Resumo
Esta dissertação buscou discutir o papel da mulher na segurança, a partir de uma análise de mulheres profissionais no campo da segurança privada na capital da Etiópia, Adis Abeba. O trabalho constrói uma discussão teórica sobre gênero e busca compreender se é possível ou não discutir papéis de gênero na Etiópia, fazendo uma interlocução entre teóricas ocidentais e teóricas africanas. A pesquisa demonstra que, em função da construção histórica e política da Etiópia, é possível discutir papéis de gênero e, mais especificamente, o papel da mulher nessa sociedade. Para discutir segurança, o trabalho desenvolve a construção histórica da polícia e discute o desenvolvimento da indústria de segurança privada. Discute também a interlocução entre segurança e gênero nas instituições e a agenda internacional Mulheres, Paz e Segurança (WPS). Realizou-se uma pesquisa qualitativa, tendo sido executada uma pesquisa exploratória, em que se buscou responder e analisar as perguntas elencadas com a utilização de pesquisa bibliográfica, pesquisa de campo e entrevistas. Nove mulheres oficiais de segurança privada foram entrevistadas, assim como representantes de um movimento feminista nacional. A partir da metodologia adotada, percebeu-se um entendimento comum no que diz respeito aos papéis de gênero, que conversa diretamente com as teorias ocidentais. Os resultados demonstram haver características associadas aos processos de socialização da mulher que podem contribuir para a discussão de segurança. Além disso, observa-se que, embora a Etiópia se localize em um universo cultural e social muito distinto do brasileiro, as mulheres estão sujeitas a opressões muito similares diante de um sistema que também é patriarcal e compartilha elementos religiosos e familiares.
Resumo
This dissertation sought to discuss the role of women in security, based on an analysis of professional women in the field of private security in the capital of Ethiopia, Addis Ababa. The work builds a theoretical discussion about gender and seeks to understand whether it is possible to discuss gender roles in Ethiopia, making an interlocution between Western theorists and African theorists. The research demonstrates that, due to the historical and political construction of Ethiopia, it is possible to discuss gender roles and, more specifically, the role of women in this society. To discuss security, the work develops the historical construction of the police and discusses the development of the private security industry. It also discusses the interlocution between security and gender in institutions and the international agenda Women, Peace, and Security (WPS). Qualitative research was carried out through exploratory research, which sought to answer and analyse the listed questions with the use of bibliographical research, field research and interviews. Nine women, private security officers, were interviewed as well as representatives of a national feminist movement. From the methodology adopted, a common understanding was perceived regarding gender roles, which directly relates to Western theories. The results demonstrate that there are characteristics associated with the woman's socialization processes that can contribute to the discussion of security. In addition, it is observed that although Ethiopia is located in a cultural and social universe that is very different from Brazil, women are subjected to very similar oppressions in the face of a system that is also patriarchal and shares religious and family elements.
