Resumo
Esta pesquisa trata dos sistemas de gestão de informações estratégicas utilizados no âmbito da Secretaria de Estado de Planejamento e Gestão (SEPLAG) do estado de Minas Gerais, a partir de 2003 até os tempos atuais. O foco se dá nas razões que motivaram as trocas de sistemas ao longo dos anos, abordando aspectos institucionais, técnicos e tecnológicos. O objetivo dessas ferramentas passa pelo armazenamento, consolidação e uso de informações como um recurso estratégico da organização, fundamental para tomadas de decisão corretas e aderentes à realidade do Estado. Assim, foi criado um núcleo de gerenciamento e monitoramento de projetos estratégicos, chamado inicialmente de Gestão de Recursos e Ações do Estado (GERAES), que utiliza como uma de suas ferramentas de trabalho sistemas de gestão de informações estratégicas. Desde a criação do GERAES, em 2003, até o ano de 2016, foram feitas três trocas de sistemas, de modo que foram utilizadas quatro ferramentas com o objetivo de contribuir na gestão das informações relativas aos projetos estratégicos. Essas trocas tiveram diversas motivações, incluindo fatores como arranjos e orientações institucionais, possibilidade de trabalho com ferramentas mais modernas, insatisfação com modelos anteriores, entre outros. A construção e implementação de cada uma das ferramentas passou por um processo específico, diretamente relacionado ao contexto institucional, que influenciou fortemente as decisões por substituições de sistemas. Essas recorrentes alterações acabaram trazendo diversos impactos para os servidores atuantes no GERAES, que em todos os casos tiveram sua rotina de trabalho modificada e passaram a lidar com novas variáveis no monitoramento de projetos. Esta pesquisa, de caráter exploratório e descritivo visa analisar, por meio de entrevistas semiestruturadas, análise documental e análise bibliográfica os motivos para as alterações de sistemas à luz de uma perspectiva neoinstitucionalista, que auxilia na compreensão e interpretação dos fatos ocorridos pelas características das interações existentes entre indivíduos e instituições. Ademais, pretende-se verificar se houve no período uma alteração relevante no valor e relevância da informação estratégica para a SEPLAG que justificasse as trocas, e quais os benefícios e dificuldades as substituições trouxeram para a equipe do GERAES e para as equipes das áreas finalísticas dos projetos estratégicos.
Abstract
This research deals with the strategic information management systems used in the scope of the State Department of Planning and Management (SEPLAG) of Minas Gerais from 2003 until the present time. The focus is on the reasons that motivated the exchange of systems over the years, addressing institutional, technical and technological aspects. The purpose of these tools is to store, consolidate and use information as a strategic resource of the organization, fundamental for correct decision making and adhering to the reality of the State. Therefore, a strategic project management and monitoring nucleus was created, initially called State Resources and Actions Management (GERAES), which uses as one of its working tools strategic information management systems. Since the creation of GERAES in 2003, until 2016, three system exchanges have been made, so that four tools have been used in order to contribute to the management of information related to strategic projects. These exchanges had several motivations, including factors such as institutional arrangements and orientations, possibility of working with more modern tools, dissatisfaction with previous models, among others. The construction and implementation of each of the tools went through a specific process, directly related to the institutional context, that strongly influenced decisions by system substitutions. These recurring changes ended up bringing several impacts to the servers working in GERAES, which in all cases had their work routine modified and started to deal with new variables in the monitoring of projects. This exploratory and descriptive research aims to analyze, through semi-structured interviews, documentary analysis and bibliographic analysis the reasons for the changes of systems in the light of a neoinstitutionalist perspective, which assists in the understanding and interpretation of the facts occurred by the characteristics of the interactions between individuals and institutions. In addition, it is intended to verify if there was a relevant change in the value and relevance of the strategic information for SEPLAG that justified the exchanges, and what benefits and difficulties the substitutions brought to the GERAES team and to the teams in the final areas of the Strategic projects.
