out through a case study on the experience of the Public Spending Observatory of the Comptroller General of Brazil (CGU), in order to analyze its contribution to the efficiency in public procurement within the federal government. The theoretical framework included the theories of bureaucracy, due to the prevalence of the Weberian bureaucratic model in organizational structure and functioning of public administration, with its focus on procedural efficiency, and the ideas and proposals of managerial movements, in special the NPM, with its focus on results-based efficiency. In terms of methodology, in addition to literature review, the research involved the analysis of primary and secondary data, non-participant observation and semi-structured interviews with actors occupying strategic positions in the CGU. The final results of the research lead to the conclusion that the Public Spending Observatory can indeed contribute to the improvement of efficiency in public procurement, although it is done in a subsidiary basis. Besides that, the functioning of Public Spending Observatory is restricted by the external limits expressed by the political, regulatory and institutional constraints of environment in which it operates, and internal, arising from the apparent under-utilization of its potential due to the organizational context of the CGU. As a suggestion for future research, it would be important to conduct studies on the internal culture of the CGU and its effect on the functioning of the organization as a whole and find the impact of Public Spending Observatory on the federal agencies, trying to identify positive aspects, weaknesses and points for improvement.

    Uma análise da usabilidade do portal do Tribunal de Contas do Estado de Minas Gerais

    It's remarkable the social control development at the Brazilian public management system, made possible through information about governamental acts by the government itself. With the evolution of infonnation technology and the creation of govern web portals, the control by the citizens becomes an easier task. Based in this context, this work proposes an analysis of the usability of the portal of the Court of Accounts of the State of Minas Gerais, with regard to the formal aspects of making the information available, with a view to providing ideas about the establishment of an effective channel of communication between the government and citizens for social control. The research showed evidence of actions geared to improve the usability of government portals and found that the Government has worked in the provision of information and services to society through the use of infonnation technology and communication. However, it appears that social control through the use ofthis technology still requires a joint effort of government and ofsociety itself, as well as a greater legal support to ensure the effective implementation of procedures and actions in this direction.

    Fiscalização de contrato: um olhar sob a atuação dos fiscais de contratos de duas universidades federais mineiras

    Outsourcing has been widely used in public organizations. For it to take effect, it is necessary to carry out the bidding process and, subsequently, sign the administrative contract. From then on, it is up to the institutions to designate the civil servants who will act as contract inspectors and monitor the contractual execution, valuing the fulfillment of the obligations and duties agreed in the contractual instruments. These civil servants must act efficiently and committed to guarantee the proper use of public resources. This research was planned considering the importance of inspecting outsourced contracts function with the main objective of understanding the dynamics of contract inspectors performance as well as the structure and the institutional support received to fulfill this function. A case study was carried out in two federal educational institutions, using documentary and field research, through the application of a questionnaire and interviews with contract inspectors. From data analysis the existing weaknesses of designation, training and qualification processes for contract inspectors were identified, also the most relevant demands to perform this function. It was possible to elucidate the greatest difficulties and challenges during the performance of the assignments. Additionally, the inspectors' perceptions of the organizational structure that accommodates the inspection became evident and the institutional support they receive during the contract monitoring. Therefore, it was evidenced the inspectors lack of continuous learning through training courses offering. It was also identified that some inspectors deal with difficulties due to task overload; lack of adequate time to exercise the function; constraints arising from the interaction with other sectors and no inspection support sector. The study reveals that institutions need to improve working conditions, offering inspectors better institutional support for conducting their activities. The contribution of this study to the two institutions surveyed was to highlight and equate similarities, difficulties, deficiencies and other issues mentioned by contract inspectors. A more specific and robust study was offered regarding the performance of these servers responsible for monitoring the execution of outsourced contracts. In addition, it can contribute as decision and administrative support for other public organizations, in light of the information collected. Regarding new studies, it is necessary to consider conducting research in other public organizations to verify whether the envisaged scenario regarding the performance of the inspectors of these two universities is recurrent.

    This study investigated the performance of the Legislative Assembly of Minas Gerais, during the period established between 2011 and 2013, with regard to the exercise of its constitutional prerogatives. The methodological tools used consisted of an exploratory study based on bibliographic and documentary research. It was inferred that the legislature functions are not restricted to the duties to legislate and monitor the Executive, but are multifaceted and are supported by lots of interactions with the various actors and institutions, in the legislative arena and in other branches. Being so, the legislative presents different dimensions, such as putting forward laws, cooperate with the Executive, supervise, manage and being transparent. Based on the latest doctrinal studies on the assessment of institutional performance of parliaments and parliamentarians, was developed a new methodology to measure the performance of the Legislative, by drawing up a set of variables and indicators that were able to empirically analyze the case of the legislative of Minas Gerais along the indicated period. It was found that the state legislature had satisfactory results on the "capacities-means" or support. Regarding the essentially constitutional dimensions, it was noted that the parliament of Minas Gerais is active as its legislating role, but not very active about their supervise functions.

