    Análise do planejamento governamental na controladoria-geral do estado de Minas Gerais no período 2008 a 2015

    In this paper, important aspects of government planning in the General Comptroller Department of the Minas Gerais State (CGE-MG) are analyzed in the recent past, such as changes in its organizational structure and important attributes of the programs under its responsibility. Specifically, it is verified if the changes in the organizational structure of the General Comptroller Department of the Minas Gerais State, caused by the Delegated Laws 179 and 180, edited in 2011, are reflected in the programs enrolled in the PPAG, and the performance of government programs executed by the General Comptroller Department of the Minas Gerais State, during the last two planning cycles corresponding to the 2008-2011 and 2012-2015 PPAGs, in order to infer the degree of effectiveness and efficiency of these programs. Also, a brief history about the internal control in the scope of the State of Minas Gerais is presented. It is a descriptive research, in which a bibliographical and documentary survey was used. A content analysis was carried out in relation to the norms on organizational structure and purposes of the organ and the attributes of the programs indicated in the PPAGs 2008-2011 and 2012-2015 and also with data processing on the physical and financial goals and executions of the programs by CGE-MG for the periods mentioned, in accordance with methodological proposals and specific concepts. It was verified that, in relation to the first specific objective, the changes in the organizational structure of the CGE-MG, occurred in 2011, are reflected in the PPAG 2012-2015, denoting that the body, during the period considered, was in charge of reflecting, in its planning instrument, the specificities of its organizational structure and the purposes of its macro areas. It was also verified that, relative to the second specific objective, there was a relative improvement in the performance of the programs under execution of the CGE-MG in terms of effectiveness and efficiency from one planning cycle to the other. In the 2008-2011 planning cycle, 2 of 8 indices obtained were inside the reasonability range, while in the planning cycle 2012-2015, 10 of 16 indices obtained were inside the mentioned range, indicating a relative evolution, although there is still need to improve the planning activity in the organ, so that its effectiveness and efficiency indices are always contained within the reasonable range.

    Participação social na elaboração dos instrumentos de planejamento e orçamento em Minas Gerais: uma análise das emendas de participação cidadã no período de 2012 - 2019

    This paper analyzes the effectiveness of public hearings for participatory discussion of the Plano Plurianual de Ação Governamental (PPAG) e da Lei Orçamentária Anual (LOA) of the state of Minas Gerais, in the period 2012-2019. Through them, civil society deliberates and constructs Propostas de Alteração Legislativa (PLEs) that can be converted into amendments of citizen participation that will directly influence the planning of public policies and the allocation of public resources. The evaluated effects concern the constituent elements of public hearings, which are reflected in its institutional design, rules and operating procedures. In addition, the level of institutionalization, participation and representation of these spaces was verified, as well as the administrative capacity of the Executive Power to implement the amendments of citizen participation arising from this process. For that, an applied research was developed, with a quali-quanti approach and with descriptive and exploratory objectives. The technical procedures used to carry out the research were the case study, the bibliographic research and the documentary research. The results found point out that the public hearings of participatory discussion are hybrid Instituições Participativas (IPs), fitting into the list of planning, resource allocation and monitoring IPs. They are considered peripheral or contestation spaces, in which the criteria and mechanisms of access and participation are contingent symmetric selectivity. The institutional design adopted is from the bottom up. They have a high level of institutionalization. Regarding participation and representation, it was found that the number of subscribers is always higher than the number of participants, but that both vary over the years, with periods of decline and rise. This trend was also observed in relation to the participating institutions, with the predominance of institutions representing civil society. Regarding the target audience of actions contemplated as amendments to citizen participation, there is a predominance of segments that position themselves in subordinate positions. Finally, regarding the administrative capacity to implement amendments to citizen participation, the absence of an objective rule for the definition of the values assigned to these amendments, the predominant allocation in the functions education, social assistance, agriculture and public security, the low effectiveness in budget execution and the low representativeness of the programmed and executed amounts compared to the state fiscal budget.

    This study aims to explore comparatively the socio-economic reality of small municipalities in Minas Gerais in the perspective of the local human development approach, based on the information from the years 2000 and 2010. Through the objectives proposed, was used as through the research of various literature sources and cluster analysis techniques and regression by OLS. The data are based on information from the High Human Development, 2013 (FJP; UNDP; IPEA) and Mining Social Responsibility Index - IMRS, 2013 (FJP). The classification of municipalities from the cluster analysis revealed three clusters that were characterized as a local human development low, intermediate and high. The results point to a relative importance of economic status, level of concentration of income and fiscal capacity of the municipality in the growth rate of human development of small municipalities. It is noticed that the cities with better economic and less unequal conditions tend to have a higher level of human development. From the foregoing, it reinforces the importance of seeking balanced development by strengthening the links between economic growth and human development. For this it is essential policies that favor the expansion of capacities of individuals through effective actions to improve health and education services, which promote the reduction of inequalities and increased opportunities for employment and income.

