Item O controle interno de pequenos municípios, na perspectiva de seus responsáveis, e sua relação com o Tribunal de Contas(Fundação João Pinheiro, 2022) Bonfante, Giovanna; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Batitucci, Eduardo Cerqueira; Carneiro, Ricardo; Souza, Letícia Godinho de; Ferreira, Diogo RibeiroThis research sought to ‘give voice’ to counties internal controllers with less than 10,000 (ten thousand) inhabitants, to know, in depth, the realities and state capabilities of these federative entities and, to verify how, in fact, these entities works and to understand, from the perspective of its responsibles, how the role of the Court of Auditors and its requirements for counties internal controls are perceived. On the other hand, it tried to see the understanding of Court of Accounts actions by the counties representative’s point of view. Finally, it investigated the possibility of partnerships between internal and external controls. To unveil all these questions, internal controls of small counties and Court of Auditors of Minas Gerais State were taken as the object of this research. Furthermore, a qualitative approach was used, having formulated and tested 6 (six) research hypotheses, supported by theories of state capabilities, neoinstitutionalism, and interorganizational networks. The research findings revealed that entities studied do not have sufficient state capacity to meet the requested requirements; that these lacks capabilities are disregarded by the current legal system, by influential organizations in the field and by the Court of Accounts; that the dependency of Court of Auditors' trajectory was confirm, where despite of being focused on pedagogical actions regarding internal control, the Court did not kept distance from its supervisory role; that was also possible to verify the requirements of reciprocity, trust, and coherence, found in the theory of interorganizational networks, may indeed be present in eventual partnerships between external and internal controls.Item Assembleia Legislativa de Minas Gerais e a sua relação com os parlamentos municipais: análise do Centro de Apoio às Câmaras(Fundação João Pinheiro, 2019-04-26) Lima, Taíse Leal; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Costa, Bruno Lazzarotti Diniz; Silveira, Mauro César da; Ribeiro, Guilherme WagnerThe present study aims to understand the relationship between the Legislative Assembly of Minas Gerais - ALMG - and the municipal parliaments, through the Center of Support to the Chambers - Ceac -. In order to do this, it analyzes the creation, institutionalization and performance of Ceac, in view of the institutional development of the Minas Gerais Assembly and changes in federal relations after the Federal Constitution of 1988. The work carried out qualitative research, exploratory approach with bibliographical research, documentary and case study. It is also pointed out that the case study was guided by official ALMG data and by faceto-face interviews conducted with servers directly linked to Ceac. Ceac is understood as an institutional innovation that stems from the process of institutional change undertaken by the Minas Gerais Assembly, which later led Casa to influence the environment of other organizations. In addition, it is pointed out that the institutionalization of the organ was guided by its technical vocation, aiming to facilitate the relationship of the Mine Assembly with the municipal Councils of the State. Finally, the study made it possible to conclude, in general terms, that Ceac, through its repertoire of action, seeks to contribute to the improvement of municipal legislative activities and constitutes an interface for the input of information from local parliaments. In this way, the Center for the Support of Chambers integrates the overall strategy of the Assembly of Mines in trying to bring the institution closer to the municipal Legislative Houses.Item A distribuição de subvenções sociais e o clientelismo na Assembléia Legislativa do Estado de Minas Gerais(Fundação João Pinheiro, 2006-11-09) Dias, Wladimir Rodrigues; Somarriba, Maria das Mercês Gomes; http://lattes.cnpq.br/3149829192330097; Carneiro, Ricardo; Dulci, Otávio SoaresThis paper deals with the incidence of clientelism in the Brazilian legislative system, by means of a case study on the social subsidies distributed by representatives working in the Minas Gerais State House of Representatives in the 90s. At that time, each state representative had at their disposal a certain amount of resources to apportion, following his own criteria and directing it to whomever they discerned, provided some legal limits were observed. In the study, theories on the clientelism issue were utilized and assumed in me condition of a cultural element that permeates social and political relations in Brazil. Also used by this study were the analytical background emanated by the new institutional theoretical vein that made itself present through public choice theories, notably in its contribution to legislative studies of a distributivist matrix, and the historical new mstitutionalism, from which the concept of path dependency was adopted, as well as other correlated theories. The theory of games was also utilized for the construction of a simple model depicting the influence that the apportioning of social subsidies had on the logic of legislature