    Proteção social na América Latina: uma reflexão sobre as possibilidades e os limites do giro à esquerda

    This dissertation studies Latin American social protection based on the verification of the implications of the left turn in Latin America to understand the elements that operate in the permanences and ruptures of the social protection models of the region. The regional heterogeneity and the differences in the constitution of social protection systems were considered for the hypothesis that the countries had different experiences of the left turn, limited by the institutionality of each model. Thus, the methodological instrument of this work consists of the study of the typologies about the region and the qualitative analysis from secondary sources about the public strategies implemented during the leftist governments. It also contains the historical, descriptive and analytical reconstruction of social protection systems in Latin America, with emphasis on the transformations that occurred at the new millennium in terms of the economic-productive matrix, political scenario and institutionality of the protection. The research shows that under the leftist orientation there was an increase in social public spending, the expansion of services and social benefits, the universalization of policies and programs, and the broadening of the concept of citizenship through the focus on rights. This was materialized in the improvement of the social indicators of inequality and poverty in countries considered as high, medium and low density of social protection. These results express the convergence of the economic-productive matrix favorable to the region, with state activism, commitments to the international agenda and, above all, to the innovative character brought by the left in the scope of protection: the orientation of public actions guided by the search for justice and social equality. In view of the 2008 Crisis and the indications of the deceleration of the left turn, this research makes considerations about the possibilities and limits of the turn around Latin America and reflects about the socioproductive directions that the region can take from now on. Finally, this dissertation considers that the political context matters for the studies of Latin American social protection and will give more robustness to the researches that incorporate it to the analyzes.

    Um olhar sobre a proteção social na América Latina frente à pandemia

    O artigo parte da perspectiva de que a proteção social é um dispositivo central para o enfrentamento das desigualdades e riscos sociais, mas sua importância se amplia no contexto pós-pandemia do COVID-19, demandando uma mudança de paradigma e de novas representações e sentidos para o papel do Estado na proteção da população mais pobre e vulnerável. Partindo da descrição de tipologias de sistemas de proteção social, se analisam as respostas dadas pelos países latino americanos no campo da proteção não contributiva, para o enfrentamento da crise sanitária e suas implicações sociais. A partir de fontes secundárias – documentos nacionais, relatórios de agências internacionais e artigos sobre o tema - o artigo propõe um balanço das iniciativas regionais de modo geral, mas com foco em oito países com alta, média e baixas brechas de proteção: Brasil, Argentina, Chile, Uruguai, Peru, Equador, Bolívia e Paraguai. Em base às informações coletadas, o artigo problematiza alguns desafios contemporâneos, no contexto da proteção social da América Latina. A conquista da cidadania, estabelecida como um desiderato nas sociedades modernas, encontra barreiras estruturais para ser efetivada na região, a mais desigual do mundo.

    Carências habitacionais no Brasil e na América Latina: o papel do ônus excessivo com aluguel urbano

    A última década no Brasil foi marcada por grandes investimentos no setor imobiliário, incluindo a construção de unidades habitacionais para famílias de baixa renda. A despeito do volume de investimentos, a análise dos indicadores das carências habitacionais que pautaram as políticas públicas revela uma relativa persistência do chamado déficit habitacional. A análise deste indicador no período de 2007 a 2014 mostra que, dos quatro componentes que o integram, um tem chamado a atenção pelo seu crescimento: o ônus excessivo com aluguel urbano. Com o intuito de compreender o comportamento dos componentes do déficit habitacional e, em particular do ônus excessivo com aluguel urbano, o presente artigo traz uma reflexão conceitual do indicador à luz do referencial teórico da ecologia política urbana e de uma análise comparativa entre as metodologias de cálculo do déficit habitacional em países latino-americanos. A reflexão proposta neste trabalho pretende contribuir com a revisão crítica do indicador e aprimoramento do cálculo das carências habitacionais no Brasil.