    This study addresses the challenge of overcoming obstacles to the consolidation of the PublicPrivate Partnerships model as an alternative to efficient public enterprises, as well as the role of the Expression of Interest Procedure to remedy them. In view of the challenges that still lie in the realization of PPPs in Brazil, the work promotes a reflection about the convergence between the good practices pointed out by the theory developed on the subject in recent years and the reality of the practice of the provision of public activities through of PPPs in the country. Considering that the institutions and the competences accumulated in the public sector are central elements for the development of Public-Private Partnerships, the work takes as analytical reference the State of Minas Gerais, realizing an exploratory illustration of the experience of Minas Gerais with projects of PPP and with the of PMIs. The proposed analysis was based on bibliographical research, documentary review and unstructured interviews with public servants who work with the feasibility of PPP projects. The documentary review was based mainly on the information and documents made available by Prodemge on the Expression of Interest of the Minas Gerais Technology Platform project carried out in 2017, which is an object of study. The analysis of the conduction of said PMI allowed to verify that the last experience of Minas Gerais in the edition and conduction of a procedure of this nature was highly promising. In general, it can be said that the conduction of the PMI of the Technological Platform was in accordance with the best practices pointed out in the theory for the Conduct of Procedures of Manifestation of Interest. This study points to the conclusion that the good practices identified in conducting the PMI studied may be a reflection of the conjunction of experiences of experienced public contractors and of the BDMG, positively influencing the conduct of said procedure and generating gains of organizational knowledge. In this sense, the result of the research reinforces the conclusion about the key role of the institutions for the development of resources and procedures aimed at the development of Public Private Partnerships in Brazil.

    Vigilância sanitária: o processo de descentralização em Minas Gerais

    Sanitary control is a typical state activity that is present in the various societies as one of the oldest and most complex dimensions of public health. The decentralization of health surveillance actions was determined based on the Federal Constitution of 1988 and Law nº. 8.080 / 90, which regulated the Sistema Único de Saúde. This research analyzed how this process occurred in the state of Minas Gerais considering its social policies determinants in the institutional, structural and political dimensions, according to Arretche (2000). This is a descriptive-analytical study with a qualitative approach. The data collection was done through bibliographic research, documentary analysis and interviews with key informants addressing the policy of decentralization of sanitary surveillance in Minas Gerais from 1988 to 2015. After a content analysis, the results showed that the process in Minas Gerais followed the institutional trajectory of the sector in Brazil, initially structuring the service at the state level and in the large municipalities through national policies and following decentralization to all 853 municipalities through the Projeto Estadual de Fortalecimento da Vigilância em Saúde. Fragilities have been identified in the tructure of municipalities in terms of financial management capacity, availability of equipment for routine actions and effectiveness of work processes. In the perspective of the political action factors, the state decentralization project established a cooperative relationship between state and municipalities, but was punctual in the relationship with society, and it is necessary to move forward in communication channels and health education actions for the citizen.

    Segurança no trânsito em Minas Gerais: da inserção na agenda ao formalismo no planejamento

    Road traffic accidents are among the leading causes of death in the world, a situation that is exacerbated in low and middle-income countries, according to the World Health Organization (WHO). In this scenario, the United Nations General Assembly proclaimed the period 2011¬ 2020 as the "Decade of Action for Road Safety" and recommended to member countries to draw up national, regional and local plans to guide their actions in the decade. In this sense, in Brazil, the National Mobilization Committee for Health, Safety and Peace in Traffic, prepared and approved on August 10, 2011, the "National Plan to Reduce Accidents and Road Safety for the decade 2011-2020" that besides presenting problems in their formulation, is stopped at the Civil House awaiting the signature of the President. In Minas Gerais, was drawn up the "Mineiro Plan for the Prevention and Treatment of Traffic Accidents" (PMPAATT), which was established by State Decree no. 45.466 of September 1, 2010, and also was never implemented. What exists in practice, both at the national and state levels, are fragmented actions for road safety that occurs despite the plans that were elaborated. Thus, the aim of this study is to examine how the road safety theme is included in the agenda of the state government and the possible factors that contributed to its non execution. Therefore, a contextualization of the problem is made by drawing a panoramic view of the situation for the road safety at global, national and state level. It is then held a template literature review of the Public Policy Cycle and the conventional design of Governmental Planning, which will support the analysis of PMPAATT.

