The expected benefits of openness are greater efficiency, integrity and legitimacy towards citizens. The OGP defines transparency, accountability, participation and technology as fundamental principles of open government, that is, as necessary conditions for their achievement. Thus, this research aims to analyze the adherence of Brazilian states to these principles. To this end, a composite indicator, the State Open Government Index, was elaborated, which brings together indicators related to each of these principles in a synthesis measure. In order to support the construction of the Index, a broad bibliographic and documentary review of the themes open government, transparency, accountability, participation, technology and evaluation metrics of governmental openness was carried out. Then the indicators were selected, standardized and agglutinated. As a result, it was found that none of the Brazilian states has “high adherence” to the principles of open government. On a scale from 0 to 1, the best result, 0.7212, was obtained by the Federal District and the worst, 0.3997, by Roraima. Through the analysis of materials of social media, public administrators would be able to instrumentalize the public interest for the development of more effective public policies that meets or even exceeds the needs of society. In this sense, the present work aims to analyze the use of social media as a tool of political participation of citizens from the study of the profile "Senado Federal" on Facebook. To fulfill this objective, the post called "And now, who can defend myself?" dated August 2015 was analyzed. The publication deals with the effectiveness of civil rights, being considered one of the most successful profile publications. As a result of the research, we realize the importance of social media for enhancing the state-society interaction. There is a large share of Internet users in the content posted by the Senate in the study profile, due to the use of the channel for the promotion of citizenship. Developments in the field of democratic deepening theories, or radical democracy, bring approaches that improve representative democracy involving the institutions providing, at the same time, greater performance space for civil society and local governments. In the same period, the world experienced the process of globalization with limited scope and emphasis on trade aspects, which came to be questioned by local governments, traditionally relegated to the back burner in the field of public policies, integration processes and international relations. Claiming for greater scope for action, eleven South American cities created the Mercocidades Network, an association of municipalities which covers the territory of MERCOSUL in search for affirmation of the leading role of local governments in public policy scenes. Through coordinated action in network and decentralized international cooperation actions, the city of Belo Horizonte actively incorporated in this process participating in projects promoted by Mercocidades: Laboratório de Políticas Locais, Inovação e Coesão Social and Comunic@ Escola MERCOSUL in recent years. It has become the focus of this research that seeks to contribute to the understanding of the networking articulated action by local governments in perspective of strengthening social actors, aiming at the development of public policies with participatory approach while laying on relevance the role of cities in this process in another proposal for regional integration with social inclusion.
