Item Papel das ouvidorias : estudo de caso da Ouvidoria Geral do Estado de Minas Gerais(Fundação João Pinheiro, 2014) Garcia, Ana Paula Prado; Pinto, Luciana Moraes Raso Sardinha; http://lattes.cnpq.br/4519213255441318This paper presents the role of the Public Ombudsman and specifically presents a case study of the Ombudsman of the State of Minas Gerais. Initially, it presents a comparison of the major democratic conceptions, emphasizing the view that each of them develops the concept of participation in the functioning of democracy. This paper shows the origin and historical repercussions of the institute of the "Ombudsman", in Sweden as well as the trajectory of the institute in Brazil. Then, it presents the legal treatment given to popular participation and to the Ombudsman at the federal and at the State of Minas Gerais. It shows the role of the Ombudsman in Minas Gerais, so there are exposed the main features of this institution, and its key initiatives. It also presents general considerations about the Ombudsman in five other states in Brazil. The study shows that the Public Ombudsman arise as a tool in support of democratic deepening. However, it is noted that the institute needs more attention to its improvement and to achieve greater legitimacy in its actions.Item A influência do poder legislativo no planejamento das políticas de educação no Estado de Minas Gerais(2020) Denardi, André Dell’Isola; Costa, Bruno Lazzarotti DinizO trabalho analisa o papel da Assembleia Legislativa de Minas Gerais na elaboração e nas discussões do mais recente Plano Estadual de Educação. Baseado nas arenas de debate disponíveis para a discussão do Plano, na identificação dos grupos sociais envolvidos e na mobilização em torno de seus diferentes temas, busca-se avaliar o grau de influência da Assembleia de Minas nesta política específica. A partir de um modelo analítico institucionalista e pluralista, amparado pela análise de documentação disponibilizada pelos órgãos diretamente envolvidos com o Plano, argumenta-se que a natureza das arenas e das regras decisórias conformaram as alterações e o perfil final do Plano. O estudo caracteriza o canal de e-participação do portal da Assembleia Legislativa de Minas Gerais (ALMG), compara essa experiência com os canais de e-participação da Câmara dos Deputados e do Senado Federal e investiga o sucesso de se converter em leis, as sugestões enviadas pelos cidadãos por meio do portal da ALMG, no período 2011-2017. Os resultados revelaram baixo nível de influência dos cidadãos na proposição de leis sugeridas por intermédio do portal da ALMG, mas sinalizam as possibilidades de aprofundamento democrático para a participação cidadã com o uso das Tecnologias de Informação e Comunicação (TICs), apesar das limitações identificadas quer seja pela falta de vinculação entre o que a sociedade deseja e o que é decidido pelo poder público, quer seja pela falta de entendimento da população no direcionamento de suas sugestões.Item Tecnologia e participação : uma análise dos mecanismos para propositura de projetos de lei de iniciativa popular(Fundação João Pinheiro, 2025-05-26) Oliveira, Leandro Fonseca de; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Dufloth, Simone Cristina; Brasil, Flávia de Paula Duque; Silva, Max Melquiades; Alves, Marcus Vinícius ChevitareseThis study examines the landscape of the use of digital tools for proposing bills through the mechanism of popular initiative at the state level in Brazil. Accordingly, the main objective is to analyze both the legal provision for and the outcomes of implementing technological resources in state-level popular initiatives. To that end, the research reviews the legislation of all twenty-seven Brazilian states and analyzes concrete cases of law proposals submitted through this participatory mechanism. The study identifies which states have legal provisions in place, describes the respective legislation, and examines the use of digital means for proposing state laws through popular initiative, providing a synthesis of this scenario within the Brazilian context. The study is based on the premise that the use of technology plays a role in bringing citizens closer to the political process, particularly by strengthening the democratic environment, which benefits from such engagement. In the context of popular initiatives, technological resources have the potential to encourage public participation by facilitating access and promoting greater engagement and mobilization in the lawmaking process. The methodology employed is descriptive in nature, with both qualitative and quantitative approaches. It combines a bibliographic analysis of the studys central themes and a documentary review of official websites to collect information on the regulations governing popular initiatives and bills originating from this mechanism. This is further complemented by a questionnaire sent to State Legislative Assemblies and the Federal District Chamber. The study showed that, among the twenty-seven states, twelve have adopted digital tools; but only in the Federal District was there an (uncertain) mention of a bill proposed in 2018 using electronic signatures. It concludes that, despite the goal of expanding public participation in the legislative process, the implementation of technological resources in popular initiatives4still a recent development4has not yet resulted in the expected increase in civic engagement.
