    Participação, representação, deliberação e incidência nas políticas públicas de juventude em Belo Horizonte: uma análise da efetividade do Comitê Gestor do Centro de Referência das Juventudes

    This dissertation focuses on the Management Committee of the Centro de Referência das Juventudes (CGCRJ) in Belo Horizonte, which is a participatory institution, with the objective of analyzing its effectiveness and incidence in the shared management of the CRJ and in the public policy of youth in the municipality. The theoretical framework of the work consists of contemporary democratic theories in the line of participatory and deliberative democracy, unfolding in the approach of participation, representation and deliberation. Based on the analytical model, a qualitative research was carried out through a descriptive case study, which combined multi-method procedures: bibliographic and documentary surveys, semi-structured interviews with CCRJ members and participant observation. The results pointed to the sharing of power between the State and civil society, carried out through the participation and representation of youth, with effective deliberative effects. Despite being a consultative IP, the CGCRJ has configured an affirmative, inclusive, plural and participatory public policy for youth.

    Feminismo negro e Estado: as interseccionalidades na produção de políticas públicas em Belo Horizonte

    This study aims to examine the actions and interaction experiences of the Black feminist group with the local government in Belo Horizonte, and thus how these repertoires have influenced the development of public policies focused on the intersectionality of gender and race. Our goal was to present the contributions of Black women in Belo Horizonte in the struggle against sexism and racism in the context of the concepts and theories of social movement studies and Black feminism, specifically the concepts of action repertoires, interaction, and intersectionality. This qualitative and exploratory study includes a literature review on social movements and Black Feminism, as well as a description of the trajectory of Black and Black feminist movements in Brazil and Belo Horizonte. As part of the empirical approach, six Black women from Belo Horizonte were interviewed about their militancy and activism. The analysis revealed that the Black feminist movement in Belo Horizonte used the following repertoires of action and interactions with the state: (a) organizing and participating in the 2015 Black Women's March; (b) acting in municipal councils to promote racial equality and women's rights; and (c) acting in public institutions, particularly in the directorates for the protection and restatement of human rights and the promotion of racial equality and women's rights

    O pagamento por serviços ambientais como instrumento da política ambiental : os casos dos Programas Bolsa Verde e Bolsa Reciclagem em Minas Gerais

    The use of investments in environmental services ("PSA") as an instrument for environmental policy in the state of Minas Gerais took place first in 2003, through the appliance of the Promata project on communities established around Conservation Units comprehended by the Mata Atlântica biome. However, the PSA's consolidation and its state coverage was reached only in 2010, with the issuance of normative rulings that would govern the appliance of State Law N. 17,727/2008 which has created the Bolsa Verde program. Such program consists of a policy headed to conserve, preserve and recover areas in order to protect riparian woods, to recharge groundwater and to protect biodiversity. In 2012, the state of Minas Gerais initiated another PSA policy, the Bolsa Reciclagem, focused on assisting recyclables pickers' co-ops and associations. The review of such policies took into account the process of putting in place alternatives, with grounds on the design of the strategy, the target public, the institutional capacity e the costs arising from all of them.
