Item Parceirização entre estado e terceiro setor: uma análise institucional do modelo de Parcerias com Organizações da Sociedade Civil de Interesse Público (OSCIPs) em Minas Gerais e da execução da Política de Prevenção Social à Criminalidade via Termo de Parceria(Fundação João Pinheiro, 2017-03-27) Oliveira, Letícia Cancela; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Carneiro, Ricardo; Faria, Carlos Aurélio Pimenta deThis dissertation analyzes the institutional change process of the Partnership Term model in Minas Gerais and its implications for the implementation of a concrete public policy, in this case, the Policy to Social Crime Prevention, implemented through partnership with Civil Society Organizations of Public Interest (OSCIPs) over 11 years. Based on a bibliographical review of the management reform of public administration, which provided the legal and institutional basis for new forms of partnership between State and Third Sector, and the institutionalist approach to the study of public policies, the present work sought to understand the context of the changes in the Partnership Term model and its consequences for the Policy to Social Crime Prevention. Gradual changes in the model over time have shown that institutional changes may also be the result of adaptation of broader modifications in the environment of which they are part. The influence of the various actors and institutional contexts in the direction of the Partnership Term model will also be detailed in this paper. In addition, it was verified that several of the theoretical assumptions of Third Sector partnership - such as expertise, efficiency, focus on results and flexibility - did not materialize in practice. The course taken by the model was of bureaucratic stiffening, with the creation of rules in excess and increased control of means. This way, OSCIP's partnership, in the case of the Policy to Social Crime Prevention, was entrenched behind the rules to make the model's stability possible and, over time, this proved to be counterproductive to the implementation of this policy, which demanded greater flexibilities. On the other hand, the direction that the Partnership Term model took and the adequacy of the OSCIP to the rules, although not ideal for the Policy to Social Crime Prevention, provided important bureaucratic stability, which allowed the Coordination of Crime Prevention (CPEC) focused on the institutional development of public policy. In this context, the State came to the conclusion that the bureaucratic and administrative stability of OSCIP is more important than the substantive contribution that civil society could make to public policy. This is contrary to the theoretical formulation of partnership with the Third Sector, but has proved appropriate for the development and institutionalization of a complex and innovative policy, as in the case of the Policy to Social Crime Prevention.Item O papel da política de prevenção à criminalidade para o alcance da segurança cidadã: estudo de caso dos programas de base local do governo do estado de Minas Gerais(Fundação João Pinheiro, 2015-03-27) Miranda, Débora Silva de; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956This dissertation deals with the contribution of the Social Crime Prevention Programs of the State Government of Minas Gerais executed on local basis, the "Fica Vivo!" and "Mediação de Conflitos" programs, in search for the citizen security in their living areas. Based on the principles proposed by international organizations -- in special UNDP, OAS, IDB -- the "citizen security" paradigm, it was observed that the concept embraces the building of higher levels of citizenship, focusing on the protection of individuals and social groups rights, through democratic models of prevention and repression of crime and violence. Historical review of the public safety policy in Brazil revealed its use for the benefit of private and local interests as well as a mechanism of social control and maintenance of the status quo. Thus, the issue of public safety struggled to get into the political and social agenda, even after the democratic transition, although democratization has fostered the opening of several social policies. The citizen security concept was only consolidated in Brazil within the 1st "National Conference on Public Safety", in 2009. The citizen security perspective is associated with a new paradigm of crime prevention, which led to the search for theoretical evolution and the evaluation of its preventive strategies. Based on fieldwork and interviews we found that "Fica Vivo!" and "Mediação de Conflitos", can be understood as developmental strategies and community crime prevention programs. It was noticed the adequacy of their logical frameworks to the citizen security paradigm, and we observed the necessity of supporting a network to the implementation of their actions and the development of their contribution to the achievement of citizen security in the communities in which they settle. Thus, theoretical discussion on the concept of policy networks supported the analysis of the development of programs with field research carried out in one "Crime Prevention Centre" of the