On this basis, the innovation has becoming an increasingly common theme and it is considered as an important means for the organizations to keep pace with changes in the industry. The innovations in public organizations may be of products/services, processes, as well as organizational, the latter being able to promote a propitious environment to the other types of innovation. The overall purpose of the study is to analyze the innovation environment on public organizations from the perspective of the public managers involved in strategic plans and in institutional agencies and arrangements that are aimed at innovation. In specific, it is intended to analyze the factors that motivate and the ones that influence the innovation in the public environment, identifying the index value and the level of presence assigned to it by the public managers of the State of Minas Gerais; to identify critical points to be prioritized by the innovation policy of the State of Minas Gerais in terms of the influencing factors of the innovation in order to enhance it; analyze the outcome, comparing the notion of the different hierarchical levels of the interviewed public managers (strategic and tactical), in order to identify similarities and differences in their perception on the factors that motivate and influence the innovation in public agencies of the State of Minas Gerais. For such, the following authors were studied: Mulgan e Albury (2003), Borins (2008), Motta (2001), Lam (2005), Damanpour e Evan (1984), Roste e Miles (2005), Jacobi e Pinho (2006), Knox (2002), among others, from which it was possible to systematize the motivating and influencing factors of the innovation. There were investigated some organizations of the State of Minas Gerais Government that were involved in the state’s innovation strategy or plans. It was verified that the level of presence of the motivating factors of the innovation and specially the influencing factors of the innovative environment are generally still low, even though the value attributed to these factors is high in the perception of the interviewees. There was also a difference of views among the respondents – strategic and tactical level managers – , mostly due to the level of presence of the influencing factors of the innovative environment.Item Execução orçamentária em Minas Gerais, ciclos eleitorais e contexto institucional: uma análise do período de 1986 e 2015(Fundação João Pinheiro, 2017-03-27) Gomes, Karen Christine Dias; Costa, Bruno Lazzaroti Diniz; http://lattes.cnpq.br/2084604177044476; Ferreira Júnior, Sílvio; Wanderley, Cláudio Burian; Nogueira Junior, Reginaldo PintoThe existence of free elections, with universal suffrage, periodic and at known dates can influence the budget execution of public incomes and expenditures, generating political cycles related to electoral cycles. In addition, it is assumed that changes in the institutional context environment influence these cycles and may intensify or minimize them. Analyzing the state of Minas Gerais, from 1986 to 2015, the most significant institutional changes were the approval of the Reelection Amendment and the identification of two distinctive phases, that is, from 1995 to 2002, with the stabilization of the economy in the face of the Real Plan and movements to control personnel expenses, renegotiation of the debts of the states with the Federal Government, limits to public indebtedness and greater fiscal austerity, culminating in the approval of the Fiscal Responsibility Law (LRF) in 2000; and from 2003 to 2015, with a longer effective term of the LRF, and specifically in Minas Gerais, with the experience of three consecutive terms of governors affiliated with the same legend, the Brazilian Social Democracy Party (PSDB) and with the implementation of administrative and state reform options known as Choque de Gestão. From the analyzes carried out, we can affirm the existence of political-budget cycles related to the electoral cycles, mostly intensified by the Reelection Amendment and minimized by institutional changes geared towards greater fiscal responsibility and modernization of the public machine.Item Comportamento de busca e obtenção de informações na gestão de materiais, no âmbito da administração pública do Poder Executivo do Estado de Minas Gerais: um estudo comparativo(Fundação João Pinheiro, 2007-11-19) Almeida, Betânia Lourenço Silva de; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Rocha, Elisa Maria Pinto da; Barbosa, Ricardo RodriguesThe present paper is inserted in the context of information management and brings a study about search and gathering of information by the supply managers of Public Administration in Minas Gerais Executive Power, This paper is based on bibliographic search, combined with field search with the participation of 21 supply managers, who wore arguied by means of a questionary, This study reveals that the supply managers of private organizations give more value to the information in their function and have more success in its acquisition, as they dispose of better information sources. In the Public Administration of Minas Gerais Executive Power, these managers work at more developed organizations in terms of information management and institutional performance analyses. The supply administrators of autarquias and public foundations still need considerable development in the areas of information management as they have the worst performance. The secretary managers have a median performance, however, it has to be noted that the frequency of information search by these managers is incompatible with lhe very nature of their attributions as managers. So, we can conclude that measures to professional improvement must be taken by the secretaries, autarquias and public foundations. The paper reinforces the value of better information sources for the supply management in the secretaries, autarquias and foundations. In this context, the Si AD/MG is an adequate information source about buying activity that, nevertheless, needs improvement in information display of contractual obligations by materials suppliers. At the end, the paper put in doubt the efficiency of SI AD/MG as the unique system of information for all Public Administration of Minas Gerais Executive Power.Item Uma análise da usabilidade do portal do Tribunal de Contas do Estado de Minas Gerais(Fundação João Pinheiro, 2008-08-14) Rodrigues, Maria Isabel Araújo; Machado, Sulamita