The incorporation of the socio-territorial dimension, inserted in the management model prescribed in the normative bases of the Single System of Social Assistance - SUAS, involves significant changes in the way of conceiving and operationalizing social protection in the social assistance policy. So, the territorial approach assumes strategic importance both to understand the social dynamics that lead different populations to situations of vulnerability and social risk as it comes to be perceived as a privileged space of organization, coordination and management. For these reasons, assuming the territory as a place of organization and intervention, a new way of thinking about the social protection model in the social assistance policy is inaugurated, which has generated great expectations about Basic Social Protection and CRAS performance as an equipment capable of valuing participatory arrangements, strengthening family and community ties, and mobilizing through interaction and articulation with other actors and services. Identifying the factors that interfere in the territorial management of the CRAS in the mentioned municipality, it is expected that such an approach may contribute to the improvement of this mechanism, provided for by the recently institutionalized National Social Assistance Policy - PNAS.Item A atuação e desempenho do governo de Minas Gerais na consolidação e promoção da política de assistência social no âmbito do Sistema Único de Assistência Social - SUAS(Fundação João Pinheiro, 2016-03-30) Saporetti, Danielle Monteiro de Castro; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Pinto, Luciana Moraes Raso Sardinha; Cunha, Eleonora Schettini MartinsThe main goal of this present essay was to exam Minas Gerais government ability in the development and consolidation of social assistance policy as facing its legal and constitutional competences. Federal constitution of 1988 redefined the Brazilian federal system and reformulated all social policies, including social assistance as one of the pillars of social security. The decentralization was established as the structuring heart of the new federative arrangement which cares about the redistribution of competences, functions and resources between federal unities. The decentralization´s implementation of social policies in the context of Brazilian federation rebirth is not something simplistic and it depends on difficult compatibility in the beings autonomy, with the need of politic coordination and interdependence among them. In case of social assistance there is an extra challenge: to consolidate itself effectively as a policy of public responsibility. The existence of competences in common modified the intergovernmental relations as in the this areas the success of the public policies promotion depends on frequent pacts and collaboration among the three levels of government. In this context, the intention is to verify the intergovernmental relations established in the process of decentralization and institutionalization of social assistance policies in Minas Gerais, aiming the role of the government of Minas Gerais as facing the poverty, vulnerability and inequalities, after the restructuration of unique system of social assistance - SUAS in 2005. For this reason it was made a exploratory study about the asymmetries among Minas Gerais areas, the organizational structure of the state´s manager part of social assistance, the implementation of the net in the area of services, the municipalization of the policy through the process of habilitation of the cities in management of the SUAS and the expansion of the net of basic social protection and special in Minas Gerais. It was analyzed as well the process of financing social assistance of the state (own resources investment and traference for the co financing) because the financial effort done by federate being reflects , clearly its own politic priorities. The results point to a weak actuation of Minas Gerais government to accomplish its competences which is a determining factor that makes the social assistance of Minas Gerais incapable to face poverty in the constitutional perspective of social citizenship and to provide a highest level of equity and better conditions of life for its people.Item O financiamento como instrumento de institucionalização e coordenação da política de assistência social: o caso de Minas Gerais(Fundação João Pinheiro, 2018-03-27) Teixeira, Isabela de Vasconcelos; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Carneiro, Ricardo; Machado, José AngeloThe research carried out was intended to show the centrality of the financing model as a federative coordination mechanism in the process of institutionalization of the social assistance policy initiated after the implementation of the Unified Social Assistance System in the mid - 2000s. For this, a theoretical revision was made on the relations between federalism, decentralization and social policies, followed by stages of conceptual and documentary analysis about the decentralization process of social assistance policy and the construction of the current financing model; and quantitative and qualitative analysis of data on the institutionalization and operationalization of social assistance financing. In order to operationalize the hypotheses and analytical questions proposed, the research was based on the study of the case of the