Item O papel da Assembleia Legislativa de Minas Gerais nas políticas públicas de educação no estado: o caso do Plano Estadual de Educação(Fundação João Pinheiro, 2019-04-26) Denardi, André Dell’Isola; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Brasil, Flávia Duque; Santos, Manoel Leonardo Wanderley DuarteThe research carried out was intended to highlight the role and influence of the Legislative Assembly of Minas Gerais in public education policies in the State, based on the State Educational Plan, which took place in the Minas Gerais parliament between 2015 and 2018. For this purpose, it is based on a theoretical revision on the Legislative Power, its institutional evolution in Minas Gerais and its insertion within the national federative model and related with other constituted Powers; analysis of the development of education as public policy in Brazil and Minas Gerais, its main legal provisions and the constitutional competences of member states related to it; and quantitative and qualitative analysis of data on the State Plan of Education in the Legislative Assembly of Minas Gerais. The results showed that the Minas Gerais Legislative Power made a great effort to create platforms for the public debate of the State Education Plan, bringing together, in partnership with the Executive Power, various sectors of civil society to discuss the goals and strategies of the Plan. Through the creation of a diverse and plural Organizing Committee, a Technical Forum that internalized the debate regarding the Plan and the entire legislative process that took place in the following years, different arenas of debate were identified in which different actors took advantage of certain strategies to assert their interests. This situation proved the good exercise of the Legislative Power in promoting the debate around the Plan and interfering in its content.Item A implementação descentralizada da política de educação profissional sob a perspectiva das redes: o caso do estado de Minas Gerais(Fundação João Pinheiro, 2021-03-30) Silva, Henrique Tângari; Ladeira, Carla Bronzo; Ladeira, Carla Bronzo; Guimarães, Alexandre Queiroz; Jannuzzi, Paulo de Martino deThe institutional network of the Professional Education policy in Brazil has been incorporating public, private, religious, parastatal, trade union and civil society organizations throughout its institutional-legal trajectory. The present dissertation starts from the reconstruction of this path, bringing to light the conceptions and roles assumed by both the Professional Education policy and the institutional actors responsible for its formulation and implementation. We sought to carry out a descriptive and qualitative analysis of politics in Brazil and in the state of Minas Gerais, combining efforts to identify the heterogeneous organizational environment traditionally involved in the actions of the theme, to analyze the participation of different actors in the main programs aimed at training for work and, in the specific case of Minas Gerais, for understanding the current functioning of the policy in terms of coordination, monitoring, evaluation and institutional articulation. It is necessary to highlight, with regard to qualitative analysis, the realization of semi-structured interviews with five key actors involved in the formulation and implementation of the Professional Education policy in Minas Gerais, which enabled the survey of perceptions that were subsequently analyzed under the prism of state capacities and conceptions that structure the field of policy networks. As the main finding of the research, the reports converged to the understanding that, currently, the Professional Education policy in the state of Minas Gerais is not formulated and implemented in a networkway, due to the inexistence of an organic structure guided by institutional exchanges, by the sharing of objectives and values and for the maturation of integrated actions. It was found that the administrative autonomy of the institutions, the absence of normative provisions that establish policy governance and the non-development of state capacities aimed at articulating, coordinating, monitoring and evaluating the policy correspond to obstacles that have not yet been overcome at the institutional level. From a practical point of view, it demonstrated the limited performance of the public agencies responsible for the coordination, monitoring and evaluation of the policy, as well as the limited articulation between the institutional actors involved in the implementation of the actions of the theme. In managerial terms, stands out the identification of procedural weaknesses, demands for improving the policy and alternatives for the development, in practice, of an institutional network focused on the formulation and implementation of Professional Education actions in the state of Minas Gerais.