    This dissertation addresses the community view on the Social Crime Prevention Policy for the State of Minas Gerais, implemented through Fica Vivo! and Mediation of Conflicts in territories that concentrate violence and crime. Based on the conceptual framework of citizen security, idealized mainly by international organizations such as UNDP, OAS and IDB, it was verified that citizen security is a consequence of a necessary, though not sufficient, condition of human security. In this way, citizen security consists of protecting the basic core of citizens' rights and aims to reduce crime rates with integral actions aimed at preventing and controlling the phenomenon of crime and violence, in particular, the daily violence that originates in the interior family or community as a result of risk situations that can be prevented or faced with local policies. Citizen security includes actions and strategies in the new paradigm of crime prevention, which led to the analysis of this concept and its classifications, and also brings in its sociological framework a guiding axis that envisions in social participation an essential element for the discussions of the main issues, risk factors and phenomena of violence that interfere in the dynamics of the territories. Based on this conceptual discussion, it was possible to analyze the public interviewed in the two territories studied on the performance of the Social Prevention Policy to Crime, understood as a strategy of citizen security and crime prevention. Differences in the eyes and the interaction of the public with the prevention in each territory surveyed were perceived. This interaction and understanding is related to several factors such as: history of community formation, implementation of the Center for Prevention of Crime, action of programs in community actions, involvement of the public in methodological actions, established trust with the community, dissemination of the actions carried out and constructed. In general, the public surveyed understand and legitimize the performance of crime prevention programs in the territories. They also point to positive changes in the urban context of violence and criminality perceived in the territories before the implantations. However, the research suggests that there is in fact no effective participation in the construction, execution and evaluation of the Prevention Policy in the territories.

    The main goal of this present essay was to exam Minas Gerais government ability in the development and consolidation of social assistance policy as facing its legal and constitutional competences. Federal constitution of 1988 redefined the Brazilian federal system and reformulated all social policies, including social assistance as one of the pillars of social security. The decentralization was established as the structuring heart of the new federative arrangement which cares about the redistribution of competences, functions and resources between federal unities. The decentralization´s implementation of social policies in the context of Brazilian federation rebirth is not something simplistic and it depends on difficult compatibility in the beings autonomy, with the need of politic coordination and interdependence among them. In case of social assistance there is an extra challenge: to consolidate itself effectively as a policy of public responsibility. The existence of competences in common modified the intergovernmental relations as in the this areas the success of the public policies promotion depends on frequent pacts and collaboration among the three levels of government. In this context, the intention is to verify the intergovernmental relations established in the process of decentralization and institutionalization of social assistance policies in Minas Gerais, aiming the role of the government of Minas Gerais as facing the poverty, vulnerability and inequalities, after the restructuration of unique system of social assistance - SUAS in 2005. For this reason it was made a exploratory study about the asymmetries among Minas Gerais areas, the organizational structure of the state´s manager part of social assistance, the implementation of the net in the area of services, the municipalization of the policy through the process of habilitation of the cities in management of the SUAS and the expansion of the net of basic social protection and special in Minas Gerais. It was analyzed as well the process of financing social assistance of the state (own resources investment and traference for the co financing) because the financial effort done by federate being reflects , clearly its own politic priorities. The results point to a weak actuation of Minas Gerais government to accomplish its competences which is a determining factor that makes the social assistance of Minas Gerais incapable to face poverty in the constitutional perspective of social citizenship and to provide a highest level of equity and better conditions of life for its people.

    This research is guided by the search for understanding of the functioning of inter-organizational networks in in shaping public policy. It was decided, in this dissertation, the study of inter-organizational networks directed to the field of innovation. This approach also considers as analytical approach the actions based on the principle of Triple Helix (ETZKOWITZ, 2011). For this study, it was decided as analyzed in the Innovation System of Minas Gerais, and as observation unit, the "Minas Biotec." The question that guided the analysis was: how is the operation of Interorganizational Network Innovation System of Minas Gerais? It attempted to thus understand the mechanisms by which institutions are organized, cooperate and interact to provide innovation policy through the network. This question originated from the general objective of this work, which was to verify the operation of the network level Innovation System of Minas Gerais under the institutional point of view. This overall objective has been divided into three specific objectives: describe the overall environment, specific and technical Innovation System of Minas Gerais; identify the governance of the "subnet" "Minas Biotec", outlining its emergence, its key players and functions in the network; and analyze the institutional functioning of the Innovation System of Minas Gerais through the study of the "Minas Biotec" from 2006 to 2014. In terms of methodology, the procedures adopted were qualitative and used as empirical strategy case study "Minas Biotec" The analysis variables were extracted and adapted from Leite (2011). The results of the analysis indicated that the operation of the Innovation System of Minas Gerais is permeated by interorganizational dynamics strongly influenced by institutional elements that induce the behavior of organizations and affected the shaping of innovation policy. It was found the importance of political leadership in the conduct of actions and the centrality of SECTES in the governance of "Minas Biotec ", and his performance was decisive for coordination between the actors of the network and the achievement of results. The analysis of the "Minas Biotec”, also revealed the presence of coercive isomorphic mechanisms, normative and mimetic in the relationship of the actors (DIMAGGIO; POWELL, 1983), and the search for legitimacy, resulting in myths and ceremonies (MEYER; ROWAN, 1977), Finally, the challenges are points that are related to inter-organizational dialogue that permeates the triple helix.
