But when they fall sick and need hospitalization and recurring periods of treatment, they suffer a break in the ed-ucational process and have difficulty following the school curriculum. For this reason, the State must offer public policies to ensure school attendance in a hospital setting, provided in national legislation. Therefore, the objective of this study is to describe and analyze the national trajectory of school attendance to hospitalized children and adolescents and to evaluate the Hospital Class Program of the State of São Paulo regarding its structure, process and results, in a case study format. This type of social intervention, through programs, projects and public policies is still little implemented in Brazil, and little evaluated as to its implementation process and results generated. This study sought to compare the predicted norms and perceived reality through field work. The methodology proposed was a qualitative research, with the use of inter-views with the various actors involved in the coordination and execution of the pro-gram in São Paulo, the application of questionnaires addressed to those responsible for education and health policies in the Brazilian states and the program teachers analyzed in addition to the practice of observation in 2 hospitals in the state of São Paulo. The results of the study show that in Brazil, 19 states offer school attendance services in a hospital environment, but a national policy is lacking that seeks to pro-vide means to offer this type of care in hospitals. With regard to the Hospital Class Program of São Paulo, it is observed that the engagement of the actors participating in the program was fundamental for its consolidation and expansion. The data showed that the structure of the program is adequate to the work developed, some adjustments must be made regarding the process, regarding the dissemination, mon-itoring and evaluation of the program, and that the Hospital Class Program meets the objectives proposed by the norms that govern it.Item A judicialização das matrículas nas Umeis de Belo Horizonte: seus efeitos na política de alocação de vagas pela Secretaria Municipal de educação na educação infantil de Belo Horizonte(2018) Oliveira, Mírian Cunha Araújo de; Saraiva, Ágnez de LélisEste estudo tem como o objetivo analisar o processo de implementação do atendimento público de educação infantil em Belo Horizonte e identificar os efeitos da Judicialização da demanda por vagas nesse segmento da Educação Básica e na política de alocação de vagas por parte da Secretaria Municipal de Educação/PBH. Com intuito de explicitar as possibilidades, avanços e desafios para a construção desse atendimento como direito da criança, conforme preconizam os diplomas legais a partir da Constituição Federal de 1988, a metodologia empregada foi pesquisa bibliográfica, análise documental da legislação nacional e municipal e dados estatísticos. A partir do estudo foi possível perceber o movimento instaurado no município para se adequar às exigências legais e ofertar esse atendimento, bem como os mecanismos utilizados pela comunidade para o acesso às vagas nas Unidades Municipais de Educação Infantil (UMEI), pois a demanda supera a oferta. Ao analisar os impactos da judicialização da política para a universalização da educação infantil no município, contribui-se para a melhoria das políticas públicas implementadas, trazendo à tona as lacunas e impasses na garantia de uma educação de qualidade, aspectos fundamentais para a consolidação do direito ao atendimento na educação infantil em Belo Horizonte.Item Educação infantil pública e privada na RMBH: uma análise a partir do Censo Escolar 2014(Fundação João Pinheiro, 2016-03-31) Ferreira, Rinara Passos Oliveira; Ferreira, Frederico Poley Martins; http://lattes.cnpq.br/1448397981510363; Costa, Bruno Lazzarotti Diniz; Riani, Juliana Lucena RuasEarly childhood education is the first stage of basic education and pre-school is the first universal and mandatory stage in the educational process of the child. It is a right secured to the child in the Federal Constitution of 1988, and also was object in the Planos Nacionais de Educação 2000 and 2014. At the same time, early childhood education should be seen as a public policy which impacts on women entering in the job market and, consequently, the financial autonomy of the family in which the woman and child are included. This work is part of the context of changing perspective provided by the public sector to early childhood education, with changes in legislation that elevate the importance of this educational stage, through FUNDEB funding, by including the step as part of the national basic education and through mandatory attendance at pre-school for children of 4 and 5 years. However, by the analysis of the regulatory frameworks, you can see that does not exist in the country a consolidated and well-designed policy of early childhood education. With several different formats of educational system, municipalities are the main responsible for the provision of the service. In this context, the study aimed to investigate the early childhood education offered in the Belo Horizonte Great Area (RMBH) regarding coverage and aspects of quality of this offer. Mainly of those aspects are available in the Censo Escolar 2014. For this, was used two main classifications of data grouping: by type of management of the educational institution and the cities. The analysis was based on the variables of school attendance, infrastructure, teachers graduation level, composition of groups, financing and public spending. From the results for RMBH, the coverage of kindergarten was shown to be directly related to municipal spending, a fact that was not repeated for pre-school, where coverage was not significantly related to municipal spending. About the offer quality in early childhood education in RMBH, the data points to flaws in the three types of management formats. However this is not conclusive to present which type of management is better. Comparing the data by municipality, there was no single standard to analyze the performance of schools among the various aspects, sometimes standing out a group of municipalities, then another, being so reckless a single classification of correlation of the variables. However, we sought to the maximum, extract information that contributes to the purpose of this study.
