    His study aimed to examine whether the perception that the implementer, who works in childcare centers, has over the teen author of offense and the extent of deprivation of liberty influences how this measure will be implemented. For this purpose, it was considered as the implementer perception of social representation that it builds on the teen in conflict with the law and on and it was also considered the notion that he has on the effectiveness of the measure socio hospitalization. Once the object of analysis of this study, deprivation of libertyis a public policy which also analyzed the implementation model makes it more feasible and what action logics that structure this particular public policy. We conducted a qualitative study in two centers of socio capital, where they were interviewed eight implementers. The observations made and data collected indicate that, although the street level bureaucrats adopt modern practices advocated by the new set legal addresses the issue of teenage author of offense-ECA / SINASE and CF-, persists in his practice a core hard it is constitutive of social representation on this target population. This core makes the implementers do not believe that teens have safeguarded strength to resist alone, corruption present in their home communities.

    Acolhimento institucional: desafios enfrentados pelo município de Belo Horizonte

    Ce travail analyse la politique publique d'Accueil Institutionnel au sein de la municipalité de Belo Horizonte. Il a pour objet l'étude des Institutions chargées de l'Accueil Institutionnel des enfants et des adolescents et analyse les progrès obtenus ainsi que les défis rencontrés par la Municipalité. Le développement de cette recherche se divise en trois étapes. La première étape a essayé de réaliser une recherche bibliographique et de produire des documents à propos de la politique publique ayant pour but l'accueil institutionnel. La seconde étape est une analyse de données découlant d'une enquête empirique, réalisée par la Fondation Joao Pinheiro. Finalement, la troisième étape relate la réalisation d'entrevues semi- structurées de certains membres importants du Secrétariat Municipal adjoint à l'Assistance Sociale et au Conseil Municipal des Droits de l'enfant et de l'adolescent, tous deux de la Municipalité de Belo Horizonte . Les résultats démontrent que la politique publique de la Municipalité trouve son origine dans un processus lent, non uniforme, où prédominèrent des actions ponctuelles, au contraire d'une structure ordonnée et planifiée, mais qui ont subi l'influence des directives nationales dans la mesure où cette politique a essayé de leur correspondre ; en outre, il fut possible d'observer que la structure responsable de la réalisation des mesures d'accueil institutionnel a également été directement influencéé par ces directives, en particulier par le Statut de l'Enfant et de l'Adolescent.

    Memórias quase esquecidas: análise dos prontuários da antiga FEBEMMG sob a perspectiva da burocracia de nível de rua

    The policy of assisting young people, in the Brazilian case, presents as a dichotomy the history of institutionalization with the attempt to strengthen family bonds (ALVAREZ, 2014; OLIVEIRA; ASSIS, 1999; RIZZINI; RIZZINI, 2004; TRINDADE, 1999). Thus, the institutionalization of children and adolescents in a situation of vulnerability, especially after urban development at the beginning of the 20th century, contrasts with the recurrent evidence in the literature and in the documentation of the importance of family and community leaders in the development of these young people. The National Policy for the Welfare of Minors (PNABEM), in the second half of the century, maintains and expands the institutionalizations of this public and, thus, starts to produce extensive documentation, both with regard to psychosocial care and with regard to documents produced by justice actors, such as the juvenile court sentences (BRASIL, 1964; MINAS GERAIS, 1966). The author of this dissertation, then, uses the documentation held by the State Secretariat for Social Development of Minas Gerais (SEDESE-MG) to, from the analysis of the discourse and the perspective of the centrality of the implementers of the policy, considered here as street-level bureaucrats, analyze the formatting of PNABEM in the second half of the 20th Century (LIPSKY, 2019; LOTTA, 2012). The specific objectives are, therefore, to analyze the socioeconomic profile of the young people served; the categorizations carried out by the operators; the decision-making processes of the bureaucracy; and the trajectory of the users served by the policy. The results, then, demonstrate that, despite the low programmability of care, it is possible to perceive a recurring situation of vulnerability and weakening or breaking of family bonds on the part of these users. Regarding the categorizations, it is noted the use of moral values and the marginalization and stigmatization of the situation of vulnerability, resulting in objective decision-making processes in which institutionalization is seen as “inevitable”. The trajectory of these young people, due to the evidence of the hygienist execution of the policy, is circumstantial, since the existence of a robust and articulated network of social protection is not evidenced in any medical record in order to assist the socioeconomic development of families and other responsible persons on the part of the young person. Finally, it is worth noting that the medical records of Minas Gerais are informational sources that can enable relevant studies for a better understanding of the formatting of the policy not only from the perspective of street-level bureaucracy, but from several possible perspectives, and future studies may come to add new knowledge to the literature.
