Through the objectives proposed, was used as through the research of various literature sources and cluster analysis techniques and regression by OLS. The data are based on information from the High Human Development, 2013 (FJP; UNDP; IPEA) and Mining Social Responsibility Index - IMRS, 2013 (FJP). The classification of municipalities from the cluster analysis revealed three clusters that were characterized as a local human development low, intermediate and high. The results point to a relative importance of economic status, level of concentration of income and fiscal capacity of the municipality in the growth rate of human development of small municipalities. It is noticed that the cities with better economic and less unequal conditions tend to have a higher level of human development. From the foregoing, it reinforces the importance of seeking balanced development by strengthening the links between economic growth and human development. For this it is essential policies that favor the expansion of capacities of individuals through effective actions to improve health and education services, which promote the reduction of inequalities and increased opportunities for employment and income.Item Desenvolvimento humano e a regularização fundiária urbana: análise da Lei Federal nº 13.465/2017(Fundação João Pinheiro, 2018-03-26) Pacheco, Bárbara de Oliveira Souza; Ferreira, Frederico Poley Martins; http://lattes.cnpq.br/1448397981510363; Guimarães, Alexandre Queiroz; Abramo, PedroThe Human Development under the Capability Approach gathers the expansion of human life and transposal of barriers existent in the process. The World, everyday more urbanized, hold big cities, capable of providing opportunities to it‟s habitants, but also imposing limitations to them. For instance, the lack of access to formal land creates social, legal and environmental hindrances. Thus, this study proposes a discussion about the regularization of urban land (Reurb), stated in the Federal Law nº 13.465/2017, which in addition to titling, brings polices for social inclusion and improvement of life quality to the whole population. So it would be an instrument of barriers transposal, capable of improve the process of human development. Therefore, it has been used a bibliographic review and non-structured interviews to public actors directly linked to the land regularization. However is too soon to evaluate the impacts of an ongoing law implementation, it was possible to perceive, in a broad approach, that the individuals, through their own subjective values, have different perspectives about the land titling. Equally about it‟s destination, maintenance, investments, credit demand, and so forth. It‟s the Public Power responsibility to hold tools capable of overthrow limitations, allowing people to pursue life choices based in the values they choose to follow. In this sense, is expected on the Reurb, the gathering of freedom, opportunities and potential expansion, as appointed in the Capability Approach.
