Resumo
Este artigo apresenta os principais procedimentos metodológicos utilizados para a a construção de uma matriz municipal de indicadores sociais e econômicos, procurando mostrar os passos fundamentais para se chegar à Matriz de Estrutura Socioeconômica Municipal, bem como as possibilidades de seu uso no que concerne à definição de prioridades de ações de governo, regional e setorialmente, uma vez que permite identificar por unidade municipal as atividades mais carentes e desequilíbrios estruturais, seja no âmbito social seja no âmbito econômico. A Matriz Municipal faz parte de uma estrutura maior destinada ao monitoramento de ações do setor público. Tal estrutura refere-se ao “Sistema de Monitoramento de Políticas Públicas”, que vem sendo montada no Centro de Estatística e Informações da Fundação João Pinheiro (CEI/FJP).
Abstract
The present article presents the main methodological procedures used to build up a municipal matrix of economic and social indicators, pointing out the fundamental steps to be taken for accomplishing the “Municipal Matrix of Economic and Social Structure” (Economic and Social Structure Municipal Matrix). This article also analyzes the possibility of using it in order to define priorities of the government actions at region and sector levels, seeing that it allows the identification of the most needed activities and structural unbalances per municipal unit at social and economic levels. The Municipal Matrix is part of a broader structure addressed to monitoring the public sector actions. Such structure is related to the “Public Policy Monitoring System” being set up within the João Pinheiro Foundation Statistics Center (CEI/FJP).