    Lei anticorrupção e dinamismo institucional: um olhar a partir da Controladoria-Geral do Estado de Minas Gerais

    On August 1, 2013, the Brazil edited the Federal Law No. 12846/2013, Anti-corruption Law, which establishes the administrative and civil liability of legal persons for harmful acts committed against the National Public Administration or foreigner. Associated with the fulfillment of international commitments assumed by the country, the new legislation included in the repertoire of institutional confrontation of corruption by the brazilian State and focuses on the environment and the institutional arrangement of the control Public Administration, in particular the organs of internal control that, in the last two decades, have incorporated new assignments and procedures linked to the prevention and fight against corruption. In this context, the present study aims to analyse the general process of institutionalization of administrative accountability activity of legal entities by the CGE-MG, central organ of internal control of the state of Minas Gerais, from the Anti-corruption Law. Search, understand the skills that the cited legislation introduces in the performance of this organ, the way he seeks to approve the new competence and it changes your perspective incidents institutional design in a broad sense. The research, exploratory, qualitative approach adopts and develops in the form of case studies, covering literature review of theoretical institutionalist and other contextual themes, analysis of documents relating to the institutional trajectory GCE-MG and of legal texts and related legal doctrines, as well as collection and analysis of primary data, obtained by means of semi-structured interviews with officers of the CGE-MG whose work relates directly to the implementation of the Anti-corruption Law. In terms of results, the institutionalization of liability of legal persons is in the process of construction by the CGE-MG, being perceived institutional changes of endogenous nature, related to dimensions strategic and operational performance of the organ, as well as institutional changes of a systemic nature, associated with the interaction with other public agencies and entities representing the field of internal control, with the media and with sector agents private.

    O uso das mídias sociais no poder público: análise do perfil 'Senado Federal' no Facebook

    Social media such as Facebook can represent to the state a new channel of communication for interaction with citizens, both for dissemination of public information and social control of government acts, and for monitoring the resulting content of this interaction. Through the analysis of materials of social media, public administrators would be able to instrumentalize the public interest for the development of more effective public policies that meets or even exceeds the needs of society. In this sense, the present work aims to analyze the use of social media as a tool of political participation of citizens from the study of the profile "Senado Federal" on Facebook. To fulfill this objective, the post called "And now, who can defend myself?" dated August 2015 was analyzed. The publication deals with the effectiveness of civil rights, being considered one of the most successful profile publications. As a result of the research, we realize the importance of social media for enhancing the state-society interaction. There is a large share of Internet users in the content posted by the Senate in the study profile, due to the use of the channel for the promotion of citizenship. Although the tool is still very little used for monitoring the content produced by Internet users, there is a number of advantages in the use of social media to communicate with the society, including the costs for operation.

    Cultural meanings creates reference, validation and legitimating patterns of actions of a particular social group, constituting, in this sense, possible scenarios of apprehending and revealing existing conjunctures in an organization. In order to overcome the functionalist treatment that limits the understanding of cultural phenomenon in organizations, this dissertation adopted the “three perspectives” approach proposed by Martin (1992), namely “integration”, “differentiation” and “fragmentation”. The idea that this study intends to strengthen is that, from the analysis of a social context, there can be an expansion and deepening of the treatment of plural queries of cultures in the organizational environments. This research took as its main focus the cultural manifestations expressed by civil servants that work in different departments that compose a same administrative authority of a federal university. It sought to expand the perspectives of understanding of organizations by admitting that they are institutions filled by socially constructed realities and that constitute a scenario of discourses, latent or explicit, closing the possible logic of representation of a single rational plan. Therefore, it established the objective of analyzing cultural manifestations from different actors that act daily in the same organizational context. The semi-structured interviews were the main instrument used for the analysis of the cultural manifestations present in the analyzed organizational context, besides the documentary research to complement all the reports of the participants of the research. For the examination of the collected data, the content analysis was used. The cultures manifested in the administrative authority analyzed translate continuous processes and are dependent on the social context and the subjectivities of the subjects that are part of it. The analyzes that referred to the perspective of “integration” suggested a high degree of identification between the individuals and the organization in peculiar themes, not exempt the appearance of contradictions and inconsistencies revealed by the participants. Already in the light of the perspective of “differentiation”, the contradictions between individuals interacting in the same social space were evidenced, confirming the existence of numerous divergent manifestations within the same social context. The proposition that individuals in an organization sometimes change their views from moment to moment, as new circumstances come to light and new information becomes available, extolled the perspective of “fragmentation”. It was concluded by the argument that cultural investigations that exclude conflicts and ambiguities can silence important organizational facts and inputs from individuals who do not always have power in these contexts. Therefore, an adequate study of a cultural context must take into account the analyzes coming from the three perspectives, and not just one. It is suggested a more in-depth study of the topics highlighted in this research, problematizing their relations with other aspects and delimiting the characters present in this organizational context.
