In the Public Administration of Minas Gerais Executive Power, these managers work at more developed organizations in terms of information management and institutional performance analyses. The supply administrators of autarquias and public foundations still need considerable development in the areas of information management as they have the worst performance. The secretary managers have a median performance, however, it has to be noted that the frequency of information search by these managers is incompatible with lhe very nature of their attributions as managers. So, we can conclude that measures to professional improvement must be taken by the secretaries, autarquias and public foundations. The paper reinforces the value of better information sources for the supply management in the secretaries, autarquias and foundations. In this context, the Si AD/MG is an adequate information source about buying activity that, nevertheless, needs improvement in information display of contractual obligations by materials suppliers. At the end, the paper put in doubt the efficiency of SI AD/MG as the unique system of information for all Public Administration of Minas Gerais Executive Power.Item A distribuição de subvenções sociais e o clientelismo na Assembléia Legislativa do Estado de Minas Gerais(Fundação João Pinheiro, 2006-11-09) Dias, Wladimir Rodrigues; Somarriba, Maria das Mercês Gomes; http://lattes.cnpq.br/3149829192330097; Carneiro, Ricardo; Dulci, Otávio SoaresThis paper deals with the incidence of clientelism in the Brazilian legislative system, by means of a case study on the social subsidies distributed by representatives working in the Minas Gerais State House of Representatives in the 90s. At that time, each state representative had at their disposal a certain amount of resources to apportion, following his own criteria and directing it to whomever they discerned, provided some legal limits were observed. In the study, theories on the clientelism issue were utilized and assumed in me condition of a cultural element that permeates social and political relations in Brazil. Also used by this study were the analytical background emanated by the new institutional theoretical vein that made itself present through public choice theories, notably in its contribution to legislative studies of a distributivist matrix, and the historical new mstitutionalism, from which the concept of path dependency was adopted, as well as other correlated theories. The theory of games was also utilized for the construction of a simple model depicting the influence that the apportioning of social subsidies had on the logic of legislature practices. The analysis of data concerning the distribution of subsidies, legislative production and electoral performance has allowed for the establishment of important conclusions about the role occupied by the distribution of patronage benefits, such as the legislature subsidies, in the political-legislative arena. Throughout that period, representatives presented a reduced number of legislative propositions aimed at common interests, whilst Governors tabulated elevated and stable figures regarding legislative performance. Once subsidies were extinct, it was noted that representatives started to legislate more often on subjects with social reach or of collective interest, that the Executive Branch bad difficulties performing in its legislative "fury", and that the lack of subsidies from the State House of Representatives, or of any analogous patronage means, represented a clear obstacle for the electoral performance of candidates. However, it was found that, even though it was interrupted in 1999, patronage found its ways back onto the political scene in 2003, by means of the creation of a new instrument, similar to its antecessor. Existem em algumas cidades da Estrada Real verdadeiros tesouros musicais. A maior parte deles, no entanto, se perdeu. Muitas orquestras coloniais cessaram suas atividades e seus acervos desapareceram. Os acervos que sobreviveram são exemplos de um rico repertório musical colonial que poderia ser um terreno fértil para atrair maestros, pesquisadores e turistas interessados em saber mais das raízes musicais brasileiras. A música antiga mineira, muitas vezes chamada de erudita, não foi feita para uma elite intelectualizada e conhecedora de música. Ao contrário, já no período colonial suas raízes eram populares e ligadas à liturgia do catolicismo. With the evolution of infonnation technology and the creation of govern web portals, the control by the citizens becomes an easier task. Based in this context, this work proposes an analysis of the usability of the portal of the Court of Accounts of the State of Minas Gerais, with regard to the formal aspects of making the information available, with a view to providing ideas about the establishment of an effective channel of communication between the government and citizens for social control. The research showed evidence of actions geared to improve the usability of government portals and found that the Government has worked in the provision of information and services to society through the use of infonnation technology and communication.