practices. The analysis of data concerning the distribution of subsidies, legislative production and electoral performance has allowed for the establishment of important conclusions about the role occupied by the distribution of patronage benefits, such as the legislature subsidies, in the political-legislative arena. Throughout that period, representatives presented a reduced number of legislative propositions aimed at common interests, whilst Governors tabulated elevated and stable figures regarding legislative performance. Once subsidies were extinct, it was noted that representatives started to legislate more often on subjects with social reach or of collective interest, that the Executive Branch bad difficulties performing in its legislative "fury", and that the lack of subsidies from the State House of Representatives, or of any analogous patronage means, represented a clear obstacle for the electoral performance of candidates. However, it was found that, even though it was interrupted in 1999, patronage found its ways back onto the political scene in 2003, by means of the creation of a new instrument, similar to its antecessor. Specifically, it is verified if the changes in the organizational structure of the General Comptroller Department of the Minas Gerais State, caused by the Delegated Laws 179 and 180, edited in 2011, are reflected in the programs enrolled in the PPAG, and the performance of government programs executed by the General Comptroller Department of the Minas Gerais State, during the last two planning cycles corresponding to the 2008-2011 and 2012-2015 PPAGs, in order to infer the degree of effectiveness and efficiency of these programs. Also, a brief history about the internal control in the scope of the State of Minas Gerais is presented. It is a descriptive research, in which a bibliographical and documentary survey was used. A content analysis was carried out in relation to the norms on organizational structure and purposes of the organ and the attributes of the programs indicated in the PPAGs 2008-2011 and 2012-2015 and also with data processing on the physical and financial goals and executions of the programs by CGE-MG for the periods mentioned, in accordance with methodological proposals and specific concepts. It was verified that, in relation to the first specific objective, the changes in the organizational structure of the CGE-MG, occurred in 2011, are reflected in the PPAG 2012-2015, denoting that the body, during the period considered, was in charge of reflecting, in its planning instrument, the specificities of its organizational structure and the purposes of its macro areas. It was also verified that, relative to the second specific objective, there was a relative improvement in the performance of the programs under execution of the CGE-MG in terms of effectiveness and efficiency from one planning cycle to the other. In the 2008-2011 planning cycle, 2 of 8 indices obtained were inside the reasonability range, while in the planning cycle 2012-2015, 10 of 16 indices obtained were inside the mentioned range, indicating a relative evolution, although there is still need to improve the planning activity in the organ, so that its effectiveness and efficiency indices are always contained within the reasonable range.Item Inovações em organizações públicas: estudo dos fatores que influenciam um ambiente inovador(Fundação João Pinheiro, 2012-03-28) Ferreira, Rodrigo de Araújo; Rocha, Elisa Maria Pinto da; http://lattes.cnpq.br/0147730252141038; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Carvalhais, Jane Noronha; http://lattes.cnpq.br/8551229587104498In the last decades, it has been observed a very rapid speed of changes in the economic, political and social context, and consequently, it has becoming necessary for the public organizations to prepare themselves to perform satisfactorily in this background. On this basis, the innovation has becoming an increasingly common theme and it is considered as an important means for the organizations to keep pace with changes in the industry. The innovations in public organizations may be of products/services, processes, as well as organizational, the latter being able to promote a propitious environment to the other types of innovation. The overall purpose of the study is to analyze the innovation environment on public organizations from the perspective of the public managers involved in strategic plans and in institutional agencies and arrangements that are aimed at innovation. In specific, it is intended to analyze the factors that motivate and the ones that influence the innovation in the public environment, identifying the index value and the level of presence assigned to it by the public managers of the State of Minas Gerais; to identify critical points to be prioritized by the innovation policy of the State of Minas Gerais in terms of the influencing factors of the innovation in order to enhance it; analyze the outcome, comparing the notion of the different hierarchical levels of the interviewed public managers (strategic and tactical), in order to identify similarities and differences in their perception on the factors that motivate and influence the innovation in public agencies of the State of Minas Gerais. For such, the following authors were studied: Mulgan e Albury (2003), Borins (2008), Motta (2001), Lam (2005), Damanpour e Evan (1984), Roste e Miles (2005), Jacobi e Pinho (2006), Knox (2002), among others, from which it was possible to systematize the motivating and influencing factors of the innovation. There were investigated some organizations of the State of Minas Gerais Government that were involved in the state’s innovation strategy or plans. It was verified that the level of presence of the motivating factors of the innovation and specially the influencing factors of the innovative environment are generally still low, even though the value attributed to these factors is high in the perception of the interviewees. In the case of Brazil, the challenge has been even greater due to its vast territorial extension, as well as the complexity of its healthcare system, structured in a federative context where the effectiveness is conditioned to its governance capacity as established constitutionally. In a historical context of regional inequalities, the microregional coverage capacity in the management of severe cases depends on the configuration of regionalization of healthcare networks in each state, which is influenced by structural heterogeneities [availability of physical, human, and financial resources], governance capacity [capacity of governance in the collegiate instances of discussion and decision-making], as well as socioeconomic and demographic differences [social determinants of health] among the different microregions of the state. Therefore, the aim of this research was to investigate the responsiveness of the Unified Health System (SUS) in the state of Minas Gerais in addressing severe cases of COVID-19, specifically with regard to medium-complexity hospital services. Using a quantitative methodological approach based on the Performance Evaluation Dimensions Matrix of the Health System The results demonstrated that the system responded with an increase in financial investments and an equitable increase in bed capacity, directing more beds to microregions that had a higher number of deaths. Through them, civil society deliberates and constructs Propostas de Alteração Legislativa (PLEs) that can be converted into amendments of citizen participation that will directly influence the planning of public policies and the allocation of public resources. The evaluated effects concern the constituent elements of public hearings, which are reflected in its institutional design, rules and operating procedures. In addition, the level of institutionalization, participation and representation of these spaces was verified, as well as the administrative capacity of the Executive Power to implement the amendments of citizen participation arising from this process. For that, an applied research was developed, with a quali-quanti approach and with descriptive and exploratory objectives. The technical procedures used to carry out the research were the case study, the bibliographic research and the documentary research. The results found point out that the public hearings of participatory discussion are hybrid Instituições Participativas (IPs), fitting into the list of planning, resource allocation and monitoring IPs. They are considered peripheral or contestation spaces, in which the criteria and mechanisms of access and participation are contingent symmetric selectivity. The institutional design adopted is from the bottom up. They have a high level of institutionalization. Regarding participation and representation, it was found that the number of subscribers is always higher than the number of participants, but that both vary over the years, with periods of decline and rise. This trend was also observed in relation to the participating institutions, with the predominance of institutions representing civil society. Regarding the target audience of actions contemplated as amendments to citizen participation, there is a predominance of segments that position themselves in subordinate positions. Finally, regarding the administrative capacity to implement amendments to citizen participation, the absence of an objective rule for the definition of the values assigned to these amendments, the predominant allocation in the functions education, social assistance, agriculture and public security, the low effectiveness in budget execution and the low representativeness of the programmed and executed amounts compared to the state fiscal budget.Item Planejamento e gestão urbanos e a implementação dos instrumentos do estatuto da cidade no município: o caso de Sabará(Fundação João Pinheiro, 2016-03-30) Corrêa, Sílvia Cristina; Brasil , Flávia de Paula Duque; http://lattes.cnpq.br/4666930977365902; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Silva, Gustavo Melo; http://lattes.cnpq.br/3860918012578750This work intends to analyze the limits of planning and urban management at the municipal level, from the case of Sabará, located in the metropolitan region of Belo Horizonte, taking considering the institutional constraints, financial, technical and administrative installed. From the above case, it sought to analyze how municipalities - especially mid-sized metropolitan - meet the principles, guidelines and, especially, the urban instruments provided for by Federal Law nº 10.257, knows as "The City Statute" and as has been facing difficulties political and institutional, financial, technical and administrative to implement and manage the planning and urban management.