Crespo Carrilho; http://lattes.cnpq.br/4506058361178095It's remarkable the social control development at the Brazilian public management system, made possible through information about governamental acts by the government itself. With the evolution of infonnation technology and the creation of govern web portals, the control by the citizens becomes an easier task. Based in this context, this work proposes an analysis of the usability of the portal of the Court of Accounts of the State of Minas Gerais, with regard to the formal aspects of making the information available, with a view to providing ideas about the establishment of an effective channel of communication between the government and citizens for social control. The research showed evidence of actions geared to improve the usability of government portals and found that the Government has worked in the provision of information and services to society through the use of infonnation technology and communication. However, it appears that social control through the use ofthis technology still requires a joint effort of government and ofsociety itself, as well as a greater legal support to ensure the effective implementation of procedures and actions in this direction.Item Fiscalização de contrato: um olhar sob a atuação dos fiscais de contratos de duas universidades federais mineiras(Fundação João Pinheiro, 2020-03-19) Pires, Adriane Margareth de Oliveira Santana; Oliveira, Kamila Pagel de; Oliveira, Kamila Pagel; Cruz, Marcus Vinícius Gonçalves da; Dufloth, Simone Cristina; Pinheiro, Daniel CalbinoOutsourcing has been widely used in public organizations. For it to take effect, it is necessary to carry out the bidding process and, subsequently, sign the administrative contract. From then on, it is up to the institutions to designate the civil servants who will act as contract inspectors and monitor the contractual execution, valuing the fulfillment of the obligations and duties agreed in the contractual instruments. These civil servants must act efficiently and committed to guarantee the proper use of public resources. This research was planned considering the importance of inspecting outsourced contracts function with the main objective of understanding the dynamics of contract inspectors performance as well as the structure and the institutional support received to fulfill this function. A case study was carried out in two federal educational institutions, using documentary and field research, through the application of a questionnaire and interviews with contract inspectors. From data analysis the existing weaknesses of designation, training and qualification processes for contract inspectors were identified, also the most relevant demands to perform this function. It was possible to elucidate the greatest difficulties and challenges during the performance of the assignments. Additionally, the inspectors' perceptions of the organizational structure that accommodates the inspection became evident and the institutional support they receive during the contract monitoring. Therefore, it was evidenced the inspectors lack of continuous learning through training courses offering. It was also identified that some inspectors deal with difficulties due to task overload; lack of adequate time to exercise the function; constraints arising from the interaction with other sectors and no inspection support sector. The study reveals that institutions need to improve working conditions, offering inspectors better institutional support for conducting their activities. The contribution of this study to the two institutions surveyed was to highlight and equate similarities, difficulties, deficiencies and other issues mentioned by contract inspectors. A more specific and robust study was offered regarding the performance of these servers responsible for monitoring the execution of outsourced contracts. In addition, it can contribute as decision and administrative support for other public organizations, in light of the information collected. Regarding new studies, it is necessary to consider conducting research in other public organizations to verify whether the envisaged scenario regarding the performance of the inspectors of these two universities is recurrent.Item Continuidade de políticas públicas em transições governamentais: o caso da política pública de saúde em Minas Gerais(Fundação João Pinheiro, 2018-03-23) Rodrigues, Raphael Vasconcelos Amaral; Rocha, Elisa Maria Pinto da; http://lattes.cnpq.br/0147730252141038; Silveira, Mauro César da; Carvalhais, Jane NoronhaThe continuity of public policies is a recurring theme in popular discussions, especially in electoral periods. Each government transition brings with it the expectation of change, but also the anguish of discontinuance in government public policies, and the democratic principle of alternation in power ensures that there is always the possibility of something new to emerge, bringing new airs to the public sector. The main objective of this work is to understand how the continuity of public policies in governmental transitions takes place, having as empirical reality the last three Planos Plurianuais de Ações Governamentais (PPAG) of the Secretaria de Estado de Saúde de Minas Gerais. For this purpose, a bibliographical review is developed with regard mainly to public policies and government transition, and the degree of continuity of the public health policy in Brazil is analyzed through a set of parameters of the defined government programs, considering the changes brought by the PPAGs of 2008-2011, 2012-2015 and 2016-2019. The transitions analyzed comprehend a period in which the same governor was re-elected, representing party maintenance, and a moment in which the opposition political group emerged victorious. Thus, the case study carried out in this work allows to conclude, based on the parameters used, that there is greater continuity in the public health policy in Minas Gerais when it comes to governmental transitions involving the same party than in moments in which the opposition is the winner of the electoral process.Item Lei anticorrupção e dinamismo institucional: um olhar a partir da Controladoria-Geral do Estado de Minas Gerais(Fundação João Pinheiro, 2018-03-19) Azevedo, Anna Carolina de Oliveira; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Costa, Bruno Lazzarotti Diniz; Rocha, Heloísa Helena NascimentoOn August 1, 2013, the Brazil edited the