government of the State of Minas Gerais and municipalities, from 2005 to 2016. The results showed that the processes of institutional transformation of the social assistance policy financing model led to the installation of institutional capacity in the municipalities and the state of Minas Gerais. In the case of municipalities, institutional capacity was followed by the growth of resources in the sector, with gains even in relative importance compared to other public expenditures. In the case of the state government, the results found showed weaknesses in the process of assumption of federal responsibility, evidenced by the non-regularity of expenditures and the transfer of co-financing to municipalities and the low volume of resources executed. As for the model of co-financing, the sharing of resources among the municipalities of Minas Gerais generates an equitable and redistributive distribution, favoring the municipalities that concentrate the largest population in a situation of vulnerability. Thus, it is suggested that the financing model has contributed to the consolidation of the federative accountability process, and, ultimately, to the implementation of the decentralized Brazilian social security.Item O Índice de Desenvolvimento Familiar – IDF – para fins de avaliação e acompanhamento de famílias beneficiárias de Programas de Transferência Condicionada de Renda: focalizando os programas Bolsa Família e Vida Nova no município de Nova Lima – MG(Fundação João Pinheiro, 2010-09-29) Aguiar, Fátima Monteiro de; Guimarães, Alexandre Queiroz; http://lattes.cnpq.br/8850956320615888; Carneiro, Carla Bronzo Ladeira; Veiga, Laura daThis research was developed from the investigation of the potentialities and limitations of the Family Development Index (IDF) as a multidimensional indicator of poverty in the monitoring of beneficiary families of the Conditional Income Transfer Program (PTCR), in the subsidy to decision-making of governors, managers and technicians in relation to the adoption and implementation of public, social and urban areas policies promoting social justice, and supporting families to achieve better levels of family development. Our goal was to analyze the potentialities of that index as a tool to track the inclusion and withdrawing of families to receive the benefits from the PTCR. The index was applied to a group of beneficiary families of the Vida Nova Program (New Life Program) – municipal program of income transfer with conditionalities – of the Municipality of Nova Lima, State of Minas Gerais, co-financed with the Bolsa Família Program (Family Allowance Program). The approaches to poverty were also analyzed, emphasizing the multidimensionality of the phenomenon, and, in a practical perspective, the quantitative results, which were obtained from the families’ permanence in the Program in a period of two years, gauging the synthetic IDF and its dimensions, were identified. This research also shows the conception and the design of the Vida Nova Program, which aggregates the income transfer to other dimensions and innovates in using the IDF in its administration, seeking to contribute to the advancement of methodologies and tools of family monitoring. This paper is organized into five parts. The first one addresses the one-dimensional and multidimensional conceptions of poverty. The second one contextualizes the PTCRs in the social protection system in Brazil, emphasizing the importance of these programs to achieve better levels of social welfare, besides describing the Bolsa Família Program: the Brazilian PTCR. The third part presents the IDF as a multidimensional indicator and management tool, describing the conceptions, objectives and dimensions which compose it, as well as its potentialities and limitations. The fourth part presents the Vida Nova Program: the PTCR of the Municipality of Nova Lima, its format, the legal bases, the focus, the socioeconomic reality of the municipality and the specificities of this Program. This index aims to equip managers of public policy on social assistance with theoretical and practical tools that serve as a reference for investment in State capacity focused on social assistance. Therefore, it is discussed the federative relationship in Brazil, in order to clarify the relationship between the federal entities of the country. Understanding the Brazilian federalism is central to the analysis that proposes, for the Single Social Assistance System (SUAS) is a public policy designed by the federal government, coordinated and co-funded by the states and implemented by municipalities. The satisfactory performance of Public and Social Policy, especially in a context of administrative decentralization and political needs of certain institutional features. These characteristics are summarized in this work, for analytical purposes, State capacity, consisting of two dimensions capacity, namely Administrative Capacity and Capacity Policy. Higher scores of State capacity point to the greater probability of successful implementation and public policy management. After the design of the ICE-SUAS it is analyzed considering the dispersion in the state of Minas Gerais and the development of ITS in the state. The indicator is shown for all municipalities in the state and is tested the correlation between the HDI of municipalities in Minas Gerais and the score in the ICE-SUAS for 2009.