metropolitan region of Belo Horizonte. Several difficulties of the programs were observed in operating in an integrated and coordinated way with state and local organizations, although there are initiatives of networking. In addition, community representatives and local organizations are not motivated to participate and coordinate with the programs in order to search for improvements in the community.Item O olhar comunitário sobre as ações da política de prevenção social à criminalidade aos territórios: estudo de caso nas comunidades Jardim Felicidade e Morro Alto(Fundação João Pinheiro, 2018-03-23) Gomes, Andreza Rafaela Abreu; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Batitucci, Eduardo Cerqueira; Souza, Letícia Godinho; Nascimento, Luís Felipe Zilli doThis dissertation addresses the community view on the Social Crime Prevention Policy for the State of Minas Gerais, implemented through Fica Vivo! and Mediation of Conflicts in territories that concentrate violence and crime. Based on the conceptual framework of citizen security, idealized mainly by international organizations such as UNDP, OAS and IDB, it was verified that citizen security is a consequence of a necessary, though not sufficient, condition of human security. In this way, citizen security consists of protecting the basic core of citizens' rights and aims to reduce crime rates with integral actions aimed at preventing and controlling the phenomenon of crime and violence, in particular, the daily violence that originates in the interior family or community as a result of risk situations that can be prevented or faced with local policies. Citizen security includes actions and strategies in the new paradigm of crime prevention, which led to the analysis of this concept and its classifications, and also brings in its sociological framework a guiding axis that envisions in social participation an essential element for the discussions of the main issues, risk factors and phenomena of violence that interfere in the dynamics of the territories. Based on this conceptual discussion, it was possible to analyze the public interviewed in the two territories studied on the performance of the Social Prevention Policy to Crime, understood as a strategy of citizen security and crime prevention. Differences in the eyes and the interaction of the public with the prevention in each territory surveyed were perceived. This interaction and understanding is related to several factors such as: history of community formation, implementation of the Center for Prevention of Crime, action of programs in community actions, involvement of the public in methodological actions, established trust with the community, dissemination of the actions carried out and constructed. In general, the public surveyed understand and legitimize the performance of crime prevention programs in the territories. They also point to positive changes in the urban context of violence and criminality perceived in the territories before the implantations. However, the research suggests that there is in fact no effective participation in the construction, execution and evaluation of the Prevention Policy in the territories.Item A guarda municipal de Belo Horizonte no processo de descentralização da política de segurança pública para os municípios brasileiros(Fundação João Pinheiro, 2012-09-28) Silva, Laura Angélica Moreira; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Cruz, Marcus Vinicius Gonçalves; Fonseca, Marcos Luiz Bretas daHaving the backdrop of the debate about the Brazilian federalism, this paper discuss the conformation and activity of the Municipal Guards in the country, in terms the public security policy proposed by the Union, and in specific character as the Municipal Guard of Belo Horizonte falls in this debate. The hypothesis that guides this it's that the provision of security, through the Municipal Guards, both nationally and in Belo Horizonte, is not an uniform action and mainly depends on the will of the local Executive and demands present in each municipality. The theoretical framework of this paper discusses federalism, decentralization, public security policy and Municipal Guards. As a method to achieve this goal, besides the literature review was conducted structured interviews with the managers and municipal guards who work in the Guard of Belo Horizonte and used secondary data to i) analyze the dispersion of the regions of the Municipal Guards federation and also by population, in order to characterize and analyze the training received, type of weapon used and the training commander and ii) analyze the interventions by the Municipal Guard of Belo Horizonte. The conclusion is that, even with positive and negative incentives proposed by the Union, the role of the Municipal Guard is quite discontinuous and heterogeneous in the country depending on the initiative of the mayor to institute and proceedwith this security policy at the municipal level. The Guard of Belo Horizonte follows the national scene and has a secondary role due to the absence of a demand itself, acting on the basis of a partnership mainly with the Military Police of Minas Gerais, in preventive, within the municipal services.