Federal Law No. 12846/2013, Anti-corruption Law, which establishes the administrative and civil liability of legal persons for harmful acts committed against the National Public Administration or foreigner. Associated with the fulfillment of international commitments assumed by the country, the new legislation included in the repertoire of institutional confrontation of corruption by the brazilian State and focuses on the environment and the institutional arrangement of the control Public Administration, in particular the organs of internal control that, in the last two decades, have incorporated new assignments and procedures linked to the prevention and fight against corruption. In this context, the present study aims to analyse the general process of institutionalization of administrative accountability activity of legal entities by the CGE-MG, central organ of internal control of the state of Minas Gerais, from the Anti-corruption Law. Search, understand the skills that the cited legislation introduces in the performance of this organ, the way he seeks to approve the new competence and it changes your perspective incidents institutional design in a broad sense. The research, exploratory, qualitative approach adopts and develops in the form of case studies, covering literature review of theoretical institutionalist and other contextual themes, analysis of documents relating to the institutional trajectory GCE-MG and of legal texts and related legal doctrines, as well as collection and analysis of primary data, obtained by means of semi-structured interviews with officers of the CGE-MG whose work relates directly to the implementation of the Anti-corruption Law. In terms of results, the institutionalization of liability of legal persons is in the process of construction by the CGE-MG, being perceived institutional changes of endogenous nature, related to dimensions strategic and operational performance of the organ, as well as institutional changes of a systemic nature, associated with the interaction with other public agencies and entities representing the field of internal control, with the media and with sector agents private.Item Relevância da estatística pública gerada por agências estaduais para o planejamento governamental: o caso do Centro de Estatística e Informação da Fundação João Pinheiro na visão dos usuários(Fundação João Pinheiro, 2006-12-28) Freitas, Danilo Gomes de; Ramalho Júnior, Álvaro; http://lattes.cnpq.br/5832255545058856; Costa, Bruno Lazzarotti Diniz; Dufloth, Simone CristinaThe present study turns about the statistics official information relevance generated by government agencies, according to the evaluation of managers' groups selected in public organs of the state and municipal spheres. The capacity of use of these information is discussed the selected users and the relationship close to between offer and the statistics officials' demand provided by the organizational changes, with the introduction of the new resources based on technology of the information. The quality concepts and relevance of the information are investigated through an and-survey, in the dimension sense if the statistical products specifically generated by Centro de Estatística e Informações of the Fundação João Pinheiro, while I study of case assists the users' of the state and district public section needs information. It is also investigated the relevance of the public statistics for the knowledge of the regional socioeconomic reality and it executes use while inputs to the planning of politics, programs and socket of decisions for the organs of the Public Administration of the spheres government 'subnational' in Minas Gerais. It is demonstrated that the pursued objectives were reached, in the measure in that they were considered relevant the use of public statistics while inputs to the planning, knowledge of the socioeconomic reality of the state and for the government actions.Item Coordenação e controle no modelo de gestão da estratégia de Minas Gerais: estudos de caso do Programa Descomplicar e do Projeto Caminhos de Minas(Fundação João Pinheiro, 2015-03-30) Oliveira, Júlia Torquato; Cruz, Marcus Vinícius Gonçalves da; http://lattes.cnpq.br/3678172153181366; Carneiro, Ricardo; Ckagnazaroff, Ivan BeckThe State Reforms movements observed at the end of the twentieth century, known as New Public Management – NPM, introduced a new dynamic in public administration, focused on results measurement, establishing relevant issues such as quality of provided services, satisfaction of user citizen, accountability and transparency. This paper, which aims to analyze the coordination and control instruments of strategy management model adopted by Minas Gerais’ State, initiates on that context and uses the theme of organizations power as theoretical background for description and explanation of interactions established between the main stakeholders of the program Descomplicar - Minas Inova and project Caminhos de Minas. This analysis verifies that the power does not manifest uniformly in the State Operating Systems, wherein the program and project studied are situated. While observing an especially political character in the relations stablished between the actors of Transportation System and Public Works, there is a technical character in the relations of Planning and Management System stakeholders. Even so, it appears that the coordination and control instruments do not apply accordingly to the original prescription for the functioning of the strategy management model in any of the analyzed initiatives. The observed weakening of coordination and control’s process and the loss of legitimacy of the Núcleo Central de Gestão Estratégica de Projetos e do Desempenho Institucional – NCGERAES to influence the allocation of resources from credit operations, relates to the pulverization of decision-makers instances observed in the context of 2011-2014 mandate of the government of Minas Gerais, resulting from the arrangement of coalitions established to ensure the governance conditions. Therefore, to strengthen coordination and control issues, it is suggested the revision of the budget decisions spray scenario towards the empowerment of NCGERAES, as the technical instance responsible for the strategic portfolio budgetary control. It is also recommended realigning the strategy management tools and redefining the priority deliveries as well as their monitoring format, focusing on the citizen.
