Municípios recém-criados no Vale do Jequitinhonha e promoção da cidadania: uma análise comparativa dos indicadores de bem-estar social

Resumo
No decorrer da década de 1990 foram criados no Brasil mais de mil municípios; em Minas Gerais o número foi superior a cem, e no Vale do Jequitinhonha foram vinte e quatro. Este surto emancipacionista reflete a maior autonomia outorgada pela Constituição Federal de 1988, que permitiu aos estados da federação legislarem sobre o tema. Vis-à-vis as vantagens e desvantagens das emancipações, observou-se que a partir daquela década os municípios recém-criados apresentaram maior evolução nos indicadores de bem-estar social que as demais categorias. No final do período de análise (2000-2010), verificou-se que os indicadores sintéticos praticamente se equalizaram, o que demonstra ter ocorrido uma redução das desigualdades sociais entre os municípios do Vale do Jequitinhonha. As dimensões sociais que mais contribuíram para o desenvolvimento social dos novos municípios foram a cultura, o lazer, a assistência social e a educação.
Abstract
During the 1990s were created in Brazil over a thousand municipalities; in Minas Gerais the number was over a hundred, and the Vale do Jequitinhonha was twenty-four. This emancipation outbreak reflects the greater autonomy guaranteed by the Constitution of 1988 that allowed the states of federataion to legislate about the subject. Against the advantages and disadvantages of emancipation, it was observed that, starting from 1990s decade, the new municipalities created had greater progress in social welfare indicators than other categories. At the end of the analysis period (2000-2010), it was found that the synthetic indicators practically equalized, which shows to have been a reduction of social inequalities among municipalities in the Vale do Jequitinhonha. The social
dimensions that contributed to the social development of the new municipalities were: culture, leisure, welfare and education.
