Áreas de risco de inundação na cidade de Montes Claros: ocorrências de defesa civil ligadas a inundações atendidas pela sede do 7º BBM, entre os anos de 2013 a 2018

Resumo
O presente trabalho teve como finalidade identificar as áreas de risco de inundação na cidade de Montes Claros com base nas ocorrências atendidas pela sede do Sétimo Batalhão de Bombeiros Militar, entre os anos de 2013 a 2018, bem como uma abordagem dos aspectos históricos e conceituais relacionados aos desastres naturais ligados à inundação e uma reflexão normativa sobre a missão institucional do Corpo de Bombeiros Militar de Minas Gerais e da Defesa Civil diante desses eventos. Para tanto, o trabalho foi estruturado por meio de pesquisas bibliográficas e quantitativas por meio de captação de dados coletados sobre as ocorrências relacionadas ao período chuvoso atendidas pelo Sétimo Batalhão de Bombeiros entre os anos de 2013 a 2018 na malha urbana do município de Montes Claros, a fim de identificar as áreas de maior vulnerabilidade de eventos desta natureza. Além da identificação dos bairros com maior índice de inundação, foram apresentadas sugestões de elaboração de ações preventivas para subsidiar o planejamento e gerenciamento no atendimento às ocorrências em decorrência do período chuvoso em relação à gestão do Batalhão de Bombeiros de Montes Claros e o Poder Público Municipal como coordenadores de defesa civil, como forma de preparação nos atendimentos na ocasião do aumento da precipitação pluviométrica. Nos levantamentos realizados foram identificados os locais mais vulneráveis a ocorrências relacionadas ao aumento da precipitação pluviométrica para alcançar os objetivos almejados. Como resultado da pesquisa conclui-se que existem bairros na cidade com um maior índice de atendimentos de ocorrências de inundação no período da pesquisa, entretanto, ainda que não existam registros significativos de atendimentos, foi levantado outras áreas que apresentam vulnerabilidades nesse tipo de evento, com base em relatórios da Seção de Inteligência do Batalhão.
Abstract
The purpose of this study is to identify flood risk areas in the city of Montes Claros, based on the occurrences attended by the Seventh Military Fire Department, between 2013 and 2018, as the historical aspects approach is conceptual aspects related to natural disasters related to the flood and the normative reflection on Institutional Mission of the Department of Military Firemen of Minas Gerais is of the Civil Defense through these events. However, the work is structured through the bibliographical researches are quantitative through the collection of data collected on events related to the rainy season, attended by the Seventh Fire Department, between the years of 2013 to 2018 in the urban area of the municipality of Montes Claros, with the purpose of identifying the areas, of greater vulnerability of events of this nature. In addition to the identification of neighborhoods with the highest flood index, suggestions were made to prepare preventive actions to support planning and management, in response to the occurrence of the consequences of the rainy season, in relation to the management of the Fire Department of Montes Claros. the Municipal Public Government, as coordinators of the civil, as a way of instructing is in the preparation in the attendances is in the occasions of the increase of pluviometric precipitation. In the surveys, the most vulnerable sites were identified, the occurrence related to the increase of rainfall precipitation to reach the desired objectives. As a result of the research, it is concluded that there are districts in the city, with a higher rate of attendance in flood occurrences during the period of the survey, however, although there are no significant records of visits, it was included in the areas that present vulnerabilities in this type of event, based on reports from the Department's Intelligence Section.
